The 1982 plebiscite concerning the division of Canada's Northwest Territories into two new administrative units, Denedeh & Nunavut, is interpreted with respect to the demographic composition of the native groups in the area & its prior colonial history. Distinctions between the political culture of the eastern & the western Arctic are made. It is argued that the ethnoregional social movements behind the proposed establishment of Denedeh & Nunavut are correctly viewed within a nationalistic rather than nativistic framework, even though the movements were neither present nor predictable twenty years ago. Finally, the tolerance for this new nationalism on the part of the larger Canadian society is discussed within the context of its multicultural policy & linguistic duality. 1 Table, 1 Figure. AA
