Das Voranschreiten der Energiewende führt zu einer steigenden Komplexität des Energiesystems. Damit einher geht die Forderung nach einer zunehmenden Transparenz bei der Energiesystemanalyse hinsichtlich der getroffenen Annahmen und der methodischen Ausgestaltung, um die Reproduzierbarkeit von Ergebnissen zu ermöglichen. Vor diesem Hintergrund steigt die Nachfrage nach öffentlich zugänglichen Modellen, Open-Access-Modellen (OAMs), die bereits über ein hohes Maß an Vielfalt verfügen. Diese Studie analysiert und vergleicht den methodischen Rahmen verschiedener OAMs, um langfristige Energieszenarien zu bewerten. In einem ersten Schritt werden ausgewählte OAMs basierend auf ihrer Zugänglichkeit typisiert. Danach werden die OAMs nach vordefinierten Kriterien charakterisiert, um eine Aussage zu treffen, ob ein bestimmter Modelltyp gewisse Kriterien erfüllt und somit zur Analyse von Energieszenarien verwendet werden kann. Die Analyse zeigt, dass eine große Vielfalt zwischen den OAMs auch hinsichtlich der verschiedenen Grade der Zugänglichkeit existiert. Prinzipiell scheinen OAMs mit einem hohen Grad an Zugänglichkeit eine eher geringere Modelliertiefe aufzuweisen und fokussieren sich zudem oft auf die Analyse eines einzelnen Zieljahres.

In the context of variable power supply as well as structural changes in energy demand, decision-makers in German federal states are becoming an increasingly important target group for model-based consultation. However, given their typically high computational complexity and data needs, established modelling tools tend to be inappropriate for providing prompt quantitative assessments, so-called initial consultation. Against this background, the present study develops, applies and evaluates a new modelling tool, based on a complexity-reduced design. By performing a comparative assessment with an existing model-based scenario analysis for a selected federal state, the new modelling tool is shown to yield robust outputs. Methodical issues include the consideration of capital stock dynamics, as well as the definition of system boundaries. Nonetheless, the modelling tool provides useful insights for initial consultation at a federal state level.

Improving energy efficiency is seen as a key pillar in transforming the energy system. Residential heating systems could make a substantial contribution to reducing energy demand since they rank among the largest European energy consumers, accounting for about 21.5 % (10,327 PJ) of the total final energy demand in 2010. To exploit heating system-related saving potentials, the EU implemented the Eco-Design Directive, which sets minimum efficiency standards at the design phase. In terms of heating systems, Lots 1 and 2 were published in 2013 and Lots 15 and 20 are in the process of being developed. To evaluate the impact of these measures, a scenario analysis is being conducted as part of the Eco-Design preparation studies. The Eco-Design impact assessment is for time horizons to 2025 and 2035, which are rather short compared to the lifetime of heating systems of 20 years or more. The technology-specific assessments also neglect the interdependency between heating systems. This study aims to close this research gap by applying an impact assessment to a combination of all four Lots addressing heating systems. The bottom-up model FORECAST-Residential is used to analyse the EU27 building and heating stock on a country by country basis up to 2050. The analysis reveals that the Eco-Design Directives could reduce final energy demand by 1,376 PJ by 2050. The largest potential for savings are attributed to Lot 1, which is mainly related to replacing constant temperature and low temperature boilers by more efficient condensing boilers together with a strong diffusion of heat pumps.

The Ecodesign and Labelling directives are key policy measures to increase energy efficiency in Europe. In view of the extension of Ecodesign and Labelling to further products as well as the revision of the current implementing directives, it is essential to evaluate the potential energy savings, takin g into account different paths of technological development and diffusion. Our study uses bottom - up modelling to evaluate the long - term saving potentials of Ecodesign and Label ling for residential appliances (including large appliances, cooking and ICT), lighting and air conditioning. The household end - uses that are affected by the legislation are implemented in the model in a disaggregated way. The model is designed as a vintage stock approach and based on the simulation of consumer activities as well as technological trajectories. We model the electricity demand of household end - uses in the EU - 27 by country and compare various scenarios. Our Reference Scenario reflects the electricity demand of household end - uses without any policy measures implemented after 2008. Our current Policy Scenario includes all implementing directives that are currently in force and assumes that the sensitivity of consumers to the total cost of ownership remains at the currently witnessed level. Turkey's energy demand has been growing by 4.5% per year over the last decade. As a reaction to this, the Turkish government has implemented the Strategic Energy Efficiency Plan (SEEP), which provides a guideline for energy efficiency policies in all sectors. The aim of this study is to analyse the potential of the SEEP on final energy demand in the Turkish residential sector until 2030. Three scenarios are developed based on a detailed bottom-up modelling approach using a vintage stock model to simulate the energy demand of heating systems and appliances. The results show a decreasing final energy demand in the reference scenario from about 944 PJ in 2008 to 843 PJ in 2030. This reflects a structural break, which is mainly caused by a high building demolition rate and low efficiency in the existing building stock. The SEEP achieves additional savings of around 111 PJ until 2030, while a scenario with even higher efficiency shows further savings of 91 PJ. Electricity demand increases in all scenarios - mainly due to growing ownership rates of appliances. The SEEP will achieve around 10 TWh of electricity savings in 2030 compared to the reference scenario, mainly through more ambitious end-use standards.

Modul 3 enthält das Referenz- und das Basisszenario. Das Referenzszenario ist das einzige Szenario, in dem die wesentlichen energie- und klimapolitischen Ziele des Energiekonzepts der Bundesregierung verfehlt werden, da diese in den Modellen nicht vorgegeben werden. Damit soll keine realistische Handlungsoption durchgespielt werden. Es dient vielmehr dem Erkenntnisgewinn im Vergleich zu den Zielszenarien. Das Referenzszenario ist unter anderem ein Bezugspunkt für die Beantwortung der Frage "Was kostet die Energiewende?". Denn auch ein alternatives Energiesystem, in dem die energie- und klimapolitischen Ziele verfehlt werden, ist mit Kosten für Kraftwerke, Netze, fossile Brennstoffe und so weiterverbunden. Beim Referenzszenario handelt es sich insbesondere im Stromsektor aber dennoch um ein kostenoptimiertes und damit in gewisser Weise fiktives Szenario. Es werden die günstigsten Optionen eingesetzt und es wird von viele realen Hemmnissen abstrahiert. Das Szenario stellt also keinen "Business-as-usual"-Fall dar. Das Basisszenario ist das zentrale Zielszenario der Langfristszenarien. Es handelt sich um ein Szenario, in dem die energie- und klimapolitischen Ziele möglichst kosteneffizient erreicht werden. Neben den wesentlichen energie- und klimapolitischen Zielen des Energiekonzepts der Bundesregierung werden den Modellen nur wenige weitere Nebenbedingungen vorgegeben. Dies betrifft im Wesentlichen bestehenden Konsens im Bereich der Stromerzeugung. So wird Photovoltaik mindestens bis zum derzeitigen, im EEG verankerten Deckel von 52 GW ausgebaut, drei Viertel davon als Aufdachanlagen. Ebenso wird Windenergie auf See auf mindestens 15 GW in 2030 ausgebaut. Ferner ist der Einsatz der CCS-Technologie im Basisszenario (wie auch in den anderen Szenarien mit Ausnahme des restriktionsarmen Szenarios, siehe Modul 6) im Stromsektor ausgeschlossen. Darüber hinaus werden im Basisszenario jedoch im Sinne des größtmöglichen Erkenntnisgewinns auch gegebenenfalls als extrem empfundene Ergebnisse bewusst zugelassen und nicht in Richtung einer als kompromissfähiger vermuteten Lösung abgeschwächt.
