The primary goal of this book is to reach a better understanding of how the digital revolution has affected language and discourse practices in the field of law. It also explores the complex nature of the techniques and discursive strategies which emerge in the relationship between the different stakeholders (including non-experts) thanks to technological advances. The ideal conception of pluralist democracy can be seen as a schematic picture of actual conditions. On the local level ‐ in the municipalities ‐ there are a number of variants of pluralism. If local political systems can be assumed to be of varying character, it stands to reason that the roles of organizations in those sub‐systems can also vary.The following three general conclusions concerning the role of organizations in Swedish municipal politics are supported by our empirical findings:(1) A heterogeneous pattern of values in a municipality promotes the development of an arrangement in which organizations predominantly assume the role of political opposition.(2) The interaction between municipalities and organizations is a function of the pattern of local political values. The more heterogeneous this pattern, the more frequent are politically oriented contacts.(3) Increased overlap of the social, the economic and the political arenas, and a more incrementalist decision‐making structure in modern municipalities, creates greater incentives for the formation of organizations.There should not be any doubt about the fact that the amalgamation reforms contributed to the creation of a more differentiated and multifaced structure of organizations. Hence, it could be said that the amalgamation reforms together with other structural factors are in the long run positively correlated with pluralism!'Whatever progress may come in the future, anyone attempting today to give a systematic account of organizational behavior, especially of politically relevant behavior, cannot pretend he is offering a theory in any strict sense. At best, he can offer a theoretical perspective, a way of looking at organizations that directs attention persuasively to a few central processes that seem to explain (though not predict, in any scientific sense) a wide variety of phenomena.' In this article, a storm named Hilde is the entry point for an exploration and analysis of the consequences of public sector reforms on the crisis management system in Sweden. We are particularly interested in reforms of decentralization, privatization, and the adoption of New Public Management (NPM) mechanisms. Empirically, we study the views of Civil Defence Directors at County Administration Boards (CABs). The 21 CABs represent the central government at the regional level and are required by law to coordinate crisis management between national agencies, municipalities, and private interests. Our empirical investigations indicate that the Defence Directors perceive and adapt to reforms differently depending on the size of CABs, thereby bringing to the fore critical matters of equivalence. It also appears as if the discretion that the reforms were supposed to provide for crisis management actors is severely hampered by NPM inspired regulations, competitive features, and instruments of control.

In this article we explore and analyse Swedish Civil Defence Directors' views on coordination and cooperation in crisis management. The directors work at County Administrative Boards (CABs) which by law are required to coordinate all relevant actors – national agencies, municipal, private and voluntary – by leading their cooperation in extraordinary events. How do CABs manage this, especially against a backdrop of increasing demands on clarity, command, control and explicit goals in crisis management? Through the lens of research on governance we analyse the directors' views and find that although they support horizontal, inter‐organizational network based coordination and cooperation, there is frustration regarding the decision‐making capacities of the CABs, the lack of conflict management mechanisms in networks and resource allocation.

This volume explores the socio-cultural and media background of a critical and ongoing political challenge: the complex entanglement between European integration and strong national agendas in the context of globalisation. It does so using educational media - both textbooks and digital media - as sites of cultural contestation to enquire into the intricate relationships around national and European identities and aspects of students' knowledge and reception. Using a variety of methods and technologies, the chapters analyse identity constructions present in educational media discourses, embedded as they are in their national and European contexts and as both the catalysts and products of their time. The book is a study of the post-digital condition in an educational context, exploring the potential of digital humanities and linguistic approaches for educational media research and employing methods such as eye-tracking or concept maps.
