In the year 2011 the German Federal Government adopted its Forest Strategy 2020. This strategy includes 60 goal formulations in nine action fields. The present paper analyses to which extent the results of the German National Forest Inventory (BWI) prove achievements of those of the 60 goals, which are quantitatively verifiable. The results reveal that forestry in Germany in general meets its own standard of multi-functionality, securing that forests fulfil manifold demands of the society. However, while the objectives of nature and climate protection are on track for being achieved, the prospects for objectives related to employment, income and value added are less encouraging. Total forest area and forest growth are increasing, forests currently constitute a carbon sink, and the naturalness and structural diversity of forests are growing. Also the high but sustainable use of the wood fosters currently the income of and employment in forest enterprises and timber industries. But the ongoing regeneration of forest stands predominantly with deciduous tree species is expected to cause a long-term lack of faster growing and higher valuated coniferous stands. The resulting lack of highly demanded softwood of small or medium-sized diameters will raise problems to timber industries. Moreover, shrinking timber production due to a decreasing share of coniferous forests has adverse consequences not only from the economic point of view. It will also decrease the climate-friendly use of wood products, in particular due to the foregone substitution effect. The results of the study also show that BWI is an indispensable source of information for forest politics and forest science particularly in view of its long-term time series. The preservations of time series must be kept in mind whenever changes in the methods of BWI are considered.

Um die Einfuhren sowie den Verbrauch von Holz–Rohholz (ohne Brennholz) und Holz- und Papierprodukte auf Basis Holz – aus illegalem Einschlag unter Berücksichtigung des Handels über Drittländer abzuschätzen, wurde eine Methode, die aus der Input-Output-Analyse entwickelt wurde, angewendet. Die unterstellten Illegalitätsanteile bestimmen dabei ganz wesentlich die Ergebnisse. Für das Jahr 2009 errechnet sich ein illegaler Holzeinschlag von weltweit 103 bis 284 Mio. m³ Rohholz (ohne Brennholz). Dies entspricht 7 bis 17 % des globalen Einschlags, jeweils abhängig von den länderspezifischen Annahmen über hohe und niedrige Schätzrahmen für illegalen Einschlag. Die Abschätzungen für die Einfuhren von Holz aus illegalem Einschlag hängen davon ab, ob die Länder der EU einzeln und somit inklusive Intrahandel innerhalb der EU betrachtet werden oder ob die EU als eine Region behandelt und somit der Intrahandel zwischen den Mitgliedsländern nicht betrachtet wird. Im Jahr 2009 berechneten sich die Importe von Holz aus illegalem Einschlag in die Länder der EU auf 15 bis 34 Mio. m³ (r), das sind 3 bis 6 % der Holzeinfuhren insgesamt und 2 bis 4 % des Holzverbrauchs in der EU. Etwa die Hälfte dieses Holzes stammt aus direktem Handel mit den betroffenen Ursprungsländern, der übrige Teil wird über Drittländer eingeführt. Betrachtet man die EU als eine Region ohne Intrahandel, so reduzieren sich die Importe auf 8 bis 18 Mio. m³ (r). Aufgrund des intensiven Intrahandels resultiert mit 6 bis 13 % ein höherer Anteil an Holz aus illegalem Einschlag an den Gesamtimporten in die EU ; For estimation of worldwide imports and use of wood unprocessed industrial roundwood (raw wood excluding fuel-wood) and products on the basis of wood, including paper – from illegal harvesting, while considering the trade via third party countries a method based on input-output-analysis is used. The results are largely dependent on the quality of the input data used, above all on the presumed share of illegally harvested wood. For the year 2009, we calculated an illegal global harvesting of industrial roundwood of 103 to 284 million m³; depending on the presumed low and high country-specific shares of illegal harvests. That represents between 7 and 17 % of the global harvest. Estimates on imports of illegally harvested wood into the EU strongly depend on whether the countries of the EU are considered individually, hence internal trade of the member countries of the EU has to be taken into account, or whether the European Union is considered as one region and hence internal trade within the European countries is not taken into account. In 2009, imports of wood from illegal harvesting into the countries of the EU accounted for a volume of 15 to 34 million m³. That is 3 to 6 % of all wood imports and 2 to 4 % of the domestic use of wood in the countries of the EU. About one half of the imports are traded directly, the other half is imported via third countries. Considering the EU as one region without internal trade leads to a significantly lower import of illegally harvested wood of 8 to 18 million m³. On the other hand it results in a higher share of 6 to 13 % of total imports into the EU due to the exclusion of the intensive internal trade

Die Förderung der Forstwirtschaft ist ein zentrales Ziel der deutschen Forstpolitik. Wie die Ergebnisse des Testbetriebsnetzes Forst des Bundesministeriums für Ernährung und Landwirtschaft zeigen, haben Fördermittel für den Gesamtertrag der mittleren und großen Forstbetriebe insgesamt eine nachgeordnete Bedeutung. Gleichwohl haben Fördermittel an den Erträgen der Produktbereiche 2 "Schutz und Sanierung" und 3 "Erholung und Umweltbildung" im Privat- und Körperschaftswald eine hohe Bedeutung.

Durch die Fähigkeit von Bäumen, der Atmosphäre Kohlenstoffdioxid zu entziehen und in Form von Kohlenstoff in der Biomasse zu binden, können Wälder einen großen Beitrag zum Klimaschutz leisten. Ein Teil des Kohlenstoffs bleibt auch mit der Verwendung des Holzes in den Holzprodukten gebunden, die darüber hinaus positive Substitutionseffekte bewirken können. Die Klimaschutzleistung von Wäldern und Holznutzung wurde in zahlreichen Studien erforscht. Allerdings fehlt bisher ein robustes und leicht nachvollziehbares Kalkulationstool für den einzelnen Forstbetrieb. Ein solches wird in diesem Artikel vorgestellt. Das Tool schätzt die Klimaschutzleistungen von Forstbetrieben und der nachgelagerten Holzverwendung. Die Datengrundlage bilden die Hauptergebnisse der Forsteinrichtung (Baumart, Holzbodenfläche, Holzvorräte, Zuwachs und geplante Nutzung), wodurch das Konzept kohärent zur mittelfristigen Planung ist. Die Berechnungen umfassen die Änderung des Waldspeichers und des Holzproduktespeichers sowie die durch Holznutzung resultierende Substitution. Die Ergebnisse können als durchschnittliche, jährliche forstbetriebliche Klimaschutzleistung im Forsteinrichtungszeitraum interpretiert werden. Der Klimarechner ermöglicht es, die Kohlenstoffvorräte in der lebenden oberirdischen Derbholz-Baumbiomasse sowie die Kohlenstoffsenken und -quellen eines Forstbetriebes zu identifizieren, die Effekte der geplanten Bewirtschaftung zu quantifizieren und auf dieser Basis die Klimaschutzleistung vereinfachend zu kommunizieren. ; Climate protection is a highly topical subject, which is of great importance in society and politics. The carbon remains sequestered after harvest in wood products, which additionally causes positive substitution effects. Climate effects of forests and the use of wood are investigated in numerous studies. Nevertheless, so far, a robust and comprehensible calculation tool for forest enterprises is missing. Such a tool is described in this article The tool estimates the climate effect of forest enterprise and the downstream use of wood. The data basis are the main results of the forest management plan (tree species, timberland, standing volume, growth and planned harvest), whereby the concept is coherent to the medium-term planning. The calculations include the carbon storage change of forest and wood products as well as the resulting substitution from the use of wood. The results may be interpreted as average annual climate effect of the period of the forest management plan. The climate calculator enable to identify carbon storages in the living aboveground coarse wood, carbon sinks and carbon sources of the forest enterprise, to quantify the effect of the planned management and to communicate the climate protection.

Das Verbundforschungsvorhaben untersuchte regional differenzierte Änderungen agrarrelevanter Extremwetterlagen in Deutschland und deren Auswirkungen auf die Landwirtschaft einschließlich Sonderkulturen und Forstwirtschaft. Auswertungen der Stationsdaten von 1961 bis 2013 des Deutschen Wetterdienstes sowie Daten aus 21 Klimamodellläufen bis zum Jahr 2100 zeigten unter anderem einen Anstieg extremer Hitzetage, die auch in Zukunft häufiger werden sollen. Ferner wurde in den letzten 20 Jahren eine Zunahme der Tage ohne Niederschlag im März und April sowie eine Zunahme extrem trockener Tage im Sommer beobachtet, wobei letztere zukünftig weiter zunehmen sollen. Zunehmende Hitze und Trockenheit beeinträchtigen vor allem die Ertragsbildung bei einigen Ackerkulturen, wie z.B. beim Weizen. Im Wald ist die Verjüngungsfähigkeit vor allem unter Fichte und Kiefer gefährdet. Bei einigen Extremwetterlagen, die insbesondere im Acker- und Sonderkulturanbau hohe Schäden verursachen, wie z. B. Hagel, Starkniederschläge und Spätfröste, besteht wegen fehlender Beobachtungsdaten bzw. nicht eindeutiger Wechselwirkungen weiterer Forschungsbedarf. Nach den Ergebnissen besteht angesichts vielfältiger Anpassungsoptionen in der Land- und Forstwirtschaft keine unmittelbare Notwendigkeit, Risikomanagementsysteme staatlich verstärkt zu unterstützen. ; The collaborative project analysed regional differentiated changes of extreme weather events in Germany and their impacts on agriculture including specialised crops and forestry. Analyses of weather station data from 1961 to 2013 of the German Weather Service as well as results of 21 climate model runs until 2100 show i. a. an increase of days with extreme heat which are expected to become more frequent in the future. Furthermore, an increase of days without precipitation in March and April as well as an increase of days with extreme drought in summer were observed. The latter are expected to increase in the future. Increasing heat and drought adversely affect in particular growth and crop harvest of arable cultures e. g. winter wheat. Extreme drought impairs especially the regeneration capacity in spruce and pine forests. For some extreme weather events that cause severe damages in particular in arable and specialised crops such as hail, extreme precipitation and late frosts further research need was identified due to missing observation data or unclear interactions between weather and vegetation. According to the results and in the light of various adaptation options there is currently no further necessity for governmental support of risk management systems.
