Development conventions in Lula's mandates: an essay on political economy. This article analyses the different development proposals put forward during the two Lula Presidential mandates. It is argued that such proposals are structured as "development conventions", which involve different priorities and different solutions to the problem of structural transformation. Their analytical frame is also different as are the interest groups which uphold them. Therefore their epistemology must be placed in the political economy context. It is argued that, notwithstanding the weight gained by a "developmental" convention over the second mandate, a "stability" convention is still hegemonic and commands macroeconomic policies. The paper reports some of the results of research focused on the analysis of the international characteristics of the industries of electronic data processing equipment and electronic semiconductor comoponents and an empirical investigation of their pattern of competition in Brazil. It also analyses in detail the interrelations between consumers, international firms, local producers and government policies

The texts discussed below treat the problem of the relationship between economic and social development and the development of science and technology. The review is not proposed as exhaustive, but concentrates on the manufacturing sector; and it does not deal with specific literature concerning such important topics as agriculture, energy, transportation, and the relationship between science and technology policy and education (however, the first of these is treated in a complementary study [Albuquerque and Nascimento 1978]). Also, the description of science and technology policy measures and of the institutional apparatus that implements them is reduced to a minimum, although bibliographic sources in which more detailed descriptions can be found are indicated. Given these constraints, an attempt has been made to take into account the complexity of the topic and the variety of research that it has inspired. In this sense, contributions from noneconomists, notably sociologists and political scientists, are incorporated; we refrain, however, from any evaluation of the theoretical framework that guides such contributions.

O objetivo deste texto e examinar analiticamente as principais caracteristicas das politicas microeconomicas de competitividade, especialmente as politicas tecnologicas e industriais. O artigo compoe-se de quatro partes. A primeira secao apresenta uma tipologia das politicas pertinentes. A segunda secao reve a evolucao do tema no Brasil durante a presente decada, detendo-se mais sobre a situacao atual. A terceira secao expoe as experiencias recentes de paises da OCDE, comparando-as com a atual politica brasileira. A ultima secao aponta as conclusoes finais. (Rev Econ Polit/DÜI)
