Considering its dire effects on different sectors, the coronavirus is far more than a healthproblem. The pandemic has hit the global economy starting with the developed world and nowspreading into emerging economies. It is a fact that developing countries are moredisadvantageous in this process since not only their health conditions and health services arenot so sophisticated as their developed counterparts, but also macroeconomic conditions arenot strong enough to endure such a long-lasting socio-economic crisis. Those countries arepoorer and it is hard for them to allocate sources to the health sector. Comparing with emergingeconomies, the developed world also has been suffering from the severe effects of thepandemic. Because of long-lasting lock-down and contractions in the global economy, alldeveloped economies revealed negative economic growth rates for the proceeding years. Thepurpose of this article is not only to compare the macroeconomic effects of the coronavirusdisease 2019 (COVID-19) pandemic on developed and developing countries but also to assisteconomy authorities, health care leaders, and their organizations in anticipating andpreempting problems by providing alternative health management policies rather than reacting.Macroeconomic variables data that are released by the World Bank and IMF will be appliedto make the comparisons. ; Koronavirüs pandemisinin farklı sektörler üzerinde yarattığı korkunç etkiler göz önüne alındığında, salgının küresel bir sağlık sorunu olmanın çok ötesinde girift ve çok katmanlı sorunlar doğurduğunu ifade etmek yanlış olmayacaktır. Öncelikle gelişmiş ülkelerde başlayan pandemi, alınan tüm küresel tedbirlere rağmen hızla gelişmekte olan ülkelerde de yayılmaya başlamıştır. Olumsuz etkileri uzun yıllara yayılacağı belli olan bu salgınla mücadele konusunda gelişmekte olan ülkeler gerek sağlık hizmetleri arzı ve sağlık altyapısındaki yetersizlikler, gerekse yerel ekonomilerin makroekonomik koşullarındaki kırılganlıklar nedeniyle gelişmiş ülkelere göre oldukça dezavantajlı durumdadırlar. Bu ülkeler, kaynak yetersizliği nedeniyle, sağlık harcamalarındaki artışı karşılayacak ekstra fonlara da sahip değildir. Gelişmekte olan ülkelerdeki bu ağır durum yanında, gelişmiş ülkeler de pandemi sürecinde darbe almış ve peş peşe açıklanan negatif büyüme oranları ile vahim tablo daha da netleşmiştir. Pandeminin etkilerinin uzun yıllara yayılması beklendiğinden, negatif büyüme oranlarının daha birkaç yıl devam edeceği tahmin edilmektedir. Bu çerçevede bu çalışmada koronavirüs hastalığı 2019 (coronavirus disease 2019, COVID-19) pandemisinin makoekonomik etkileri gelişmiş ve gelişmekte olan ülkeler ayrımı ile analiz edilecek ve sağlık kurumları yöneticilerinin istifadesine sunmak üzere sağlık yönetimi politika önerileri getirilecektir. Ayrıca, derinlemesine bir litaratür incelemesi yanında, Dünya Bankası ve IMF gibi küresel kuruluşlar tarafından açıklanan verilerin mukayeseli olarak ele alınacağı çalışmada, pandeminin yerel ekonomiler üzerindeki olumsuz etkilerinin en aza indirilebilmesi doğrultusunda mevcut durum ve alternatif politika önerileri de sunulacaktır. ; 2-s2.0-85103405935

As one of the fundamental health outputs in the health economics literature, the improvement of life expectancy is one of the variables that positively affect economic growth. Many papers, investigating the relationship between health expenditure and life expectancy indicated that life expectancy has a positive effect on health expenditures. This study aims to investigate the relationship between life expectancy and health expenditures for the period of 2000-2015 in Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Panel data approach was used for the study. The results of panel cointegration analysis indicate that there is a significant bidirectional long-term relationship between the two variables. ; Sağlık ekonomisi literatüründe temel sağlık çıktılarından birisi olarak kabul edilen yaşam beklentisinin iyileşmesi, iktisadi büyüme performansını pozitif yönde etkileyen değişkenlerden birisidir. Dolayısıyla, hayat beklentisini belirleyen faktörlerin araştırılması ilgili literatürdeki birçok araştırmanın konusu olmuştur. Bu araştırmaların bir bölümünde yaşam beklentisinin sağlık harcamalarını pozitif yönde etkilendiğine dair bulgular elde edilmiştir. Söz konusu bulgular, sağlık politikalarının belirlenmesinde veri olarak kullanılmaktadır. Bu çalışmanın amacı, 2000-2015 dönemine ait veriler kullanılarak, Türkiye, Azerbaycan, Kazakistan, Kırgızistan, Tacikistan Türkmenistan ve Özbekistan'da sağlık harcamaları ile yaşam beklentisi arasındaki ilişkiyi analiz etmektir. Çalışmada panel veri analizi yöntemi tercih edilmiştir. Panel eş bütünleşme testi sonuçları, iki değişken arasında anlamla çift yönlü uzun dönemli ilişkilerin varlığını göstermektedir.

This study proposes the time-varying nonlinear panel unit root test to investigate the convergence of ecological foot prints between the EU and candidate countries. Sixteen European countries (such as Albania, Austria, Belgium, Denmark, France, Germany, Greece, Italy, Luxembourg, Netherlands, Poland, Portugal, Romania, Spain, Sweden and Turkey) and analysis periods are selected according to data availability. This study proposes a cross-sectional Panel KSS with Fourier to test the convergence of the ecological footprints. Then, we combine this methodology with the rolling window method to take into account the time-varying stationarity of series. This study evaluated sub-components of ecological footprints separately and provided more comprehensive findings for the ecological footprint. According to empirical findings, this study proves that convergence or divergence does not show continuity over time. On the other side, this study points out the presence of divergence draws attention when considering the properties of the sub-components in general. As a result, this study shows that international policies by EU countries are generally accepted as successful to reduce ecological footprint, but these are not sufficient as expected. In this point, it is suggested to keep national policies to support international policies in the long term. © 2021 by the authors.
