In 2017–2018, NUPI (the Norwegian Institute of International Affairs) headed a project where political economy analyses were undertaken in eleven of Norway's partner countries. These analyses were published as eleven separate reports. The reports focused on power relations and political developments in the partner countries, but they also analyzed the nature of governance. After the publication of the World Bank's Worldwide Governance Indicators for 2019, the MFA approached NUPI and requested that we summarize the findings of this report for Norway's eleven partner countries and assess these findings in light of the political economy analyses. We were also asked to investigate whether there were any connections between the nature and quality of governance on the one hand, and the nature of social policies and the human rights situation on the other. This report presents the findings of this assessment of the governance scores in the light of the above-mentioned political economy analyses. The report is structured as follows: Firstly, after briefly describing the governance indictors used by the World Bank, we summarize the eleven countries' scores on the various governance indicators. Secondly, we assess the evolution of governance in the eleven countries, by comparing the scores in the 2019 report with those from 2011. Thirdly, we summarize the findings of the political economy analyses of the eleven countries and discuss how they fit with the governance scores. Finally, we present the eleven countries' expenditure on social policies, as reported in the ILOs World Social Protection Report, and the human rights situation for the partner countries, and then describe how these findings relate to the governance scores. ; publishedVersion

This policy brief discusses how Zimbabwe has dealt with the corona pandemic. It first describes the development of the pandemic and the government's response to it. Next, I discuss how the response to the crisis is shaped by the nature of the state and the political regime, with a focus on the state's capacity and legitimacy. This article analyses state formation in Botswana and Rhodesia/Zimbabwe in the light of general theories of state formation. It seeks to explain why Botswana became a strong state, while state power in Rhodesia/Zimbabwe has eroded. Three main arguments are made. First, Zimbabwe's experience shows that security threats and compulsion to collect revenue are not sufficient conditions for establishing a strong state. Second, the Botswana case indicates that the formation of a strong state may be possible even in the absence of such compulsions. Third, both cases reveal that patterns of state formation ultimately depend on the interests of ruling regimes, and on their ability to promote those interests. The creation of a strong state requires that regimes must have an interest in a strong state as well as the power to carry out a project of state building. This depends on the relationship between regimes and their constituencies. The article concludes by pointing out the need for expanding the framework described by security-based and fiscal theories, to include considerations about how state formation is related to the underlying social forces on which state power is based.

AbstractThis article analyses state formation in Rhodesia/Zimbabwe. The main question posed is this: Why has state power eroded so dramatically? To answer this question, the development of the state is analysed in the light of general theories of state formation. In spite of a situation which according to prevailing theories was conducive for the formation of a strong state, Zimbabwe entered a downward spiral, where state power gradually eroded. To explain this, it is necessary to move beyond these theories, and analyse the changing nature of the ruling regime's constituencies. While security threats and sources of revenue are important, their impact on processes of state formation is mediated by the inter‐relationship between ruling regimes and their constituencies, which is shaped by society's class structure.

AbstractThis article provides a critique of the discourse of 'failed states', and outlines an alternative approach. It is argued that by taking the model of the modern state for granted, and by analysing all states in terms of their degree of correspondence with or deviation from this ideal, this discourse does not help us understand the nature of the states in question, or the processes that lead to strong or weak states. Instead, the idea of the state should be treated as a category of practice and not as a category of analysis. Post-colonial state formation could then be analysed by focusing on the inter-relationship between the idea of the state and actual state practices, and on the ways that states have become linked to domestic society on the one hand and their relations with the external world on the other.
