The work examines the "institutional design" and the functions of the legal instruments for the protection of human rights in Georgia by describing the culturally and politically categorized factors of legal and constitutional development.In this context, the following topics are relevant: the competence spectrum of the Georgian constitutional court (Justiciability of Human Rights) and the Georgian ombudsman institution (non-judicial procedure); Effectiveness of the latter in the exercise of their competences.The research is fundamentally based on the comparative (according to the classical conceptualism - de lege lata and de lege ferenda) and systematic-logical research methods. In order not to disregard the "constitutional aspects of cultural identity", the legal-historical research method also takes a special place in the identification of the legal-cultural context.
