After 9/11 the UN Council decided that all persons that were involved into terrorist attacks should be brought to just ice but the US war against the Taliban in Afghanistan lacks UN legitimation. The war in Iraq, torture and Guantanamo created even more terrorists and the most obvious consequences of this development were the attacks in London and Madrid. In 2004 Germany released counterterrorism laws including the extension of the authority of secret services and the enforcement of new laws for the safeguarding of aircraft. Originally all these laws were limited to five years but so far they have not been withdrawn The article evaluates the sense and nonsense of these laws and outlines useful political options to fight terrorism.
