The opportunity for this analysis was provided by the experience of an ERASMUS intensive programme, which gathered students and teachers from diverse subject areas: social work, educational sciences, and social policies. The programme was aimed at discussing social policy and legal and social Services in the European countries involved: Belgium, the Netherlands, Lithuania and Portugal. Therefore, this paper builds on the processes of learning, having been developed with an international group of twenty higher education students, aims to bring into evidence the role of learning—teaching methodologies, not only to implement meaningful conceptual learning but also to provide students and teachers with significant learning experiences, where values of multiculturalism, solidarity and recognition are at stake. ; Parengti šį straipsnį paskatino patirtis, įgyta dalyvaujant Erasmus intensyvioje programoje. Ten susirinko studentai ir dėstytojai, atstovaujantys įvairioms mokslo sritims: socialiniam darbui, edukologijai ir socialinei politikai. Programos tikslas buvo išanalizuoti socialinę politiką, teisines ir socialines paslaugas skirtingose Europos šalyse: Belgijoje, Olandijoje, Lietuvoje ir Portugalijoje. Taigi šio straipsnio, kuris remiasi tarptautinės dvidešimties studentų grupės mokymosi patirtimi, tikslas – atskleisti mokymosi ir mokymo metodų vaidmenį, įgyvendinant konceptualų mokymąsi, pabrėžiantį daugiakultūres, solidarumo ir pripažinimo vertybes. Straipsnis pradedamas teoriškai apibūdinant mokymosi patirtį. Toliau dėmesys sutelkiamas į papildomus aspektus, kurie buvo sujungti siekiant konstruoti mokymąsi. Kaip ir bet kuris kitas socialinis įvykis, kuriame dalyvauja žmonės, mokymasis reikalauja gero pasirengimo. Štai kodėl mes sutelkiame dėmesį į planavimo bei parengiamuosius darbus, kuriais užsiima dėstytojai ir studentai. Mes užsibrėžėme aptarti studijų dalyko įgyvendinimą, pabrėžiant jo aktyvų1 (angl. hands-on-learning) mokymosi pobūdį bei mokymosi strategijų įvairovės užtikrinimą. Tai yra akivaizdus pavyzdys begalinių galimybių, kurios gali atsiverti mokymuisi pasitelkiant naujoviškas strategijas. Mes teigiame, kad strategijos bus kokybiškesnės, jei jos bus kuriamos pasitelkiant mokytojų patirtį (angl. brainstorming) mokymo ir mokymosi aplinkoje, kurioje žmonės laisvai gali išreikšti savo mintis ir žino, kad jų balsas bus išgirstas ir į jį bus atsižvelgta. Šis glaudaus bendraamžių bendradarbiavimas taip pat padės besimokantiems kurti ir siekti gilesnių žinių bei refleksyvumo, tai taip pat gali būti paskata studentams bendradarbiauti tarpusavy. Tuo metu, kai Europa yra susirūpinusi dėl studijų kokybės, mokymosi patirtis, pristatyta šiame straipsnyje, yra skirta parodyti, kad geresnis lavinimas įmanomas. Tai gali būti padaryta.

Este artigo parte da sociologia da educação para documentar e teorizar dimensões sociais, culturais e políticas da educação de jovens adultos da elite econômica em uma escola privada, que foi criada em reação à educação em massa e como forma de garantir às elites a distinção anteriormente fornecida pelo acesso em exclusivo à educação pública. O artigo traz à colação contextos e consequências associadas à ascensão da privatização, com base em uma incursão etnográfica durante mais de dez anos em uma escola privada no Norte de Portugal, complementada por grupos focais com jovens adultos no ensino secundário. Destacam-se as formas como esse grupo de elite econômica constrói os seus laços sociais e significados no interior da escola. Admite-se que a educação privada molda e reforça o status das elites econômicas. Entretanto, tensões entre desigualdade e privilégio podem surgir no decurso desse processo. Argumentamos que se há uma ação individual na interpretação e construção da realidade social, essa escola tem um impacto especial nos estudantes, como membros da elite global. Por meio desse contexto educacional, que muitas vezes reforça as expectativas de status e de mobilidade ascendente das famílias, através da educação, esses alunos são seduzidos pelo (poder do) consumo e a maioria deles quer participar do mercado de trabalho e na concorrência nacional e internacional. ; This paper departs from sociology of education to document and theorize the social, cultural and political dimensions of the education of young adults from the economic elite in a private school that was created, in reaction to mass schooling and as a way to ensure elites the distinction formerly provided by public education. The paper brings to the fore the contexts and consequences associated with the rise of privatization. On the basis of an ethnographic incursion for more than ten years in that private school in Northern Portugal complemented by focus group discussion with young adults in upper secondary education, the paper highlights the ways in which this group of the economic elites builds their social ties and constructs meanings within the school. Private schooling shapes and reinforces the status of the economic elites. However, tensions between inequality and privilege may arise within this process. We argue that if there is an individual action in the interpretation and construction of social reality, this school, has particular impact on the students as members of the global elite. By means of this educational context, which many times reinforces the expectations of status and upper mobility of the families, through education, these students are seduced by (the power of) consumption and most of them are willing to take part in the national and international labor markets and competition.

This article discusses the concept of equality of condition as a possibility of citizenship for women in diverse fields of social life: house work, labour market and social benefits, in particular. Women talks were gathered through Focus Group Discussion with a group of higher education students, in an Erasmus Intensive Programme, which involved Belgium, Lithuania, the Netherlands and Portugal. These countries are seen in their roles as European member states with diverse positions in the European Union. We start by describing shortly the European and national legal settings for women's citizenship, and we theorize the ways Europe relates to their citizens. Going beyond presence, we analyse women's possibilities to get in and to succeed in the labour market, as well as we examine the allocations attributed to women in the domestic sphere of care and house work, as well as the attribution of social benefits by the states. Hence, we also explore the positive or negative impact on equality of condition of the diverse dimensions that intertwine in their lives.

Particularly in the last thirty to thirty-five years, concerns with gender equality in citizenship have given room to a great diversity of policies aimed at overcoming inequalities in the organization of labour, in the family and intimacy, in politics, and so forth. These policies have emerged worldwide and in the European Union, having been (re)contextualized in the national spaces. Building on talks with women from Belgium, Lithuania, the Netherlands and Portugal, this article gathers their views on the social policies in their countries within this European context. This article tries to analyse the ways social policies in these countries, have (or have not) taken into account the issue of gender equality as a right and a priority. First we will focus on the emergence of the gender concern and the consequent production of legislation in Europe. Then we move on to analyze effective constraints to the insertion of women into the labour market and the inherent social benefits, according to the countries' locations. Pirmiausia straipsnyje rašoma apie lyčių problemos atsiradimą ir teisinės bazės Europoje kūrimą. Po to analizuojamos efektyvios moterų įtraukimo į darbo rinką priemonės ir socialinė pagalba, priklausomai nuo šalies. Este artigo parte de uma pesquisa sobre cidadanias jovens. Foca alunos do último ano do ensino secundário de uma escola de desempenho médio nos rankings das escolas, em Portugal. A preocupação fundamental são os limites ao exercício de cidadania pelas pessoas jovens, as quais não são suficientemente ouvidas acerca de questões amplas e mais restritas que podem afetar as suas vidas. Com base na discussão teórica da cidadania e da voz, argumentamos que as pessoas jovens têm contributos importantes para dizer e têm direito a ser ouvidas como forma de reconhecimento da sua cidadania. Afirmamos a necessidade de (re)concetualizar a cidadania educacional através da reconfiguração e fragmentação do sujeito em torno das diversas vozes presentes na escola. Para ilustrar o potencial reflexivo de jovens, raparigas e rapazes, apresentamos algumas das suas perspetivas acerca da educação e dos rankings das escolas, bem como algumas das suas reclamações de cidadania através da mudança educacional.

Este artigo apresenta uma visão abrangente da avaliação dos resultados da aprendizagem competencial recentemente iniciadaem Espanha, num enquadramento europeu. Foca os processos de acreditação da experiência laboral e de vias não formais de formação.Exploram-se potenciais respostas a perguntas como: Onde se dirige esta abordagem baseada em resultados de aprendizagem? E será quetem em conta a formação em cidadania entre a população adulta? A metodologia de trabalho analisa o estado da arte dos processos dereconhecimento e validação das qualificações profissionais, no campo da investigação por meio de fontes secundárias e entrevistas comespecialistas. Entre os resultados destaca-se que o currículo normativo, texto da avaliação e acompanhamento, reduz o discurso pedagógicoa saberes, habilidades, competências e capacidades vistas como exigidas pelo mercado de trabalho, ignorando o projeto político implícitono mundo do trabalho. A existência de um texto para a validação de competências é fundamentada na liderança da Europa, apoiada nalegislação espanhola e desenvolvida pelo Instituto Nacional de Qualificações Profissionais. No entanto, não há contexto, mantém-se umaampla área de marginalização no acesso ao procedimento. Em conclusão, a acreditação deve estar ciente do seu lado mais sombrio - aregulação - e abrir o processo a uma construção social cujo ponto de partida seria a concertação e o acordo. Outra chave estará em recuperaras relações pedagógicas que têm sido excluídas nesses processos em favor de uma avaliação que garanta resultados, a qual transfere para apopulação adulta a responsabilidade da sua obtenção.

Beyond the statistical construction, early school leaving (ESL) is a political concept that requires reflection and questioning. This article is based on a research project on early school leaving in 9 countries of the European Union to center the Portuguese problem, where the issue of early school leaving and its social economic and political context assumes particularly serious dimensions. The article defines and explains the features of three sub-periods, between 2000 and 2015, linked to different modes of education governance. Focusing in particular on the current period, running from 2011, this work captures different perspectives on the problem and analyzes the policies and conditions that surround it. The goal is to contribute with the lenses of sociology of education to understand the construction of early school leaving as a political concept and tothe analysis of political practices to confront it, while taking into account the impacts of educational changes in educational equity and the democratic pedagogic rights. We argue that the current trend to segregate some groups within the education system and the prevalence of the logics of competitiveness to the detriment of the search for social inclusion, which threaten theachievement of pedagogic rights particularly for those groups with greater social vulnerability, gives evidence to the need for powerful educational measures that take into account and assign value to the views and interests of diverse actors at different levels of the fabrication of the European education space.

Además de formar parte de las estadísticas, el abandono escolar temprano (ESL según sus siglas en inglés) es un concepto político que requiere reflexión y discusión. Este artículo se basa en un proyecto de investigación sobre el abandono escolar temprano en 9 países de la Unión Europea para centrar el problema portugués, donde el tema de la deserción escolar y su contexto social, económico y político toma dimensiones particularmente graves. Haciendo un análisis diacrónico entre 2000 y 2014, este artículo define y explica las características de tres subperiodos, vinculados a los diferentes modos de gobierno de la educación. Centrándose en particular en el periodo actual, empezando en 2011, este trabajo recoge diferentes perspectivas sobre el problema y analiza las políticas y condiciones que lo rodean. El objetivo es contribuir con una mirada de la sociología de la educación a la comprensión de la construcción del abandono escolar temprano como concepto político y el análisis de las prácticas políticas para confrontarlo, teniendo en cuenta los impactos de los cambios educativos en la equidad educativa y los derechos pedagógicos. Sostenemos que dada la actual tendencia a la segregación de algunos grupos dentro del sistema educativo y la prevalencia de la lógica competitiva en detrimento de la búsqueda de la inclusión social, que amenazan el logro de los derechos pedagógicos en particular para los grupos con mayor vulnerabilidad social, se acentúa la necesidad de medidas educativas de gran alcance que tengan en cuenta y den valor a los puntos de vista e intereses de los intervinientes en los diferentes niveles de fabricación del espacio educativo europeo. ; Para além de uma construção estatística, o abandono escolar precoce (ESL) é um conceito político que exige reflexão e questionamento. This article explores the participation of young citizens in educational contexts when almost twenty years have passed since the European Union recognized them as a social group different from children. Young people are now considered to have specificities and rights as European citizens, with a crucial role in the building of Europe. This article argues in favor of the exertion of educational citizenship by young people. Within this framework, young men and women were enquired on the reasons for their participation in an educational intervention measure, in a school, and a compensation measure in a training center, with a view to addressing early school leaving. Biographical interviews were conducted in two distinct longitudinal phases. The measures were designed along the educational lines defined by Europe. The research was carried out within the framework of the international RESL.eu project, in four very different institutions. The school which took part in the research included teaching from kindergarten through to Grade 12, in an area of priority educational intervention covered by the national TEIP program. The training center had to do with the field of wood and furniture. Both institutions are located in the North of Portugal, in an urban and an industrial area, respectively. ; Este artículo se centra en la participación de jóvenes, como dimensión crucial de su ciudadanía, en el contexto educativo, después de casi veinte años del reconocimiento de la juventud como grupo social distinto de los niños, en la Unión Europea. Las y los jóvenes son ahora reconocidos por sus especificidades y derechos como ciudadanas y ciudadanos europeos, con un papel crucial en la construcción de Europa. Argumentamos a favor del ejercicio de la ciudadanía educativa por las y los jóvenes. Con estos supuestos, ellas e ellos son consultados sobre las razones de su participación en una medida educativa de intervención, en la escuela, y una medida de compensación en un centro de formación/ entrenamiento, en la lucha contra el abandono escolar prematuro. Estas medidas se produjeron en conjunción con las preocupaciones europeas sobre la educación. La investigación se llevó a cabo en el marco del proyecto internacional RESL.eu, en cuatro instituciones muy distintas. La escuela de educación regular científica humanista pertenece a un grupo escolar, desde el jardín de infancia hasta el 12º grado, en un área de intervención prioritaria educativa cubierta por el programa nacional TEIP; y el centro de formación/ entrenamiento es en el campo de la madera y los muebles. Ambas las instituciones están ubicadas en el Norte de Portugal, la primera en una zona urbana y la segunda en una zona industrial.

This project report describes policy, practice and theory related to a cross-sectoral international project funded by the European Union's Erasmus+ programme. STALWARTS– Sustaining Teachers and Learners with the Arts: Relational Health in European Schools–aimed to promote relational health in schools through engagement with the arts. The project was developed in five European countries: Estonia, Italy, Norway, Portugal, and the UK. The local partnerships between five universities and community-based schools are diverse in terms of their locations in the European region and the populations they serve, in terms of age, social status and learning conditions. In this article we focus on the link between ELET policies in each country and local context. We ask: How can identified ELET policy initiatives in the five partner countries relate to the achievements of the STALWARTS partner schools when working with the expressive arts? Some related theoretical background underpinning the practical aspects of the project brings this report to a conclusion.
