This paper analyses the connection between two intrastate processes: state failure, leading in extreme case to state collapse, and de facto fragmentation of state's political space. These processes represent two sides of the same phenomenon. The concepts of weak, failed and collapsed state standing for different stages of state weakening with different extent of quasistateness are also analyzed.
The article is devoted to the study of social representations about Abkhazian and South Ossetian sections of the border of the Russian Federation through the analysis of relevant discourse that is formed by Nezavisimaya Gazeta. The study was based on a database of publications collected during the continuous content analysis of edition in three periods: 1994–1995, 2000–2003 and 2008–2012. The unclear legal status of the disputed segments of the border determines the multiplicity of approaches to their perception. Four basic images of border corresponding to four scale levels of discourse are identified: the border of Russia and Abkhazia/South Ossetia, the border of Russia and Georgia, the border of Russia and the West, the border of North and South Caucasus. Different levels of discourse can reflect different points of view on the conflict (Russian, Georgian, Abkhazian/South Ossetian), differ by the nature of spatial perception of border (line or stripe), etc. Each segment of the discourse has its own set of nodal motifs. Some of the motifs act as "vertical" (cross-cutting) in a modified form participating in the formation of discourse at each level (integration of Russia and South Ossetia – annexation of South Ossetia by Russia – struggle between Russia and the West for influence in the South Caucasus – preservation of the unity of the Caucasian region). This ensures the interconnection of images, the unity and structuring entire studied discourse. ; Статья посвящена изучению общественных представлений об "абхазском" и "югоосетинском" участках границы Российской Федерации посредством анализа соответствующего дискурса, формируемого "Независимой газетой". В основу исследования легла база данных публикаций, собранная в ходе сплошного контент-анализа издания за три периода: 1994–1995, 2000–2003 и 2008–2012 гг. Нечеткость юридического статуса спорных отрезков границы обусловливает множественность подходов к их восприятию. Выделено четыре базовых образа границы, соответствующие четырем масштабным уровням дискурса: граница России и Абхазии/Южной Осетии, граница России и Грузии, граница России и Запада, граница Северного и Южного Кавказа. Разные уровни дискурса могут отражать разные точки зрения на конфликт (российская, грузинская, абхазская/югоосетинская), отличаться по характеру пространственного восприятия границы (линия или полоса) и т.п. В каждом сегменте дискурса доминирует свой набор узловых мотивов. Некоторые мотивы выступают как "вертикальные" (сквозные), в видоизмененной форме участвуя в образовании дискурса на каждом уровне (интеграция России и Южной Осетии – аннексия Южной Осетии Россией – борьба России с Западом за влияние на Южном Кавказе – обеспечение единства кавказского региона). Этим обеспечивается взаимосвязанность образов, единство и структурированность всего исследуемого дискурса.
This article concerns with the specific character of cross-border links between the cities of Bendery and Dubossary separated by pseudo-state border. Despite the general statement of local authorities of Moldova and Transnistria that cross-border cooperation is almost absent now, in reality it is wide spread at the local level – to a greater extent between citizens and to a less extent between local authorities in the sphere of housing, transportation, social security, education, health, trade, and etc. Politically and ideologically partitioned cities of Bendery and Dubossary paradoxically remain complex in the context of everyday life. Emerging integral "cross-border landscapes" seem to be a good proving ground for testing possible methods for resolution of political conflict, which has inspired the appearance of the pseudo-state border. Removing the contradictions that exist today between Moldova and Transnistria at the zones of their direct contacts, in particular inside the divided cities, may mark a good start for further gradual "step-by-step" negotiation of the conflict. ; В статье рассмотрена специфика трансграничных связей, существующих в разделенных псевдогосударственной границей городах Бендеры и Дубоссары. Несмотря на повсеместное утверждение официальных лиц Молдовы и Приднестровья о том, что такого рода взаимодействие сейчас практически отсутствует, в реальности оно широко распространено на низовом уровне – в большей степени между отдельными гражданами, в меньшей степени между представителями местных властей в сферах ЖКХ, транспорта, социального обеспечения, образования, здравоохранения, торговли и т.п. Будучи разделенными политически и идеологически, города Бендеры и Дубоссары парадоксальным образом остаются целостными комплексами с точки зрения повседневной жизни горожан. Формирующиеся таким образом единые "трансграничные ландшафты" представляются перспективными полигонами для разработки и отладки возможных путей и методов разрешения политического конфликта, инспирировавшего появление псевдогосударственного рубежа. Снятие существующих противоречий между Молдовой и Приднестровьем в зонах непосредственного соприкосновения сторон, в том числе внутри разделенных городов, может положить начало поэтапному урегулированию конфликта.
