International audience ; Human Choice and Computing is a longstanding series of conferences organised by the International Federation for Information Processing (IFIP)'s Technical Committee 9. This conference is the federation's ninth. One of its tracks concentrates on ethics and information and communication technologies (ICT) governance. A background explains why investigations of ethics and ICT governance are coming to the fore, and it shows how this has been tackled by IFIP's special interest group (SIG) 9.2.2 on a Framework for Ethics of Computing. On offer is an explanation of the purposes of the track - how to govern ICT ethically, a synthesis of its seven papers, and an overview of the results that the track is anticipated to achieve. It is hoped that, in an ever more global society, such a track and associated panel will enable a much more dynamic dialogue and exchange to take place among a wider diversity of cultures and countries, whether this is among academics, business executives, or policy-makers.

The extensive disruption to and digital transformation of travel administration across borders largely due to COVID-19 mean that digital vaccine passports are being developed to resume international travel and kick-start the global economy. Currently, a wide range of actors are using a variety of different approaches and technologies to develop such a system. This paper considers the techno-ethical issues raised by the digital nature of vaccine passports and the application of leading-edge technologies such as blockchain in developing and deploying them. We briefly analyse four of the most advanced systems – IBM's Digital Health Passport "Common Pass," the International Air Transport Association's Travel Pass, the Linux Foundation Public Health's COVID-19 Credentials Initiative and the Vaccination Credential Initiative (Microsoft and Oracle) – and then consider the approach being taken for the EU Digital COVID Certificate. Each of these raises a range of issues, particularly relating to the General Data Protection Regulation (GDPR) and the need for standards and due diligence in the application of innovative technologies (eg blockchain) that will directly challenge policymakers when attempting to regulate within the network of networks.
Der Bericht schildert am Beispiel von zwei Fallstudien Wege, Methoden und Resultate kooperativer Innovationsprozesse (Co-Creation) mit Zielgruppen, für die spezifische Beteiligungsformen in praktischer und inhaltlicher Perspektive notwendig sind. Dabei handelt es sich zum einen um einkommensschwache Familien, zum anderen um blinde und nur eingeschränkt sehfähige Menschen. Der Bericht verdeutlicht die Potentiale für Innovationen durch inklusive Co-Creation, die neue Marktchancen für Unternehmen durch bedürfnisgerecht gestaltete Produkte und Lösungen eröffnet.
This document, aimed at EU policy makers, comprises the third of three documents of a Framework for implementing Responsible Research and Innovation (RRI) in Information and Communication Technologies (ICT) for an ageing society. It presents the benefits of implementing RRI in industry in the area of ICT for an ageing society and recommendations for implementation. The document is based on extensive consultation with international representatives from research, industry and civil society. It consists of a set of recommendations and procedures for the facilitation of RRI in industry.
