Die Ankündigung von Präsident Babangida im August 1991, zusätzlich zu den bereits bestehenden 21 Staaten neun weitere innerhalb des Landes im Zuge des Übergangs zur Zivilregierung im Jahr 1992 schaffen zu wollen, unterstreicht die Rolle, die Tribalismus sowie ethnische, religiöse und regionale Unterschiede in Nigeria nach wie vor spielen. Der Aufsatz beschreibt (mit entsprechendem Kartenmaterial), wie aus den 4 Staaten im Zeitraum 1963-67 in der folgenden Phase (1967-76) im Gefolge des Bürgerkriegs schon 12 Staaten entstanden waren, aus denen die Militärregierung unter General Murtala Mohammed in seiner Amtszeit durch Reorganisation 19 machte (1976-1987), um ethnische Minoritären zu beruhigen. 1991 waren es schon 21 Staaten geworden und für 1992 schließlich ist eine weitere regionale Aufsplitterung der internen Verwaltungsstruktur in insgesamt 30 Staaten vorgesehen.
