Applying institutional theory to look at the Program 74 (a universal service policy) in Vietnam, this paper concludes that the Vietnamese universal service policy was strongly affected by formal institutional factors (the international agreements and the directives of the Communist Party of Vietnam - CPV), in which the international agreements played a leading role and the CPV's directives played a guarantee role. The formulation and implementation of the universal service policy in Vietnam were mainly concentrated on action at levels 2 and 3 (formal and informal institutional arrangement, and formal institutional environment). The paper recommends that nations favouring a top-down approach not based on a market-oriented regime should deregulate and emphasize the role of provincial governments as well as encourage private sectors/social organizations and rural users to be more involved in the formulation and implementation of universal service policies. Moreover, the government should set up and force the contractual relations between governmental entities and telecom providers.

The aim of this paper is to investigate the role of institutional legitimacy in the development and delivery of digital public cross-border services in the EU. The digital public cross-border services between Denmark/Sweden and Denmark/Germany are the test cases that are investigated. Empirical data was gathered from two organizations namely, Region Sønderjylland – Schleswig and the Øresunddirekt Sweden. Both organizations are informational and advisory services that promote public digital cross border services at the Danish/German and Danish/Swedish border. The findings point to institutional legitimacy promoting the development and delivery of national digital public infrastructure and service delivery. The findings also points to institutional legitimacy acting as a barrier to the development and delivery of digital public infrastructure and services across border.

The aim of this paper is to study the current status cross-border eGovernment business services within the Baltic Sea Region, and to identify the most important barriers towards towards further development in this area. Empirical data for the study are collected through 60 interviews with international companies with operations within. The research is made as a part of the EU funded Interreg project DIGINNO. The findings point to language and identification/authentication as major obstacles in development of cross-border G2B services, however when these obstacles are overcome the service design issue and adaptation of local e-government services to the needs of users from in countries will become a major challenges.

This paper examines the role of stakeholders on implementing the universal services policy in Vietnam (interval 2005-2010) in order to clarify their impact and their position on performing the policy. The stakeholder theory is employed to identify and categorize the stakeholders. The authors are to look at the role of the stakeholders such as the national government, international organizations, policy intermediaries, companies, and customers/citizens via applying the qualitative method to gather data and analyse the secondary document. The qualitative approach of interviews on some officers who participated in building up and operating the policy was also conducted. The results demonstrate that stakeholders have a huge impact on the success of the universal service policy.

Due to rapid technological changes, governments in developing countries have paid special attention to sustainability. However, understanding insights into the sustainability of telecentres remains an open question. This paper aims to fill this gap. We conducted a case study in Vietnam by using both qualitative and quantitative data. We used the Kumar and Best's (2006) model as our theoretical lens to analyse the sustainability of telecentres in Vietnam. The paper finds that telecentres have shifted their concept to provide a wide range of services, both online and offline. The paper indicates that technological, political, and social sustainability are important for the sustainability of telecentres. The paper recommends that we should take the role of state-owned enterprises and the digital transformation into consideration to sustain telecentres. Furthermore, the paper indicates the mutual relation between political and technical sustainability with social sustainability that has not been yet unveiled in the prior literature. ; ©2022 Elsevier.
