Ever since Sjaastad (1962), researchers have struggled to quantify the psychic cost of migration. We monetize psychic cost as the wage premium for moving to a culturally different location. We combine administrative social security panel data with a proxy for cultural difference based on historical dialect dissimilarity between German counties. Conditional on geographic distance and pre-migration wage profiles, we find that migrants demand a (indexed with respect to local rents) wage premium of about 1 (1.5) percent for overcoming one standard deviation in cultural dissimilarity. The effect is driven by males, more pronounced for geographically short moves, and persistent over time.

In der heutigen Wissens- und Informationsgesellschaft sind Innovationen elementar für die wirtschaftliche Entwicklung. Jedoch kann die privatwirtschaftliche Innovationstätigkeit aufgrund des Vorliegens von Marktunvollkommenheiten aus gesamtgesellschaftlicher Sicht zu gering ausfallen. Dies stellt eine mögliche Rechtfertigung für staatliche Innovationsförderung dar. Dabei hat in den vergangenen Jahren gerade die Diskussion über nachfrageorientierte Innovationspolitik (Regulierung, Förderung der privaten Nachfrage nach innovativen Gütern und Dienstleistungen und öffentliche Beschaffung von Innovationen) an Dynamik gewonnen. - Die Studie "Nachfrageorientierte Innovationspolitik: Bestandsaufnahme und ökonomische Bewertung" beginnt mit einem Literaturüberblick zu nachfrageorientierter Innovationspolitik und hinterfragt dabei kritisch die angeführten Gründe für staatliche Eingriffe. Der inhaltliche Fokus liegt dabei auf öffentlicher Beschaffung. Dieser Literaturüberblick wird um eine Bestandsaufnahme existierender Datensätze und erste deskriptive Datenauswertungen ergänzt, die Aufschluss über das tatsächliche quantitative Ausmaß innovationsorientierter Beschaffung in Deutschland liefern und Ländervergleiche (insbesondere mit den USA, China und Frankreich) erlauben. Darüber hinaus werden aktuelle Politikinitiativen zur Förderung innovativer Beschaffung in der Europäischen Union und in Deutschland dargestellt und kritisch diskutiert.

If one cluster increases local competitiveness, can politicians, by interlinking clusters, achieve an even better effect at the state level? To answer this question, the paper analyzes the Cluster Initiativeʺ introduced in 1999 by the Bavarian State Government. The purpose of the initiative was to create a Bavarian-wide innovation network in support of state-wide knowledge flows. Using a difference-in-differences approach, we find that introducing the Bavarian-wide cluster policy increased the likelihood of innovation by a firm in the targeted industry by 4 to 7 percentage points. However, this effect is mainly driven by large firms' increased likelihood to innovate.

This paper analyzes the effects of new business formation on industry growth. Dynamic panel techniques are used to test two hypotheses. First, does hit-andrun competition secure efficiency in an industry? Second, do innovative startups lead to amplified innovations by diminishing the knowledge filter? Die Coronakrise hat die Bedeutung der Digitalisierung deutlich gemacht und ihr einen erheblichen Schub verliehen. Aber insbesondere in Schulen, dem Gesundheitswesen und der öffentlichen Verwaltung besteht noch Nachholbedarf, dort sollte die Politik die Digitalisierung vorantreiben. Neben dem Ausbau der Infrastruktur sollten Rahmenbedingungen geschaffen werden, die die Entwicklung von neuen digitalen Geschäftsmodellen fördern.

Die Forderung nach der Schaffung europäischer Champions, die Förderung einzelner Technologien oder die Einführung einer europäischen Digitalsteuer sind falsche Antworten auf die Herausforderungen des sich verändernden Wettbewerbs. Die EU sollte sich vielmehr für Maßnahmen zur Marktöffnung und Reziprozität einsetzen und internationale Wertschöpfungsketten durch Handelsabkommen sichern.

The idea of an industrial policy that promotes large businesses—heavyweights—as the best way to compete in a globalized world has become, again, en vogue among European politicians. The only apparent controversy about the idea revolves around whether it is better to promote national champions or, instead, European champions. Empirical evidence on the issue is rare and contradictory. A uniquely rich industry-level dataset for Germany is used in this paper to test whether large business size in an industry fosters growth in terms of total factor productivity (TFP). The results suggest that the overall effects of firm size on TFP growth are negative.

Two very topical research questions are addressed in this book: Which are the determinants of new business formation and their survival, and will business start-ups, especially in the service sector, create employment and thereby generate growth? The analysis is based on a unique dataset consisting of the population of all businesses with at least one employee under social security in Germany in all private industries (manufacturing and services).
