The reuse of treated municipal wastewater (herein referred to as reclaimed water) in agricultural irrigation (RWAI) as a means to alleviate water scarcity is gaining increasing policy attention, particularly in areas where water demand mitigation measures have proved insufficient. However, reclaimed water reuse in practice is lagging behind policy ambition, with <2.5% of it reused in a European context. A key barrier identified as limiting its full valorisation is concern over its impact on human and environmental health. To address this concern, and to meet further objectives including achieving parity between current reclaimed water reuse guidelines operational in various Member States, the European Commission has proposed a regulation which identifies minimum quality requirements (MQR) for a range of microbiological and physico-chemical parameters but the inclusion of compounds of emerging concern (CECs) in terms of the determination of quality standards (QS) is missing. This paper reviews the existing pertinent EU legislation in terms of identifying the need for CEC QS for RWAI, considering the scope and remit of on-going pan-European chemicals prioritisation schemes. It also evaluates opportunities to link in with the existing EQS derivation methodology under the EU WFD to address all protection targets in the environmental compartments exposed via potential pathways of RWAI. Finally, it identifies the main data gaps and research needs for terrestrial ecosystems, the removal efficiency of CECs by WWTPs and transformation products generated during the wastewater reuse cycle.
This volume discusses the current challenges related to the reuse of wastewater. It reviews the analytical methodologies for evaluating emerging contaminants and their transformation products, the sensitivity of various bioassays for assessing the biological effects of treated wastewater, and the bioavailability and uptake of organic contaminants during crop irrigation. It describes in detail the physicochemical and microbiological alterations in soil resulting from irrigation with treated urban wastewater, and discusses our current understanding of antibiotic resistance in wastewater treatment plants and in downstream environments. The book also includes an analysis of the effect of wastewater entering drinking water sources and production, and provides updated information on wastewater reuse for irrigation in North Africa. It presents an important integration tool for water recovery, known as water pinch analysis, and finally showcases two other examples of reuse - one in the paper industry and one in landfill management. It is of interest to experts from various fields of research, including analytical and environmental chemistry, toxicology and environmental and sanitary engineering

A comprehensive monitoring of a broad set of antibiotics in the final effluent of wastewater treatment plants (WWTPs) of 7 European countries (Portugal, Spain, Ireland, Cyprus, Germany, Finland, and Norway) was carried out in two consecutive years (2015 and 2016). This is the first study of this kind performed at an international level. Within the 53 antibiotics monitored 17 were detected at least once in the final effluent of the WWTPs, i.e.: ciprofloxacin, ofloxacin, enrofloxacin, orbifloxacin, azithromycin, clarithromycin, sulfapyridine, sulfamethoxazole, trimethoprim, nalidixic acid, pipemidic acid, oxolinic acid, cefalexin, clindamycin, metronidazole, ampicillin, and tetracycline. The countries exhibiting the highest effluent average concentrations of antibiotics were Ireland and the southern countries Portugal and Spain, whereas the northern countries (Norway, Finland and Germany) and Cyprus exhibited lower total concentration. The antibiotic occurrence data in the final effluents were used for the assessment of their impact on the aquatic environment. Both, environmental predicted no effect concentration (PNEC-ENVs) and the PNECs based on minimal inhibitory concentrations (PNEC-MICs) were considered for the evaluation of the impact on microbial communities in aquatic systems and on the evolution of antibiotic resistance, respectively. Based on this analysis, three compounds, ciprofloxacin, azithromycin and cefalexin are proposed as markers of antibiotic pollution, as they could occasionally pose a risk to the environment. The chemical pollution crisis severely threatens human and environmental health globally. To tackle this challenge the establishment of an overarching international science-policy body has recently been suggested. We strongly support this initiative based on the awareness that humanity has already likely left the safe operating space within planetary boundaries for novel entities including chemical pollution. Immediate action is essential and needs to be informed by sound scientific knowledge and data compiled and critically evaluated by an overarching science-policy interface body. Major challenges for such a body are (i) to foster global knowledge production on exposure, impacts and governance going beyond data-rich regions (e.g., Europe and North America), (ii) to cover the entirety of hazardous chemicals, mixtures and wastes, (iii) to follow a one-health perspective considering the risks posed by chemicals and waste on ecosystem and human health, and (iv) to strive for solution-oriented assessments based on systems thinking. AbstractThe Partnership for Chemicals Risk Assessment (PARC) is currently under development as a joint research and innovation programme to strengthen the scientific basis for chemical risk assessment in the EU. The plan is to bring chemical risk assessors and managers together with scientists to accelerate method development and the production of necessary data and knowledge, and to facilitate the transition to next-generation evidence-based risk assessment, a non-toxic environment and the European Green Deal. The NORMAN Network is an independent, well-established and competent network of more than 80 organisations in the field of emerging substances and has enormous potential to contribute to the implementation of the PARC partnership. NORMAN stands ready to provide expert advice to PARC, drawing on its long experience in the development, harmonisation and testing of advanced tools in relation to chemicals of emerging concern and in support of a European Early Warning System to unravel the risks of contaminants of emerging concern (CECs) and close the gap between research and innovation and regulatory processes. In this commentary we highlight the tools developed by NORMAN that we consider most relevant to supporting the PARC initiative: (i) joint data space and cutting-edge research tools for risk assessment of contaminants of emerging concern; (ii) collaborative European framework to improve data quality and comparability; (iii) advanced data analysis tools for a European early warning system and (iv) support to national and European chemical risk assessment thanks to harnessing, combining and sharing evidence and expertise on CECs. By combining the extensive knowledge and experience of the NORMAN network with the financial and policy-related strengths of the PARC initiative, a large step towards the goal of a non-toxic environment can be taken.
