Political theorists have long contemplated the concept of cosmopolitanism, yet almost no empirical studies have investigated how individuals can be encouraged to act as ethical cosmopolitans in practice. This article reports the findings of an experiment designed to investigate the effect of empathy on cosmopolitan‐helping behavior. The extent to which empathy may be useful in motivating cosmopolitan behavior has been the subject of substantial debate among political theorists. Empathy was manipulated using a perspective‐taking technique adapted from social psychological research, and the extent to which individuals were willing to engage in cosmopolitan helping was measured. Results showed that perspective taking increased cosmopolitan helping and that empathy mediated that effect. Furthermore, empathy was found to predict cosmopolitan helping even after controlling for several related constructs. Overall, results indicate that increasing empathy by encouraging people to take the perspective of distant individuals is a promising way to foster cosmopolitan helping.

Political theorists and philosophers have recently directed their attention to understanding how individuals may become motivated to act as ethical cosmopolitans. A prominent theory – termed "thick cosmopolitanism" – argues that the realization one's ingroup is responsible for causing harm to people in distant nations will increase cosmopolitan helping behavior. Additionally, thick cosmopolitanism suggests that guilt may explain this effect. This article presents the first experimental tests of these claims, and is the first research to use experiments to investigate cosmopolitan helping. Results demonstrate a substantial, but previously unrecognized, limitation to thick cosmopolitanism. Specifically, reminders of ingroup responsibility for causing harm not only increased individuals' acceptance of responsibility and collective guilt, which indirectly enhanced cosmopolitan helping (Studies 1 and 2), but simultaneously increased dehumanization of the harmed outgroup, which indirectly diminished helping (Study 2). These conflicting processes resulted in no overall increase in cosmopolitan helping, contrary to the predictions of thick cosmopolitanism.
AbstractPublic value theory has become a hot topic in public administration research, but its proponents have long recognised difficulties in empirically testing the theory's central propositions. There has been a lack of clarity about how to measure the extent to which organisations are generating public value, which has rendered researchers unable to quantitatively study the causes, consequences and correlates of public value. The current study systematically reviews the growing literature on public value measurement to identify, evaluate, and synthesise available measures. Through a qualitative synthesis of the themes present in published measures, we identify four key components for measuring public value that appear to be important across a range of policy and national contexts. Our review identifies a promising framework that could be used to structure a comprehensive measure of public value and, in doing so, provides a means to progress theoretical development and testing of the public value approach.
This article examines the current debate in Australia about public sector integrity and the idea of a standing anticorruption commission. From this debate the article outlines a specific type of 'public sector integrity commission' that in principle should have the necessary powers and techniques at its disposal to minimise corruption while ensuring efficiency and fairness. The debate has been most active in jurisdictions that have not had an anticorruption commission – mainly in Victoria, South Australia and Tasmania – but debate about integrity commissions has occurred in all jurisdictions. The authors argue that anticorruption commissions are essential to ensure the integrity of the public sector and that a model commission should: cover all elements of the public sector; independently investigate serious and mid‐level complaints; have own motion powers to investigate any matter; have summary authority to apply administrative sanctions; make use of a range of investigative tools; not be tasked with combating major and organised crime; and be held accountable to citizens through a parliamentary committee and a parliamentary inspector.

AbstractThe Internet represents a powerful tool for racist groups to build a sense of group consciousness and promote their cause. In the current study, we examined the language used by racist (n = 87), anti‐racist (n = 50), and nonactivist (n = 1379) groups when describing their self‐defining beliefs online. We used computerized linguistic analysis software to measure psychological indicators and antecedents of group consciousness and to examine the persuasive techniques used in online group communication. Racist and anti‐racist groups were similar on some linguistic indicators of group consciousness (e.g., use of words reflecting perceived injustice), but differed on others (e.g., use of words reflecting group identification). Linguistic indicators of antecedents of group consciousness (moral foundations and focus on religion) differed across groups, with racist groups focused more on purity, respect for authority, and religion, and less on fairness than anti‐racist groups. Racist groups also used less cognitively complex language than nonactivist groups (but similar levels to anti‐racist groups). Our results contribute to understanding how racist groups promote their self‐defining beliefs online, and identify several key factors that should be considered when designing policies to reduce racist groups' growth and impact.
BACKGROUND: In many countries, policy makers and practitioners turn to prejudice reduction programs and interventions to tackle prejudice in the community. However, successfully addressing prejudice requires an effective intervention that can scale to match the broad span of the problem. The scalability assessment frameworks from health sciences have varying emphasis on four categories—intervention, delivery, costs, and context. For example, the high-level factors in the two Milat et al. scalability assessments are weighted towards details of the intervention (Milae et al. in Health Promot Int 28(3):285–981, 2013; Health Res Policy Syst 2:1–17, 2020). Investigation into scalability, specific to prejudice reduction, is necessary to understand how scalability frameworks apply in a different discipline. METHODS: Using a Delphi approach—a structured method to obtain consensus from experts (Milae et al. Health Promot Int 28(3):285–981, 2013; Linstone and Turoff in The Delphi method—techniques and applications, Addison-Wesley, 1975; de Meyrick in Health Educ 103(1):7–16, 2003)—to bring together 16 prejudice reduction experts from multiple sectors including NGOs, private, government and academia, we developed a scalability assessment framework of criteria that are important for the successful scaling of prejudice interventions. We then applied that framework to exemplars of prejudice reduction interventions published in the academic literature. RESULTS: For prejudice reduction interventions, contextual factors are key considerations for successful scaling. Commonly used prejudice reduction intervention approaches like contact, whether face-to-face or online, can have limited scalability. CONCLUSIONS: To reduce prejudice there needs to be consideration of scalability. This paper presents a first-of-its-kind framework for assessing scalability for prejudice reduction interventions. AbstractIdeological attitudes supporting group‐based dominance (i.e., social dominance orientation, SDO) and in‐group authority (i.e., right‐wing authoritarianism, RWA) are well‐established dual antecedents of prejudice. We extend classic perspectives of prejudice as an attitudinal outcome by testing this dual‐antecedent model with prejudice operationalized as inclusive behavioral intentions in a nationally‐representative Australian community sample (N = 2,632). An exploratory structural equation model simultaneously derived three domains of behavioral intentions in the data: small, interpersonal gestures (e.g., saying hello to people from other groups), volunteering to help the disadvantaged (e.g., mentoring people from disadvantaged groups), and political action (e.g., organizing a demonstration). There was evidence for a dual‐motivational basis of inclusive behavior intentions, with SDO negatively predicting all three categories of behaviors, particularly interpersonal gestures, while RWA showed a small negative relation only with political action. The findings suggest that motivations for group‐based dominance are the primary barrier against behavioral intentions toward social inclusion, which can inform the design of public interventions for reducing prejudice and discrimination.
AbstractA general environmental duty is being implemented in Victoria as part of an overhaul of the jurisdiction's environmental protection regime. This is part of a growing international trend to replace or supplement prescriptive regulatory regimes with more general, principle‐based standards. However, implementing a general environmental duty poses numerous challenges to regulators responsible for its implementation. This study systematically reviews the growing literature on general duties and their implementation to identify these challenges. Through a thematic synthesis of the published literature, we identify nine challenges relevant to the implementation of a general environmental duty. The article concludes by identifying four opportunities for regulators to address these challenges.
