International audience ; This paper aims to explain the influence of different public levels of government in the deployment and development of charging infrastructures for electric vehicles. The standardization of charging technologies had caught the attention of researchers and public policies at the beginning of the decade 2010, but today, the debate focuses on the temporality of the transition to electromobility. Public authorities must anticipate the evolution of the car market, prevent a possible collapse of the European car industry, promote individual mobility, and meet the commitments undertaken in the framework of European agreements. As a result, policies for the development of electromobility depend largely on a mix of initiatives and constraints at all levels, from European directives to municipal policies.Based on a series of interviews with local and national elected officials in four European cities (Amsterdam, Madrid, Paris and Stuttgart), this study will attempt to assess the impact of each public level on the deployment of charging infrastructures, and in particular the influence of municipal initiatives, which in many ways appear to be the most ambitious in this field. It will be shown that electromobility, despite its dependence on European and national sectoral policies, is also a local matter. ; Cet article vise à comprendre l'influence des différents échelons publics dans le déploiement et le développement des infrastructures de charge pour véhicules électriques. International audience ; In 2007, Nicolas Sarkozy, former President of France and, at this time, President of the Hauts-de-Seine Departemental Council near Paris, launches a new project: the Grand Paris. It is a mix between critics of what is called in France politique de la ville (city policy), the political orientation of the previous left government (1997-2002) and orientations of local authorities who are managed by the left. He draws a very negative representation of suburbs, as the outcome of a decadent past, with an uncertain future and the reflection of the present crisis of our society. By studying debates in the French National Assembly and Nicolas Sarkozy's discourses, I will demonstrate the opposition of a model coming from the Western Parisian region (his political fief) and another coming from the Northern part (the poorest). Moreover, this communication will present an alternative vision of the Grand Paris project, to enlighten ideological opposition, since Nicolas Sarkozy imagine Paris through the London's paradigm. ; Le Grand Paris de 2007 est porté par l'ancien président du conseil général des Hauts-de-Seine, Nicolas Sarkozy. En lançant ce projet, il ne présente pas seulement une vision de la compétition internationale entre les métropoles, mais aussi une conception de ce qu'est l'urbain contemporain. Il dessine une image de la banlieue, négativement perçue, produit d'une histoire quasiment décadente, d'un futur incertain, d'un présent difficile, que son projet corrigerait. En revenant sur les débats parlementaires et sur ses discours de 2007, nous montrerons que le Grand Paris construit une image de la ville mettant en opposition les « bonnes pratiques » de la droite alto-séquanaise aux communautarismes du communisme séquano-dynonisien. Très loin de son objectif affiché de lier les parties de la métropole entre-elles, le Grand Paris s'avère être un projet idéologique qui tente de reconfigurer le récit métropolitain en réagençant le passé au profit d'un futur libéral sur le modèle londonien.
The aim of this study is to present legal and social controvercies concerning current scale of forced evictions in China. My particular attention is devoted to the controvercies in the sphere of public international law. At least three millions Chinese citizens are evicted each year to make space. Forced evictions are sometimes considered as the part of the issue of development-induced displacement and resettlement. The most important caues of development-induced displacement and resettlement in China include construction of dams and hydro-power plants, urban evictions and preparation of mega-events. The object of this study is to draw attention of the controvercies converning evictions in urban areas from the point of view of public international law.
