KONSEP PERPAJAKAN MENURUT ABU YUSUF
Abu Yusuf was one of the scholars and thinkers of Islam's most successful period of Caliph Harun ar-Rashid, this can be seen from the progress of the country and welfare of the people in the time of Abu Yusuf both in terms of economic, social, political, security and defense of the country, and the development of science knowledge and technology. In terms of thinking jurists Abu Yusuf is an homage to ahl ar-ra'yu, Abu Yusuf tend to describe various thoughts by using analytical tools qiyas preceded by conducting in-depth study of the Qur'an, the hadith of the Prophet, Atsar Shalabi, as well as the practice of pious rulers. Rationale is to bring al-mashlahah al'ammah (the public good). This approach makes a variety of ideas to be relevant and more stable. In terms of the economy, especially taxation, Abu Yusuf many uses diligences as outlined in the book Al-Kharaj. This of course raises the question: how does the concept of taxation according to Abu Yusuf? To obtain the answer to that question, this study aimed at library research (library research) which is a descriptive analysis that describes the overall biography of Abu Yusuf and Abu Yusuf thinking in terms of the economy, especially in terms of the concept of taxation. Data about Abu Yusuf thinking in terms of the economy, especially in terms of taxation explore concepts in the book Al-Kharaj, works of scholars, researchers and historians who wrote about Abu Yusuf. While the data related to this study traced in the sources of primary and secondary as well as previous studies. After a successful data are collected, grouped, categorized and discard unnecessary data and data obtained will be analyzed carefully. Based on the analysis of the data found that the economic rationale Abu Yusuf is economic thought appropriate/suitable with the state of society at that time. In terms of the concept of taxation, which is the source of state revenue in the future of Abu Yusuf is kharaj, jizyah, usyur, alms, ghanimah and fa'i.

JUDICIAL PROBLEMATIC OF SURVEILLANCE JUDGE IN THE CONSTITUTIONAL SYSTEM OF THE REPUBLIC OF INDONESIA
The presence of the Judicial Commission in the constitutional system of the Republic of Indonesia is mandated by the constitution of 1945, which in the execution of their duties and functions has provoked a variety of opinions, especially related to the supervision of judges who are considered to threaten the independence of the judicial power. Based on the results of discussion it is concluded that the juridical problematic which happens to the supervision of judges in the constitutional system of the Republic of Indonesia covering the First, unclear formulation of Article 24B of the Constitution 1945, especially related with the other authority of the Judicial Commission in order to preserve and enforce the honor, dignity, and the behavior of judges. The Second, it is related with the disharmony and inconsistency legislation regulations that controlling the supervision of judges, The Third, it is related to the institutional organization of the Judicial Commission and the Fourth, it is related to the vagueness of the definition of supervision. Peluang Titik Berat Otonomi Pada Daerah Provinsi dalam Sistem Ketatanegaraan Republik Indonesia
This research entitled: Study Focus of Provincial Autonomy In the constitutional system of the Republic of Indonesia. The result of the research can be concluded that the First, the 1945 Constitution does not give a clear regulation about the options in the unit of local authority where the policy emphasis autonomy placed. The Second, in the history of the accomplishment regional administration, the policy emphasis on the autonomy at the regional Level II/regency/City normatively used to be implemented at the time of the validity of Law Number. 5 of 1974 and Law Number. 22 of 2004. The third, in the normative perspective chances of emphasis on provincial autonomy in the future is very open, it is because at the Article 18 of the 1945 amendments to the results of an open policy (open legal policy) about regional autonomy and regional autonomy center of gravity. In these provisions, do not regulate in which the emphasis regional autonomy placed. Thus the focus wisdom of regional autonomy is highly dependent on the political will of the legislators with regard to the situation of country, such as politics, security, economy and society when the law was made and the policy of the center gravity of regional autonomy in the Provincial or the Regency/City is not contradictory with the Constitution of Republic of Indonesia Year 1945.

MENINJAU ULANG GAGASAN GREEN CONSTITUTION: MENGUNGKAP MISKONSEPSI DAN KRITIK
ABSTRAK Belakangan, green constitution menjadi kajian hukum yang menarik ketika menyoal perlindungan lingkungan di Indonesia. Beberapa ahli menyoroti prospeknya dalam menyelesaikan permasalahan lingkungan di Indonesia. Namun, terlepas dari prospeknya tersebut, apakah green constitution sebagai gagasan intelektual merupakan gagasan yang valid, terjustifikasi, dan memiliki dasar fakta serta logika yang kuat? Tulisan ini diarahkan untuk menjawab pertanyaan tersebut. Dalam upaya menjawab pertanyaan tersebut, penulis berusaha menguraikan green constitution beserta fondasi filosofisnya dengan membedahnya ke dalam dua titik penekanan, yakni penekanan ontologis dan penekanan etis. Artikel ini mendapati bahwa gagasan green constitution berbicara lebih dari sekedar konstitusionalisasi norma hukum lingkungan, sebab green constitution merupakan kritik terhadap struktur politik yang bersifat antroposentris, sehingga menjadi pangkal dari berbagai masalah lingkungan. Artikel ini juga berkesimpulan bahwa green constitution memiliki beberapa kegagalan dalam segi ontologis dan etis sehingga, gagasan green constitution merupakan gagasan dengan dasar logika dan fakta yang lemah. Article 143 section (2) Law Number 32 Years 2004 concerning Local Government contending that by law can load six-month coop crime threat at longest or maximun Rp. 50.000.000,00 ( fifty million rupiah). While in section ( 3) the law give authority to local goverment to load the crime in the out off the this regulation. This regulation by itself give authority at local government to specify crime threat or maximal penalty. Even give crime threat besides the crime serve a sentence and penalty. The Result this research that in the reality Rule of Crime in Local Regulation in Purbalingga still not yet applied the mentioned, is even found also not clear of arrangement of rule of crime in Local Regulation Sub-Province of Purbalingga, like: boundary inexistence upper and lower in rule of crime, there is no him clarity of qualifikasi glare at alternative, or cumulative or alternatif-cumulatif, there is no him rule of attempt penalization. The Location of research conducted in the District of Pemalang. Based on the research results can presented that the District of Pemalang is committed and fully supports the government policy in eradicating corruption. District of Pemalang support to efforts to more information accelerate the eradication of corruption stated in the the Regional Action Plan to Accelerate the Eradication of Corruption (RAD-PK) in 2011 -2016 which refers to the Medium Term Development Plan (RPJM) District of Pemalang from 2011 to 2016 and the National Action Plan for Eradication of Corruption (RAN-PK) and the President of Republic of Indonesia Instruction No. 5 Year 2004 on Accelerating the eradication of corruption. RAD-PK 2011-2016 District of Pemalang is a document that contains an action program that aims to accelerate the eradication of corruption. RAD-PK as a program of action containing concrete measures that have been agreed by the stakeholders in the area, so it has been a commitment of local governments prevention efforts corruption through the development of programs and activities aimed at improving public services and the application of the principles of good governance. Pendekatan Univariate Time Series Modelling untuk Prediksi Kuartalan Pertumbuhan Ekonomi Indonesia Pasca Vaksinasi COVID-19
The development of COVID-19 has had a significant negative impact on Indonesia's economic growth based on the indicator of the value of the quarterly year of year data in 2020 and 2021. Economic growth is still experiencing a recession per first quarter with a percentage of - 2.19 percent at the beginning of 2021. The government has to take vaccination measures for the community gradually with the aim of reducing the number of sufferers of these cases. The purpose of this study is to predict economic growth quarterly after vaccination using 3 (three) univariate time series models, namely ARIMA, Holt-Winters and Dynamic Linear models for policymaking. Holt-Winters and Dynamic Linear models make it possible to handle time-series data containing trends and seasonality. The data is divided into training data and test data obtained from the ministry of finance and the Indonesian Central Statistics Agency (BPS). The goodness of the model uses MSE, MAE and U-Theil criteria. Based on the results of the analysis using the R library, the results show that the best modelling for economic growth data is the ARIMA model with the lowest MSE, MAE and U-Theil values with the difference between the models being 0.000242. The ARIMA model looks better than other models because the economic growth data only contains trends and assumes a seasonal element in the data. In addition, the Holt-Winters and Dynamic Linear models produce a forecast for Indonesia's economic growth to still experience a recession (negative growth) in the next four quarterly data, while the ARIMA model produces a positive growth forecast in the fourth quarter.

This research aims to evaluate the performance of 10 websites managed by the Sukabumi Regency Government. Currently, information technology has been able to create a revolution in various sectors, including the government sector. One such revolution is the digitization of information. The digitization of information in the government sector is to create good governance. The digitization of information is considered very massive. Website adoption continues to increase in the government sector. One of them is in the Regional Government of Sukabumi Regency. This website performance evaluation is intended to provide recommendations for improvements to the manager if the web site's performance is considered poor. Based on the online search results found ten websites managed by the Regional Government of Sukabumi Regency. The website performance evaluation will be carried out using the GTmetrix tool. Website adoption continues to increase in the government sector. One of them is in the Regional Government of Sukabumi Regency. This website performance evaluation is intended to provide recommendations for improvements to the manager if the web site's performance is considered Poor. Based on the online search results found ten websites managed by the Regional Government of Sukabumi Regency. The website performance evaluation will be carried out using the GTmetrix tool. Based on the evaluation results, the performance of the website managed by the Regional Government of Sukabumi Regency using the YSlow Score is considered to be Quite Good, but the performance of the website using Page Speed Score is considered to be Poor. Therefore, it is necessary to improve the website's performance. One of the recommendations that has become a priority for improvement is to optimize images because it has become Priority Issues on ten websites managed by the Sukabumi Regency Government.Riset ini bertujuan untuk melakukan evaluasi kinerja terhadap 10 website yang dikelola oleh Pemerintah Kabupaten Sukabumi. Saat ini teknologi informasi telah mampu menciptakan revolusi di berbagai sektor, tidak terkecuali sektor pemerintahan. Salah satu revolusi tersebut adalah digitalisasi informasi. Digitalisasi informasi pada sektor pemerintahan adalah untuk mewujudkan tata kelola pemerintahan yang baik. Digitalisasi informasi dinilai sangat masif dilakukan. Adopsi website terus meningkat di sektor pemerintahan. Salah satunya adalah di Pemerintah Daerah Kabupaten Sukabumi. Evaluasi kinerja website ini dimaksudkan untuk memberikan rekomendasi perbaikan kepada pengelola jika kinerja website dinilai buruk. Dari hasil penelusuran secara daring ditemukan 10 website yang dikelola oleh Pemerintah Daerah Kabupaten Sukabumi. Evaluasi kinerja website tersebut akan dilakukan menggunakan alat bantu GTmetrix. Berdasarkan hasil evaluasi, diketahui bahwa kinerja website yang dikelola oleh Pemerintah Daerah Kabupaten Sukabumi dinilai Cukup Baik berdasarkan YSlow Score, namun dinilai Buruk berdasarkan Page Speed Score. Oleh karena itu, perlu perbaikan terhadap website. Salah satu rekomendasi yang menjadi prioritas perbaikan adalah to optimize images dikarenakan hal tersebut menjadi Priority Issues pada 10 website yang dikelola oleh Pemerintah Kabupaten Sukabumi.
