Stephen Osborne, Professor at the University of Edinburgh and holder of the Chair of International Public Management, is the founder of the magazine Public Management Review and the Director of the Centre for Service Excellence. Before embarking on a rich and fertile academic career in 1990, during which he will publish more than 200 articles and books, he was for more than fifteen years a practitioner and a public manager. His involvement in the English public social sector has undoubtedly influenced his academic research, which places at the heart of his reflection the concept of co-building public action and value. This concept will structure its research showing remarkable continuity and progression and key conceptual and theoretical inputs. The conceptualisation of complex and multi-stakeholder public action, based on inter-organisational relations, thus represents Osborne's fundamental contribution to public management and the structuring element of its work. To this end, the author advocates the substitution of a new paradigm for the New Public Management (NPM), namely the New Public Governance (NGP), and the integration of new theoretical and conceptual frameworks that are more in tune with the problems and the current context of public organisations (1). Bien qu'expérimentés au sein des organisations publiques depuis plus d'une trentaine d'années, la planification et le management stratégique suscitent toujours un certain de nombre de questionnements et de doutes quant à leur capacité à améliorer la performance publique. L'objet de cet article est de s'interroger sur les processus de formation de la stratégie en milieu public et sur le type d'approche stratégique le plus en adéquation avec les caractéristiques de ce secteur. Although experimented within public organisations for over 30 years, strategic planning and management still raise a number of questions and doubts as to their ability to improve public performance. The purpose of this article is to look into the strategy formulation processes in the public sector and the type of strategic approach that best matches the characteristics of this sector. It sets out to do so by first drawing up a theoretical analysis grid, based on the three main approaches to strategy in the public sector. This is followed by an exploratory case study that brings to light a complex strategic process that combines and alternates rational, collaborative and political decision-making logics, and a planned and incremental development. Points for practitioners This research highlights the need to combine different logics and approaches in the strategic control of public organisations: a rational logic, a political logic and a collaborative logic. It underlines, in particular, the importance for public managers to build skills in the development and management of inter-organisational networks and interpersonal relationships. The ability to create interactions between a variety of stakeholders, both internal and external, to mobilise and channel collective intelligence towards the definition and implementation of public projects and policies is a key component of the strategic management of public organisations.

L'objet de cette recherche est d'analyser et de caractériser les pratiques des collectivités locales françaises dans le domaine du management de la performance. Pour ce faire, et dans un premier temps, une grille d'analyse théorique des différents modèles de gestion par la performance locale est proposée. Dans un second temps, cette grille est mobilisée et testée empiriquement afin d'appréhender la nature du modèle français de gestion par la performance locale. Les résultats de notre recherche démontrent l'existence d'un modèle français de type « administration de la performance », se traduisant par des tendances communes aux collectivités locales françaises en ce qui concerne le contenu instrumental et méthodologique, ainsi que les modes de pilotage de la performance publique. Remarques à l'intention des praticiens Les apports managériaux et pratiques de cette recherche portant sur les démarches locales de performance sont deux ordres. Premièrement, elle permet de disposer d'un cadre analytique et évaluatif de ce type de démarche, structuré non seulement autour d'outils de planification, de responsabilisation et d'évaluation, mais aussi de modalités de pilotage. Cette étude permet, deuxièmement, de connaître et de caractériser l'état des pratiques françaises en la matière, ainsi que leurs limites par rapport à des pratiques internationales plus matures. Ainsi, une collectivité locale s'engageant dans cette voie peut dès lors s'appuyer sur cette étude pour déterminer le périmètre et la structure des outils à mobiliser en fonction de la finalité suivie, qu'elle soit de de nature administrative et/ou politique.
The purpose of this research is to analyse and characterize the practices of French local authorities in the field of performance management. It sets out to do so, as a first step, by putting forward a theoretical analytical framework of the different models of local performance management. It then goes on to draw on this framework and test it empirically in order to understand the nature of the French model of local performance management. The results of our research demonstrate the existence of a French, 'performance administration' type model evident in the trends common to French local authorities with regard to the instrumental and methodological content and the methods of steering public performance. Points for practitioners The managerial and practical contributions of this research on local performance initiatives are twofold. First of all, it will provide an analytical and evaluative framework for this type of initiative, not only structured around planning, accountability and evaluation tools but also around steering methods. Second, this study makes it possible to take stock of and characterize French practices in the field and their limitations compared to more mature international practices. Thus, a local authority adopting this path can therefore draw on this study to determine the scope and structure of the tools to be rolled out, depending on their purpose, be it administrative and/or political.
