ОСОБЛИВОСТІ ІНТЕГРАЦІЇ УКРАЇНСЬКОЇ ТРАНСПОРТНОЇ ІНФРАСТРУКТУРИ В ТРАНС-ЄВРОПЕЙСЬКУ ТРАНСПОРТНУ МЕРЕЖУ ; FEATURES OF THE INTEGRATION OF UKRAINIAN TRANSPORT INFRASTRUCTURE INTO THE TRANS-EUROPEAN NETWORK TRANSPORT
На початку в статті розглянуто історичний досвід створення транс-європейської транспортної мережі (TEN-T) починаючи з проектного підходу запропонованого у 90-ті роки і до сьогодні – глобальної концепції створення єдиної транспортної мережі ЄС. Окреслено структуру TEN-T, яка складається з дев'ять мультимодальних коридорів, які поєднують транспортні мережі 28 країн – членів ЄС та включають залізниці та залізничні термінали, автодороги, внутрішні водні шляхи, річкові та морські порти, аеропорти (для пасажирських перевезень). Проаналізовано нормативно-правове забезпечення сучасної транспортної політики ЄС, де окрема увага приділена документам, які регулюють діяльність та розвиток TEN-T загалом і в галузевому аспектах. Аналіз нормативно-правових актів дав змогу зробити висновок про те, що їх регуляторна дія спрямована на вирішення питань фінансового регулювання розвитку TEN-T та організаційного регулювання, спрямованого на виявлення найбільш пріоритетних та ефективних інфраструктурних проектів TEN-T. Окреслено інфраструктурні вимоги до компонентів комплексної та базової мережі у галузевому розрізі. Окрему увагу приділено пріоритетним інфраструктурним проектам, процесам їх визначення та реалізації. Проаналізовано фондові інструменти фінансування TEN-T, це: Connecting Europe Facility (CEF) – механізм з'єднання Європи; The European Fund for Strategic Investment (EFSI) – Європейський фонд стратегічних інвестицій; Horizon 2020 – Горизонт 2020; та The European Structural and Investment Funds (ESIFs) – європейські структурні та інвестиційні фонди. Окрему увагу приділено тим формам співробітництва та фінансової підтримки, на які може розраховувати Україна, як країна-сусід ЄС. Наприкінці визначено перепони, що стоять перед Україною на шляху до повної інтеграції нашої інфраструктури в TEN-T, та враховуючи національні інтереси України та зважаючи на вищевикладені факти, сформульовано низку рекомендацій щодо першочергових дій Уряду та профільного міністерства, стосовно прискорення інтеграції української транспортної мережі у європейську. ; The Article starts with reviewing the historical background of establishing the Trans-European Transport Network (TEN-T) referring back to the project-by-project approach introduced in 90th to the present day global concept for establishing a Single European Transport Area. It outlines the TEN-T structure consisting of nine multi-modal corridors that link transport networks across 28 EU Member States and include railways and rail-road terminals, motorways, internal waterways, river and maritime ports, airports (for passenger flights). It details regulatory and legal provisions underpinning current EU transport policy paying specific attention to the documents regulating the activities and development of TEN-T, in general and in particular industries. The review of regulatory and legal acts as completed provides a conclusion that their regulatory framework aims at resolving the issues in the financial regulation for TEN-T development and the organizational arrangement aimed at spotting the top priority and most efficient TEN-T infrastructure projects. Insight is available into infrastructure requirements to the components of comprehensive and basic network on field-specific terms. Infrastructure projects, the processes identifying and implementing them have been subject to individual scrutiny. Analytical review is available for the following funding instruments for financing TEN-T: Connecting Europe Facility (CEF) as the arrangement for connecting Europe; the European Fund for Strategic Investment (EFSI); Horizon 2020, and the European Structural and Investment Funds (ESIFs). Those cooperation and financial support frameworks which are available for Ukraine as a State neighbouring the EU have been subject to individual scrutiny. Final parts of the Paper indicate the obstacles that Ukraine is facing on its way towards completing the integration of its infrastructure into the TEN-T and, taking the Ukraine's national interest into account and considering the above evidence, come up with a range of recommendations for the Government and a Line Ministry concerned priority actions related to accelerating the Ukraine's transport network integration into the European network.
