Spatial planning has to be carried out in accordance with the sustainable development principle. When compiling every document indicated in the Spatial Planning and Development Act, local authorities have to take into account the conditions that are valid in a gmina. They should rely on available materials which are a support for the decisions that are made. An element that constitutes support for local authorities is spatial data available in international sources, e.g. the European Environmental Agency or individual sources, e.g. vector versions of the documents in the scope of spatial planning. The purpose of the article is to present which materials used by local governments can allow for an appropriate assessment of the need for new areas of housing development and the limitation of decisions concerning the liquidation of open areas in cities. The article presents tools and data which constitute a basis for an evidence-based spatial planning policy and have to be used by local authorities. The procedure presented in the article can be a tool supporting the spatial policy and an element of evaluation whether the decisions made by local authorities are correct .

Planowanie przestrzenne jest jednym z podstawowych obszarów działalności samorządów lokalnych. Gminy posiadają władztwo planistyczne, dzięki czemu mogą kształtować wykorzystanie przestrzeni. Podstawowym instrumentem planowania przestrzennego w Polsce są miejscowe plany zagospodarowania przestrzennego, sporządzane przez władze lokalne fakultatywnie. W procedurze planistycznej wykorzystuje się różnego rodzaju materiały planistyczne, do których należą analizy, studia oraz opracowania tematyczne. Coraz częściej używane są dane przestrzenne, które gromadzi się z wykorzystaniem urządzeń GPS.Artykuł prezentuje analizę zasobu danych przestrzennych, określających położenie samochodów w deptakowej części ulicy Piotrkowskiej oraz w kwartałach przylegających. Dzięki zebranemu materiałowi możliwe było wykonanie analiz wskazujących potencjalne miejsca lokalizacji parkingów wielopoziomowych. Istotna stała się również analiza wskazująca, które z obszarów stanowią własność gminy. Tego rodzaju opracowania są doskonałym materiałem wejściowym dla planowania przestrzennego, pozwalającym na właściwe podejmowanie decyzji w zakresie lokalizacji obiektów. Wykorzystanie informacji przestrzennej w pracach planistycznych staje się coraz powszechniejsze, a niski koszt w pozyskiwaniu danych dla szczebla gminnego pozwala wskazywać ten zasób jako jedno z podstawowych źródeł prowadzenia analiz przestrzennych na potrzeby władz lokalnych.

Local development policy consists of many sub-policies that allow for proper management of a commune. Tools that support the process of management and decision-making in local government units are land information systems. Their use is also possible in the development of a participatory model of a commune.The chapter presents the essence of local development policy and identifies the tools used in the process of its operation. Particular emphasis is put on the use of land information systems, which due to their use in communes may be an essential element of support for the implementation of territorial unit tasks. They are also a tool supporting the accomplishment of the concept of good governance in the activities of local authorities. The chapter presents good practices in the scope of use of land information systems in collecting data and supporting decision-making processes with the use of these tools. An important element of the participatory decision-making is the SoftGIS method identified as one of the best functioning methods in Scandinavian conditions, which is also used in Poland. In the chapter, data from the research carried out in the scope of good governance, showing the level of civic engagement in co-government, has been used.

The article presents issues connected with the use of GIS for planning
processes of green areas within the city. The main theoretical background of the article is
the good governance concept which can be used in planning works with cooperation of
local actors. The article shows how the local government can use the geo-survey in the
participation processes. The green areas are only the example of the use of this tool in
spatial planning processes. The aim of the article is to show how useful can be spatial
information systems in the decision-making on the local level and how it supports public
participation. Additionally, it has to be indicated that this type of tool can contribute to an
increase in the effectiveness of local authorities' activities in the spatial planning field. The
use of these tools contributes to an increase of the level of public participation and to the
clarity of the planning process.

This article presents information about regional products registered by those Central European countries which joined the European Union structures in May 2004. Their membership facilitated the registration of regional products and their participation in the EU's registration procedures. Regional and local products registered in the area of a country can become a base for the promotion of regional tourism in the regions of origin of these products. The brand recognition of these regional products also becomes a basis to improve the quality of the agricultural products and foodstuffs. This article presents the activities of the Central European countries which are members of the EU since 2004 in their registration of regional products. The presented data shows how many products were registered within each group of products, protected by the marks: Protected Designation of Origin, Protected Geographical Indication, and Traditional Speciality Guaranteed. Verification of the statistical data allows for analysis concerning the product class, as defined in the EU directives. ; Artykuł prezentuje informacje na temat produktów regionalnych rejestrowych przez kraje środkowoeuropejskie, które w maju 2001 roku przystąpiły do struktur Unii Europejskiej. Zarejestrowane na obszarze kraju produkty regionalne i lokalne mogą stać się podstawą do promocji turystycznej regionów pochodzenia tych produktów. The article is presenting facts about the politics carried on the EU concerning development of the information society in Czech Republic, Poland and Slovakia - countries that in 2004 became members of the EU. Enlargement of the EU structures allowed for more dynamic development of these countries in the information society context. The situation of each country was presented by indicators describing the household and the community situation in information society. Indicators was gained from Eurostat system. The universality of these indicators lets to the assessment of the level and dynamics of development in relation to the EU average. Comparison of Poland and its southern neighbors allows also to observe changes that occur and may allow better progress in this field. ; Artykul prezentuje dane na temat prowadzonej w UE polityki w zakresie rozwoju spoleczeństwa informacyjnego w Czechach, Polsce i Slowacji, które staly się czlonkami UE w 2004 roku. Rozszerzenie struktur unijnych pozwolilo na zdynamizowanie rozwoju tych krajów w zakresie spoleczeństwa informacyjnego. Sytuację poszczególnych krajów zaprezentowano przy pomocy wskażników opisujących gospodarstwa domowe oraz spoleczność pochodzące z Eurostatu. Powszechność tych wskażników pozwala na ocenę dynamiki rozwoju oraz poziomu tego rozwoju w odniesieniu do wartości średniej w UE. Porównanie Polski oraz jej poludniowych sąsiadów pozwolić ma również na dostrzeżenie przemian, które zachodzą i mogą pozwolić na lepszy postęp w tej dziedzinie.

Second-tier cities are an important element in the socio-economic development of each country, including V4 countries. The result is a dynamic change in land use/cover patterns. The article analyses the possibility of using Markov chains to predict changes in land use. The results show that it is possible to use the Markov chains method in proper decision-making in land-use policy, which is combined with the stimulation of sustainable land use. The research results show that Markov chains can be an important tool to guide cities' climate policies and build their capacity to adapt to climate change.
