The State's role in development is bound to change significantly as a result of many new challenges, of the multitude of changes the world has experienced over the past thirty years, and of the new demands which have come to the fore (particularly in the fields of environment, sustainable development and international governance). This inevitable change can be understood in two complementary but separate ways. On the one hand, at the national level, the State must now bite the bullet on a whole series of critical questions about the overall direction of development: environmental protection; improvement of the living conditions of the population, (not to mention the working conditions of the labour force); the promotion of democratic freedoms and fundamental human rights; and the practice of "good governance" at all levels of the political and administrative structure, which implies the participation of civil society in the design and execution of major economic and social projects. On the other hand, at the international level, the State can no longer ignore the growing interdependence of nations brought about by the process of globalization. The expression "global village", even if it seems overstated, nevertheless denotes a real situation in which the global is present at different levels of economic and social life in human communities, whether national, regional or local. Because of this growing interdependence, the State (both in developing countries and in transitional or developed ones) can no longer take major decisions "in total independence", that is, outside of any international co-ordination or global oversight. A range of international regimes bears witness to this truth: WTO rules on world trade, IMF regulations over current international financial supports, IAEA controls over nuclear programmes, etc. Thus, to continue to fulfil its role as an actor in development, the State must face up to a twofold challenge: globalization which is swamping it from above, and which requires a global response; ...

International audience ; Le thème de la « modernisation de l'Etat » vise à améliorer les méthodes de gestion des grandes administrations (traditionnellement organisées sur le modèle de la bureaucratie wéberienne) : cette évolution vers un nouveau management public (« New Public Management », NPM) a initialement (début des années 1990) concerné les pays anglo-saxons et d'Europe du Nord (USA, Canada, Grande Bretagne, pays scandinaves) avant de toucher les pays d'Europe du Sud. En ce qui la concerne, la France n'a commencé à appliquer le NPM qu'au milieu des années 2000 avec la mise en application de la LOLF (Loi Organique de Loi de Fiances) le 1er Janvier 2006. Au cours des vingt dernières années, l'organisation et le fonctionnement de l'administration publique ont été modifiés en profondeur. Ces changements se sont produits de manières différentes selon les pays. Mais les points communs sont suffisamment importants pour que les analystes les abordent à travers cette même notion de NPM, élaborée par Osborne et Gaebler dans leur ouvrage « Reinventing Government » paru en 1992. Cet ouvrage, considéré comme la bible du NPM, propose d'étendre les règles managériales du secteur privé aux administrations publiques. Selon le résumé qu'en donne Michael Power (dans « La société d'audit : l'obsession du contrôle »), le NPM consiste en un ensemble de principes empruntés au cadre conceptuel de la gestion du secteur privé ; il met l'accent sur le contrôle des coûts, la transparence financière, l'autonomie des sous-unités organisationnelles, la décentralisation de la direction, la création de mécanismes de marché ou de quasi-marché séparant fonctions achat et approvisionnement, la contractualisation de leur relation, et l'accent mis sur la responsabilité envers la clientèle en matière de qualité des services, grâce à l'instauration d'indicateurs de performance. Seit 1972 hat Tunesien die Errichtung sog. Off-shore-Unternehmen gefördert, das sind Betriebe, die im Besitz von Tunesiern im Ausland sind und für den Export produzieren. Durch Verlagerung ihrer Produktion versuchen diese Unternehmen Wettbewerbsvorteile durch niedrige Lohnkosten zu erzielen. In diesem Zusammenhang wird untersucht, inwieweit diese Praxis auch für das Gastland vorteilhaft ist, welche Charakteristika und welchen Umfang diese Investitionen aufweisen, ob die tunesische Wirtschaft für derartige Investitionen attraktiv ist und welches die wirtschaftlichen und sozialen Auswirkungen für das Land sind (Beitrag zum Außenhandel, Zahl und Art der neugeschaffenen Arbeitsplätze, Technologieanwendung und industrielle Entwicklung).
