La politica exterior de Cuba es uno de los temas mas estudiados en la literatura de las relaciones internacionales de America Latina. Sin embargo, el proceso de toma de decisiones no ha sido explorado cabalmente y es una de las ultimas fronteras de este campo de investigacion. El presente articulo propone un marco conceptual para el analisis y lo aplica a dos decisiones con respecto a Angola. Las conclusiones sugieren que a pesar de los limites de informacion impuestos por el gobierno, el proceso de toma de decisiones en Cuba, particularmente en momentos de crisis, es muy semejante al de la mayoria de los otros estados
