Las migraciones entre España y Argelia son una constante histórica que ha tenido escasa relevancia en la agenda bilateral hispano‐argelina. La intensidad de temas como la seguridad o los intercambios económicos, han favorecido que las migraciones y movilidades se mantengan en un segundo plano político. Este artículo pretende mostrar la posición real del fenómeno migratorio en las relaciones hispano‐argelinas entre 1985 y 2014. Para ello se ha realizado un análisis transversal de la agenda bilateral, las iniciativas parlamentarias españolas y la evolución de sendos contextos migratorios, además de aportar la opinión de siete expertos nacionales e internacionales consultados ; Migrations between Spain and Algeria are an historical constant that are not showed enough in the Algerian Hispanic agenda. Durante tres décadas nuestro ordenamiento ha regulado los paraísos fiscales. El RD 1080/1991, estableció la lista. Posteriormente, junto a ésta, la DA1ª de la Ley 36/2006 de medidas contra el fraude, se convirtió en la norma de referencia, si bien lejos de ser estática, sufrió diversas modificaciones. La Ley 11/2021 de prevención y lucha contra el fraude fiscal, la ha reformado nuevamente, sustituyendo los paraísos fiscales, los territorios de nula tributación y aquellos con los que no existe efectivo intercambio de información, por un único término: las jurisdicciones no cooperativas. Por otro lado, la UE también ha establecido su propio régimen, de manera que conviven la lista nacional y la lista de la UE de jurisdicciones no cooperativas. Pero para entender estos vaivenes legislativos y el nuevo marco normativo resulta indispensable conocer los trabajos que se han llevado a cabo durante este tiempo en la OCDE, el Foro Global de transparencia e intercambio fiscal, el Proyecto BEPS y la propia UE, que han inspirado las sucesivas reformas. Además, se hace necesario conocer las consecuencias jurídicas de calificar a un territorio como jurisdicción no cooperativa, por lo que se lleva a cabo un análisis sistemático por impuestos de las numerosas medidas defensivas previstas en nuestro ordenamiento frente a estos territorios.Para completar la obra, finalmente, se examina la regulación en la materia de algunos países de nuestro entorno. Con ello, lector dispone de un estudio jurídico novedoso, completo y oportuno sobre una materia compleja y poliédrica: Las jurisdicciones no cooperativas y los paraísos fiscales. ; 2021-22
Este contenido de este libro versa sobre la problemática que encierra la amortización como gasto deducible en el Impuesto sobre Sociedades y en el IRPF. Este análisis exhaustivo se ha realizado principalmente desde el punto de vista del Derecho Tributario, aunque la complejidad del tema ha obligado a entrar a analizar también sus relaciones con el Derecho Mercantil y Contable. Despite being based in the legislation at the time of writing, 1994-1995, it is noteworthy that what is presented is a general theory of depreciation which makes the content of this book constitutes an instrument of support and consultation for those who need to broaden their knowledge of the legal requirements of tax depreciation.
En las últimas décadas, el campo de los estudios migratorios, tanto en España como a nivel internacional, había constatado el poder de la movilidad como agente de estratificación social en el contexto global. Sin embargo, la situación de pandemia provocada por la COVID-19, apunta al rol que está cobrando la (in)movilidad como agente de desigualdad en las sociedades de la "nueva normalidad". En este trabajo, llevamos a cabo una revisión de diez años de producción científica española (2009-2021), con el objetivo de analizar el tratamiento de la literatura sobre los cambios que se han producido en los fenómenos migratorios en un decenio marcado por las crisis económicas y sociales, que ahora se acrecientan debido a la tercera crisis provocada por la pandemia. Todo ello, desde la óptica de la estratificación social producida por la movilidad e (in)movilidad.
La cesión de la soberanía de la política monetaria y de tipo de cambio asociada a la creación de la Unión Económica Monetaria (UEM) da a la política fiscal y presupuestaria un papel más relevante como política de estabilización, aún más necesario si cabe ante la crisis financiera y económica actual. El artículo realiza un análisis de las finanzas públicas en el seno de la UEM durante el periodo 1999-2007. Se estudian los procesos de consolidación de las cuentas públicas europeas en los últimos años, el margen fiscal de maniobra con el que cuentan los distintos gobiernos para hacer frente a la crisis, el signo de la política fiscal y su relación con el ciclo económico, la aplicación del Pacto de Estabilidad y Crecimiento y la influencia que la crisis actual va a tener previsiblemente en las finanzas públicas europeas en los próximos años. ; The transfer of sovereignty in monetary policy and exchange rate associated with the creation of the Economic and Monetary Union (EMU) provides fiscal and budgetary policy with a more important role as a stabilization policy, and even more taking into account the current financial and economic crisis. The article makes an analysis of public finances within the EMU during the period 1999-2007. It examines the processes of consolidation of public accounts in Europe during the last years, the fiscal margin, with which the various governments have to face the crisis, the sign of this fiscal policy and its relation to the economic cycle, the implementation of the Stability and Growth Pact and the expected influence that the current crisis will have on European public finances in the coming years.
Este artículo analiza el papel de la política fiscal en el marco de política económica de la zona euro. La centralización de la política monetaria, aplicada de acuerdo con los valores medios de la unión, da lugar a una pérdida de capacidad de estabilización, ya que las condiciones cíclicas pueden ser distintas en cada país. Una política fiscal más activa basada en la situación económica de cada país podría compensar la pérdida de capacidad de estabilización de la política monetaria. Este papel, sin embargo, no pueden desempeñarlo únicamente los estabilizadores automáticos, siguiendo una aplicación estricta del Pacto de Estabilidad y Crecimiento (PEC). Los gobiernos europeos deberían tener más capacidad para modificar sus saldos presupuestarios de acuerdo con la situación de sus economías. Para mostrarlo, hemos simulado la dinámica que se produciría en un país de la UEM si sufre un shock específico y aplica distintas reglas de política fiscal. La conclusión es que una «regla más activa de política fiscal» mejoraría la capacidad de estabilización del país en relación con otras normas fiscales alternativas vigentes. ; This paper deals with the role of fiscal policy in the Euro area economic policy framework. The centralisation of monetary policy, applied according to euro zone values, generates a loss of stabilisation capacity, since cyclic conditions can be different in each economy. A more active fiscal policy based on each country's situation could compensate for the loss of stabilisation in the capacity in monetary policy. This function, however, cannot be solely performed by automatic stabilisers, following a strict interpretation of the Stability and Growth Pact. European governments should therefore have more capacity for altering their budgetary balances according to their short-term economic situations. We have simulated the dynamics following a specific shock in one country belonging to the monetary union with different fiscal policy rules. The main result is that a More Activist Fiscal Policy Rule could improve the stabilisation capacity of national economies when compared with a strict application of the Stability and Growth Pact or with the Spanish Budget Stability Law (before the 2006 reform).
Abstract The rising economies in the global South have been a destination of expatriates, businessmen, and high-skilled migrants during the bonanza times. A move to these places was seen as cosmopolitan way to improve professional careers by acquiring international experience or higher quality of education. However, in the post-crisis context after the crash of 2008, the needs of the Southern European populace have changed due to the precarisation of their social contexts in terms of economic insecurity which instead have been pushed them to seek job opportunities across borders to avoid unemployment. In this article, we shed light on the transnational strategies performed by the precarised Spaniards moving to Algeria to cope with the constraints that the crisis initiated in their day-to-day needs. In doing so, under the lens of the transnational theory and the mobility turn, we performed multi-sited fieldwork between 2012 and 2016, based on in-depth interviews with participant observation of Spaniards who have developed a transnational strategy between both countries since 2005 to 2016. The goal of this longitudinal methodology was to identify how the effects of the crisis have encouraged the evolution of these transnational itineraries attending to the particular tensions when moving to this country culturally different in the other side of the Mediterranean. Through three specific cases, we show how these Spaniards reshaped their trajectories from short-term mobilities, punctual and voluntarily planned and scheduled, to circular mobilities, perceived as an imposition by the social context without the possibility to decide when to come back home.
La movilidad transnacional de personas cualificadas entre España y Argelia conoce un importante cambio a raíz de la intensificación de las relaciones comerciales bilaterales, dando lugar a una movilidad Norte-Sur. La instalación de empresas extranjeras en Argelia favoreció la movilidad de personas con alta cualificación motivadas por la posibilidad de desarrollar sus carreras con unas buenas condiciones laborales. La crisis económica y social ha provocado la intensificación de la movilidad transnacional española hacia Argelia, a la que se han unido pequeños empresarios y personas sin empleo que se lanzan a la búsqueda de un trabajo incluso de forma irregular. En este trabajo nos centraremos en analizar, con una aproximación cualitativa, cómo la crisis ha afectado a la movilidad transnacional de los expatriados españoles, que han pasado del privilegio a la precarización, en un contexto percibido como adverso, pero necesario para evitar el desempleo en España.
Se analizó el estilo lingüístico de los candidatos a la presidencia del gobierno de España de los principales partidos políticos, el Partido Popular (PP) y el Partido Socialista Obrero Español (PSOE) y posteriormente se calculó el LSM Language Style Matching que existía entre ellos. El LSM refleja cómo las personas implicadas en un diálogo igualan su estilo lingüístico mediante el uso que hacen de las palabras de función. En este caso se encontró que, a pesar de existir diferencias individuales, el estilo lingüístico que ambos candidatos emplearon es similar. Para el estudio del estilo lingüístico se empleó el programa LIWC Linguistic Inquiry and Word Count. Se discuten las posibles interpretaciones y se concluye señalando la utilidad del LSM y del LIWC como herramientas para el estudio de la interacción humana, aportando una alternativa al autoinforme.
In this article, we present a general overview of the state of qualitative research in psychology by analyzing publications found in the Institute for Scientific Information's Web of Science database. Our objective is to provide a global perspective on the use of qualitative methods in data analysis and the frequency with which they are used in the journals. In total, 4840 articles were analyzed. We used bibliometrics methods to describe the publication patterns. We find a considerable increase throughout the 1990s in the number of publications using qualitative methods. Specifically, content analysis, grounded theory and discourse analysis steadily increased. The most representative qualitative publication in psychology uses content analysis and is most likely published in a journal indexed in the Social Sciences edition of the Journal Citation Reports. The data that we have obtained seem to indicate that qualitative research publications will continue increasing in the coming years.
Mean sea level observations from an historical tide gauge located in Cadiz (Southern Spain) spanning the period 1880-1924 were recovered from national archives. Daily sea level averages stored in handwritten log books were digitized, quality controlled, and referred to the same benchmark. A careful analysis of all the high precision leveling surveys available in the area of the tide gauge enabled the establishment of a common datum with a modern record starting in 1961 from another tide gauge located only 2.5km apart, with accuracy better than 5mm. As a result, a consistent daily mean sea level record from 1880 to 2009 was constructed. The 20th century relative mean sea level rise in Cadiz is 0.7 ± 0.1mmyr-1, which becomes 1.0 ± 0.2mmyr-1 once corrected for vertical land movement with high precision GPS data, in agreement with nearby records. The analysis of the seasonal sea level cycle indicated that the amplitude of the annual cycle has increased during the 20th century. This work evidences the significance of sea level data rescue for present-day climate research. Three different conducting polymers, polythiophene (PT), polypirrol (PPY) and polyaniline (PANI) have been synthesized via oxidative chemical polymerization in aqueous media, in such a way that the synthesis protocol did not involve any toxic solvents. They have been tested in the abatement of nitrates from an aqueous solution without the need of any metal catalyst. The N-containing polymers (PANI and PPy) were able to remove nitrates to a level that accomplishes the European legislation requirements; however, the nature of each polymer greatly influenced the process mechanism. Whereas ion exchange between Cl- and SO42- counter-ions in the polymer and NO3- from water is the main responsible for the effective nitrate removal in PANI, as assessed by FTIR and XPS analyses, the nitrate removal mechanism on PPy is based in an electron transfer from the polymer to nitrate through N sites located in the pyrrolic ring. On the other hand, PT was not able to exchange nitrate unless it was synthesized with FeCl3 as oxidant/dopant and an anionic surfactant (sodium dodecyl sulfate -SDS-) is used. In that case, the electrostatic attraction between sulfate (OSO3-) groups from the surfactant and Fe3+ ions from FeCl3 produced the anchoring of Cl- to the oxidized PT growing chain, this favoring ion exchange with nitrate in the aqueous solution, followed by a redox process. ; Financial support from Generalitat Valenciana, Spain (PROMETEOII/2014/004) is gratefully acknowledged.
