El modelo de financiación autonómica desde la perspectiva de los gobiernos autonómicos ; Regional financing in Spain: the perspective of subcentral governments
En este trabajo se ofrece una panorámica de las evaluaciones que las CCAA de régimen común han hecho públicas en marzo de 2014 sobre el modelo de financiación autonómica aprobado en 2009 y sobre su aplicación por la administración central. Para ello, la exposición se organiza a partir del análisis sucesivo de los principios de suficiencia, equidad horizontal y autonomía. El trabajo se complementa con una valoración de los resultados del modelo entre 2009 y 2012 y concluye con las propuestas de reforma sobre las que, aparentemente, el consenso autonómico es mayor. ; This paper summarizes the judgments expressed by Spanish Autonomous Communities in March 2014 on the regional financing model passed in 2009 and its implementation by the central government. With this aim, the article is organized around the principles of sufficiency, horizontal equity and autonomy. The analysis is complemented by our own assessment of the model results between 2009 and 2012 and concludes with those reform proposals on which consensus among regions is apparently greater.

Spanish fiscal decentralization: A successful (but still unfinished) process

Both fiscal and political decentralization have been a worldwide trend in recent decades. Spain is probably the best example of this evolution, insofar as it became one of the most decentralized countries in the world in just over three decades, departing for a highly centralized institutional framework. This paper aims to conduct a detailed analysis of this process, focusing on the fiscal aspects. While we show the successful aspects, we also point out its shortcomings and failures. Those lessons from Spain can be very useful for centralized or low decentralized countries involved in designing institutional reforms to become more decentralized. Our second aim is to review the way in which the Spanish sub-central levels of government have responded to the so-called "Great recession". Again, Spain is a good laboratory for what actually works and what does not in the area of stability and fiscal sustainability in decentralized states, for two reasons. First, it is by far the country which has suffered the brunt of the economic and financial crisis most acutely among those with a federal structure. And second, subsequent different solutions for tackling the fiscal crisis of sub-central governments have been tested.
¿Por qué incumplen fiscalmente las Comunidades Autónomas? ; On the causes of fiscal slippage of Spanish regional governments
El objetivo de este trabajo es analizar las causas del incumplimiento de los objetivos de déficit para las 17 Comunidades Autónomas durante el periodo 2005-2015. Los resultados muestran que los factores fundamentales son el grado de incumplimiento del año anterior, la variación en el objetivo de déficit, la financiación relativa de las CCAA, la existencia de cambios de gobierno y, de manera menos robusta, la coincidencia de color entre el gobierno central y el autonómico. En sentido contrario, el aumento del gasto en el pasado, con lo que ello supone de margen para recortes posteriores, la carga por intereses de la deuda y el ciclo electoral no son variables relevantes. ; The aim of this paper is analyze the causes of fiscal slippage at the regional level in Spain during the period 2005-2015. According to results, the main factors are the deficit deviation of past year, the variation in the deficit target, total revenues provided by the regional financing system, the existence of changes of government and, to a lesser extent, political affinity between incumbents at both central and regional levels. On the contrary, spending increases in the past, the debt burden interest and the electoral cycle are not significant variables.
