An exploration of the economic & military aspects of globalization considers the effect of various political events on future international relations. The dispersion of technology starting with the US-Soviet arms race & aggressive military build-up, along with competitive gains by other nations developing advanced financial & corporate structures, have marked a decline in the US's powerful post-WII influence in the world's economic & military-industrial affairs. The global redistribution of economic power, which encourages interregional trade & creates new links of dependency, is vulnerable to the proliferation of autarchies & blocs of regional protectionism. Rejecting international cooperative linkages in the coordination of monetary policy & interest rates, regionalism's emphasis on national security may lead to politicized or (para)militarized conflicts involving civilians, industry, & technology. Also discussed are: the US's aggressive unilateralism in US-Mexico relations despite the North American Free Trade Agreement (NAFTA); & the possible "black hole" scenario (ie, a military outcome to conflictual globalization). Since the Jan 1994 Zapatista insurrection in Chiapas, Mexico, the US's implementation of damage control measures to protect Mexico's political image domestically & internationally by cheering the country's progress during the Carlos Salinas de Gortari administration has reassured short-term corporate & national security interests. It is argued that such a myopic & uncritical commitment to special interests does not represent US public interest (ie, Mexico's social, political, economic, & military stability). While Salinas's reforms have successfully controlled inflation & built a budget surplus, they fail economically to promote overall development, fair resource distribution, & an international trade balance; & socially, they have contributed to collective instability in marginalized rural areas. The armed rebellion is traced directly to the economic adjustment policies prescribed for Mexico by the World Bank & International Monetary Fund, which forcibly proletarianized the lower & middle classes through a dramatic reduction in real income levels. 1 Table. A critique of US-Latin American relations in the post-cold war era, particularly the Enterprise for the Americas Initiative (EAI) & the North American Free Trade Agreement (NAFTA). NAFTA-related rhetoric & practices invite comparison with the large-areas theory (Grossraumwirtschaft), derived from the Monroe Doctrine, which "entitled" Nazi Germany to territorial expansion & foreign intervention privileges. While NAFTA's massive public relations campaign claims to establish a post-cold war zone of hemispheric prosperity with bilateral agreements & regional trade blocs, it is argued that the treaty will serve to legitimize the integration of Latin American markets, raw materials, & cheap labor. EAI, calling for a radical economic reorganization in Latin America & an end to debt financing, will be undermind by projected increases in US national debt. J. Sadler

Statistical analysis of the relation between recruit quality and team performance reveals that among newly trained soldiers there is indeed a statistically significant relation between Armed Forces Qualification Test scores and team performance. For more experienced soldiers the test yielded less clear results. (Abstract amended)

The Western Sahara is an unlikely place for a war. A former Spanish colony, this area—about the size of Colorado— is classic desert country, almost totally barren as far as the eye can see. In the afternoon the winds sweep in and sand seeps through a cotton turban and into the throat, making every word a chore. At this time, life in the settlements slows down and people seek shelter from the heat and the sand until well past four o'clock.But a war there is, and it is one in which the United States is playing a pivotal role. The war pits Morocco against the Polisario Front—acronym for the Popular Front for the Liberation of Saguia el Hamra and Rio de Oro— the guerrilla group that recently entered its second decade of fighting in the Western Sahara.
