This thesis studies the aetiology of water resources management within the Garonne watershed (Southwest of France), by exploring the social hermeneutics that determined its construction. This research is concerned with social hermeneutics. It analyses the methodological principles of interpretation and explanation that have allowed the advent of a specific way of dealing with water resources and ecosystem in the Southwest of France, of representing both nature and society. These principles are considered to be socially, politically and historically constructed. Which causal relations shaped the strategies promoting the construction of hydraulic infrastructure? Which power relations allowed these strategies to become dominant? Which interpretative schemes were used, which signification structures did they sustain? Which structures of domination did they enforce or weaken? An in-depth case study of the present water management techniques, organisation, rules and institutions in the Garonne watershed was carried out to help answering these questions. Science and technology are social and political constructs that contributed to shaping the water management problem as it is formulated today. An examination of the history of hydraulic infrastructure in the South West of France, its official justifications and the power struggles pitting the actors involved highlights successive paradigmatic reformulations. The water problem was described in very different manners by actors pursuing specific strategies. Modeling and the development of indicators, involved in commensuration processes, have greatly contributed to a specific representation of the hydrosystem and to the designation of particular legitimate users. Experts have highly contributed to these decision making processes. This study also explores how different types of knowledge have been recognised as expert knowledge through time. This study provides evidence of the intimate relation between the control of water and the construction of water science and technology. The Garonne case study has thus allowed improving our theoretical framework. The results also allow us to reconsider the water scarcity problem, the present formulation of which entails political blockages within the Garonne watershed. The models and indicators developed are not objective representations: they shape and contribute to legitimise given representations. They are actants, i.e. human or non-human entities that get organised and take part actively to controversies, highly involved in the problem shaping. A hydropolitical constellation corresponds to all the actors and their relations involved in water control, though they can be associated to a diversity of stakes, deployed at various scales. Conceptualising the hydropolitical constellation involving the instruments, methods and specific actors requires a close examination before thinking of solutions. ; Cette recherche explore les mécanismes par lesquels des principes méthodologiques d'interprétation et d'explication définissent des relations de causalité particulières qui ont façonné et façonnent aujourd'hui un certain discours sur la gestion de l'eau, un certain développement des sciences et des techniques de l'eau et un certain pouvoir sur l'eau. Nous nous appuyons sur un cas d'étude particulier, celui de la gestion de l'eau dans le bassin de la Garonne. Quelles relations causales ont permis de façonner les stratégies favorisant la construction d'infrastructures hydrauliques ? Quelles relations de pouvoir ont permis à ces stratégies de s'imposer ? Quels schèmes interprétatifs ont été mobilisés, quelles structures de signification ont-ils alimentées et quelles structures de domination ont-ils renforcées ou au contraire affaiblies? La réponse à ces questions exige de caractériser et de comprendre la gestion de l'eau actuelle dans le bassin de la Garonne. Un examen de l'histoire des infrastructures hydrauliques du Sud-ouest de la France, des rapports de force et des justifications qui leur ont été associés met en lumière de nombreuses reformulations paradigmatiques. Le problème de la gestion de l'eau a été successivement décrit de façons très différentes par des acteurs poursuivant chacun leurs stratégies propres. La modélisation en tant qu'outil contribue largement à produire notre représentation de la nature et de ses enjeux. Comme toute science et technologie, la modélisation et les indicateurs ont été des constructions sociales et politiques qui ont façonné la perception du problème. Enfin, les modalités d'insertion des experts au sein des divers mécanismes de prises de décision ont activement participé à ces processus. Cette recherche nous informe sur les relations intimes entre maîtrise de l'eau d'un côté et construction des sciences et des technologies de l'eau de l'autre. Les résultats nous permettent aussi de reconsidérer le problème de la pénurie d'eau. Les modèles et les indicateurs développés et promus ne sont pas des représentations objectives : ils façonnent certaines représentations et contribuent à les légitimer. Il s'agit d'actants, c'est-à-dire des entités humaines ou non, qui s'organisent, se structurent en prenant part aux controverses, et qui sont donc largement impliqués dans la construction du problème lui-même. Une constellation hydropolitique correspond à l'ensemble des acteurs et de leurs relations impliqués dans la maîtrise de l'eau, même s'ils peuvent être associés à une grande diversité d'enjeux, déployés à différentes échelles. Conceptualiser la constellation hydropolitique, impliquant des instruments, des méthodes et des acteurs particuliers demande une analyse approfondie avant de penser à des « solutions ».

Le concept d'"eau virtuelle", bien qu'ayant été développé au début des années 1990, demeure cependant aujourd'hui plus que jamais d'actualité. D'où la nécessité qu'il y a de revenir sur les origines et les implications de cette formule, de juger de sa pertinence et de sa réelle faisabilité, et de la rapporter enfin au contexte méditerranéen. Les régions du Proche et du Moyen-Orient ont en effet besoin avant tout de solutions efficaces et durables devant l'ampleur des défis hydrauliques qui y prévalent. (Maghreb-Machrek/GIGA)

Future studies were designed to critically address trends, or "business as usual" analyses, to question, and make visible boundary making processes that separate endogenous and exogenous variables, determinisms and random events, and upon which public policies are based. How can future studies contribute to shed the light on the political choices that underlie environmental policies? To address this issue, this article is based on the study of the Blue Plan, an ambitious international foresight programme designed to feed international and regional debates on cooperation on environmental matters of concern. Analyzing the foresight studies carried out by the Blue Plan on water issues allows us discussing their impacts on environmental public policies in the Mediterranean countries, as well as the nature of the Blue Plan and its strategic action. ; Les réflexions sur la prospective sont nées d'une critique de la tendance, d'une remise en question des frontières entre variables exogènes et endogènes, entre déterminismes et hasards, sur lesquelles les politiques publiques se fondent. Comment la prospective peut-elle alors contribuer à mettre en lumière les choix politiques déterminants qui sous-tendent les politiques environnementales ? En s'appuyant sur l'exemple du Plan Bleu, un ambitieux programme international de prospective chargé d'alimenter le débat sur la coopération en matière d'environnement en Méditerranée, cet article analyse plus spécifiquement les travaux engagés dans le domaine de l'eau, et discute de leurs effets à la fois sur les politiques publiques environnementales des pays méditerranéens concernés, ainsi que sur la nature même du Plan Bleu et son action stratégique.

International audience ; This paper studies the processes involved in the mutual definition of devices that objectify and govern water scarcity in the Adour-Garonne district. It first discusses the manner the problem of water scarcity has been historically and socially shaped. It analyses the mechanisms that have legitimized and institutionalized a specific socio-technical infrastructure that reduces water to its flow. It then explores how such socio-technical infrastructure frames the negotiations concerning water at a local scale. It shows how hydrologic, hydraulic and agricultural knowledge are actively involved in naturalizing water uses; while it also produces new problems which regulation involves renewing the control and consistency of different spatialities and temporalities ; Cet article étudie les processus par lesquels se redéfinissent mutuellement des dispositifs de qualification et de gestion du manque d'eau dans le bassin Adour-Garonne. Il discute d'abord les processus par lesquels la pénurie d'eau s'est historiquement imposée en décrivant l'institutionnalisation et la légitimation progressive d'une infrastructure sociotechnique réduisant la qualification et la gestion de l'eau à son débit. Il analyse ensuite comment cette infrastructure cadre, à l'échelle locale, les négociations. Il montre comment la mobilisation de savoirs hydrologiques, hydrauliques et agronomiques contribue à naturaliser certains usages de l'eau, tout en produisant aussi de nouveaux problèmes qui sont régulés en renouvelant la maîtrise et la mise en cohérence de différentes temporalités et spatialités.
