This thesis analyses the conditions of production of the punitive crime discourse in the Argentinean press. Specifically, it focuses on the media's dissemination of the premise that 'they deserve to die' in reference to petty criminals; how this type of discourse was developed and consolidated throughout the 1990s; and how it helped to create consensus on a punitive approach towards crime, which was then crystallised in 'zero tolerance' crime policies.To trace the origins of such a discourse, this research analyses several features of Argentinean history such as the country's military past, its weak democratic traditions, its society's high tolerance for corruption, and the police practice, inherited from military forces, of detaining and torturing civilians. The questions guiding this thesis led to a comparison of the narrative features of the military discourses of the 1970s and the media crime discourses of the 1990s. This analysis assisted in understanding the persistency of the 'zero tolerance' and 'iron fist' discourses when reporting crime in contemporary Argentina and the possible implications of this for Argentine democracy. A key component of the originality of this thesis's contribution to this topic lies in the way it bases its visual and textual analyses of media discourse on the theory of social discourses elaborated by Argentinean semiotician Eliseo Verón: it uses social semiotics to analyse more than 500 front pages and 380 editorials of three Argentinean newspapers Clarín, La Nación and Página 12.

The third report on activities & achievements of the Coll of Political & Social Sciences of the National Autonomous U of Mexico, in 1994, is presented by the director. The report covers activities in the director's office as well as student, technical, audiovisual, computing, library, language, & sports services. Student & faculty statistics for each of the five departments -- sociology, public administration, international relations, communication sciences, & political sciences -- as well as open enrollment, continuing education, & graduate education are reported, & special projects described. The physical plant is now adequate for the 5,800 students, 800 faculty, & 314 administrative workers, but certain areas need attention. The research examines the promotion of film archives from the Netherlands Filmmuseum [NFM] through Peter Delpeut's compilation work. These ten films [1989-1999] are between two directions that are not always in compatibility, on one side an artistic cinematic search and on the other side the archivist's will of giving access to silent films [1895-1931] that are in fragments, in colour and with a sound creation. Using audiovisual, written and oral sources, the first interest is to focus on whether how the NFM comes to produce these compilations for promoting its collections, lining out the history of this film archive and following Delpeut's career, to understand the meeting between a man with great experience as researcher, critic and filmmaker and an institution challenging its philosophy during the 1990's. The research then examines the process of filmmaking itself and functioning of this compilation work to show that there is a tension between sensorial and analytical terms, over the borderline of a strict promotion of NFM's silent films. The last part explores the utilisation of these compilations, the way they are related to Museum's programming politics, how they affect this institution and Delpeut's dynamics, beyond the film archive, each time evaluating the contributions and limitations for the transmission of silent cinema heritage ; La recherche interroge la valorisation des archives du Nederlands Filmmuseum [NFM] à partir du travail de compilation du cinéaste Peter Delpeut. Ce corpus de dix films [1989-1999] se situe à cheval entre deux ambitions qui ne sont pas toujours compatibles, entre une volonté d'archiviste de rendre accessible des films muets [1895-1931] parfois de simples fragments, en restituant leur couleur, en créant une sonorisation et une quête artistique, plus personnel et liée à un cinéaste. Convoquant des sources audiovisuelles mais également écrites et orales, il s'agit d'abord de se demander comment le NFM en vient à produire ces compilations afin de mettre en valeur ses collections, de tracer l'histoire de cette cinémathèque et de suivre la trajectoire de Delpeut, en somme de comprendre la rencontre entre cet homme riche d'une expérience de recherche, de critique et de réalisation et une institution en plein bouleversement de sa philosophie dans les années 1990. Le questionnement s'oriente ensuite sur le processus de fabrication lui-même et de la façon dont fonctionnent ces compilations en vue de montrer comment elles sont prises en tension entre le sensoriel et l'analytique, étant au-delà et en deçà d'une stricte valorisation des films muets du NFM. La dernière partie interroge les usages des compilations, la manière dont elles sont liées à la politique de programmation du NFM, comment elles affectent la dynamique de l'institution et du cinéaste, mais aussi comment elles sortent du cadre de la cinémathèque, évaluant à chaque fois les apports et les limites en terme de transmission d'un patrimoine cinématographique.

Reunification is a primary goal of foster care systems and the most common permanency planning decision. It is defined as the return of children placed in protective care to the home of their birth family and used to describe the act of restoring a child in out-of-home care back to the biological family. Yet reunification decision-making and the process of reintegrating children into birth families remains under researched. This Brief takes a look at family reunification knowledge and research in Australia where there is evidence that most children placed in protective care are eventually reunited with their birth parents. It explores how a knowledge of reunification decision making and outcomes can contribute to strengthening practice and informing policy formulation and program planning in Child Welfare.?

This article reviews recent contributions addressing the following questions: Under what circumstances is monetary policy delegated to politically independent central banks? What effects do these politically independent institutions have, and how do they interact with their macroeconomic institutional environment? What explains the variation in their behavior? And finally, to what extent has the recent economic crisis altered the role of these institutions? In answering these questions, this article advances two arguments. First, even though central banks' activities involve a great deal of technical knowledge, they are unavoidably political institutions: They make distributional choices informed by ideas, preferences, and the political context in which they operate. Second, the economic crisis, by expanding the type of activities that monetary authorities undertake, further contributes to the politicization of these institutions. The final section of the article speculates about the implications of these developments for economic policy making in contemporary democracies. Adapted from the source document.

Während des Kalten Krieges wurde Deutschland, wie die Welt, in zwei geteilt. Beziehungen zwischen zwei Teilen wurden behindert, vor allem im wissenschaftlichen Bereich, der politisch ziemlich strategisch war. Die Masterarbeit behandelt nach dem Abstand zwischen Geographen der DDR und der BRD im 1980er Jahrzehnt, und wie er die Wiedervereinigung beeinflusst hat – Periode, wo der Gebrauch dieser negativ vorgestellten Kluft erlaubte, Reformen der Hochschulen und der Forschung in der BRD zu führen. Diese Studie sich auf Dokumente aus dem Archiv für Geographie des Leibniz Institut für Länderkunde stützt, die kartographisch, statistisch und durch Graphentheorie analysiert wurden. Ergebnis zeigt, dass es am Ende des Kalten Krieges, trotz der politischen Entfernung, Zusammenhang zwischen Geographen gab; was verhinderte nicht, dass Orte und Netzwerke der ostdeutschen Geographie im 1990er Jahrzehnt rekonfiguriert wurden – auf Kosten des wissenschaftlichen Erbes der DDR. ; During the Cold War, the world as well as Germany were divided into two blocs. The relations between them were hindered by many obstacles, in politics but also in science – which was a rather strategic field. This master thesis aims to question the distance between GDR and FRG geographers in the 1980s, and how it played into the German scientific reunification – when this gap, presented as negative, was used to justify the reforms of East-German Higher Education and Research. This survey is based on geographical congresses archives from the Leibniz Institute for Regional Geography archives, and uses cartography, statistics and graph theory. It shows that, although the two Germanies were separated politically, links between geographers still existed in the late 1980s; which did not prevent a reconfiguration of both the locations and the networks of Eastern-German geography during the 1990s, to the detriment of the GDR scientific heritage. ; Au moment de la Guerre froide, l'Allemagne, comme le monde, est séparée en deux blocs. Les relations entre l'un et l'autre sont contraintes et ce d'autant plus dans le domaine scientifique qu'il se présente comme politiquement stratégique.
