L'articolo prende lo spunto da ricerche qualitative ed etnografiche e da interventi di consulenza e formazione svolte in diversi distretti sovra comunali di due Regioni italiane (Emilia Romagna e Lombardia). Obiettivo dell'intervento č di analizzare come, a partire dalla cornice generale definita dalla L. 328/00, si stiano realizzando in Italia diverse e multiformi esperienze di frequentazione e di definizione dei ruoli fra soggetti istituzionali e soggetti di terzo settore, e di come questa assidua frequentazione implichi lo svilupparsi di interazioni inevitabili fra operatori che appartengono ad agenzie differenti: pubbliche, del privato sociale, ed in misura minore del privato profit. Si tratta di un tema che coinvolge le competenze ad agire degli operatori (di entrambi i "tipi" di operatori); che puň inficiare, o quantomeno indebolire, i processi di governance e che invece, se adeguatamente riconosciuto, puň invece sviluppare una consapevolezza capace di generare forme di riconoscimento reciproco ormai indispensabili.

In recent years, studies on electoral legislation have moved away from those notions that characterized the Sáenz Peña Law (LSP) as the moment of rupture between two political systems, as a result of the confrontation between conservative forces and those progressive forces that were the bearers of modernization. The new contributions, in addition to analyzing elements of rupture, have highlighted some continuities that the LSP itself seemed to conceal. The law has also been analyzed within a broader framework of reforms, which exceeded the merely political sphere and also encompassed the social sphere, identifying the elements that remained in a transitional process. The analyses began to observe, for example, the safeguards adopted by the political elites to protect themselves from possible undesirable effects of the reform at the national and provincial levels. To a large extent, these safeguards were observed within a context nurtured by practices, actors, parties, networks, etc., that interacted in the political field. However, no effort has yet been made to go beyond the study of provincial situations in an articulated manner. Our interest is to contribute to bridge -at least partially- this gap. Therefore, the aim of this paper is to make an exploratory reading of the way in which the principles established by the electoral reform of 1912 were adapted to the electoral regulations of a group of provinces between 1912 and 1915. ; En los últimos años los estudios sobre legislación electoral se han alejado de aquellas nociones que caracterizaban a la Ley Sáenz Peña (LSP) como el momento de quiebre entre dos sistemas políticos, fruto del enfrentamiento entre las fuerzas conservadoras y aquellas progresistas portadoras de la modernización. Los nuevos aportes, además de analizar elementos de ruptura, han destacado algunas continuidades que la propia LSP parecía encubrir. La ley también hasido analizada en un marco de reformas más amplio, que excedía al ámbito meramente político y abarcaba también lo social, identificando los elementos que permanecían en un proceso transicional. Los análisis comenzaron a observar,por ejemplo, los reaseguros adoptados por los elencos políticos, para quedara resguardo de posibles efectos indeseables que arrastraría la reforma en los órdenes nacional y provincial. En buena medida, esos reaseguros fueron observados dentro de un contexto nutrido de prácticas, actores, partidos, redes, etc.,que interactuaban en el campo político. Sin embargo, no ha sido realizado aún el esfuerzo de traspasar de manera articulada el estudio de situaciones provinciales. Nuestro interés es contribuir a salvar –al menos parcialmente- esta carencia. Por eso el objetivo de este trabajo es realizar una lectura exploratoria del modo en que los principios establecidos por la reforma electoral de 1912, fueron adaptados a las normativas electorales de un grupo de provincias entre 1912 y 1915.
