In order to promote citizen awareness of the principles of transparency and open government, through access to information from public institutions from a gender perspective, we believe that identifying trends and possible inequalities based on the data that are published is essential to be able to define public policies that guarantee equality and non-discrimination.
By open data we understand data in open formats that you can use, reuse and freely share any person for any purpose. In this case it applies to the implementation of the concept of Open Government.
The reuse of data by public administration in Spain is growing significantly thanks to Plan Avanza 2. But the growth rate is not the same in the case of cultural institutions. The three key issues that delay the release of cultural data are described: the need for adequate metrics for measuring the business generated when data become open, the possibility of losing the attribution, and potential income loss. The most emblematic cultural data release projects are described, and the problems they have faced are identified. In this paper the re-use of public sector commitment of the European Union since 2003 Directive (Directive 2003/98/EC) concerned. This field is also internationally known as Open Government Data (OGD) and in Spain as reuse of public sector information (RISP).
The "open data" movement is becoming more popular in different contexts: public administration, science and companies; therefore, it is important to know its scope. The term has generated a lot of expectations related to transparency at all levels, data reuse and free access. This review discusses some of the expectations generated by this movement. When the term "open data" is used is usually understood as the opening of digital data, but this concept also fits the data on printed documents. There is a huge amount of data stored in archives and libraries that have been built with the taxes of the citizens who are not scanned. Opening data is increasingly demanded by the public. Promoting access, therefore, is linked to the transparency of the processes. Depending on who the data producer will talk about transparency in government, research or business.

Open government is a form of permanent open communication between the administration and citizens, based on transparency from the administration, working with civil society and business. We present one of the key points that are being used to achieve this objective of participation: the open data movement. In Europe, its origins lie in the issuance of Directive 2003/98/EC of the European Parliament and the Council on access to and reuse of public sector information. Open data projects described here provide access to government data according to the recommendations of the W3C. The structure and open format allows data to be reused to provide new services to citizens and businesses. Numerous projects and visualization applications have been developed that realize the potential of this movement. The situation in Spain is emerging and even in a short period of time many initiatives are maturing. This offers us the opportunity to ask what role information managers will take on in this new scenario.
We show the first steps of the initiatives Open data and Linked open data as sources of innovation in the field of information management. As the Open Access movement (OA) and the Open Archives Initiative(OAI) implied some years ago, these two initiatives constitute a shock that reverberated in technological innovation and the structure of the Web. We present a global overview of Open data and national projects related to government data. Four Spanish local or regional administrations have already begun to release their data: in chronological order, Asturias, Euskadi, Zaragoza and Catalonia. In the case of Linked open data we also provide a global picture, with 203 registered projects. We describe in more detail the work that the W3C is currently carrying out in the field of libraries. Finally we present the consecuences these new developments can have for librarianship and information science.
This paper discusses the current state of computerization of health information in Spain, where the priorities include the establishment of an electronic medical record that integrates all information about patients, makes it universally accessible and ensures the ethical use and confidentiality of the information as well as the privacy of individuals. To implement this change, it is imperative to combine the existing information systems of different health areas that perform in isolation. Although the Spanish government has launched an online health project to achieve this goal, there are still difficulties due to the lack of resources and infrastructure and a few barriers between the Spanish autonomous communities that must be overcome.

Introduction and objective: The present text addresses the most significant aspects to share research data in otolaryngology in the context of open science as an ecosystem. Its aim is to offer a panoramic view that helps the researcher to manage their data as part of enriched science. Method: A bibliographical review and of the own experience in the field of the investigation data was performed. Results: The basic pillars for success are offered: its political, technical and necessary capacities. Discussion: The tasks of making data available should be recognized as part of the researcher's curriculum because documenting them to be reusable is a highly specialized and time-consuming task. Conclusions: It is considered that we are at a crucial moment to begin to share data. It is being considered in all scientific policy scenarios as in the EU through the European Open Science Computing. ; Introducción y objetivo: El presente texto aborda los aspectos más significativos para compartir datos de investigación del área de otorrinolaringología en el contexto de la ciencia abierta como ecosistema. Su objetivo es ofrecer una mirada panorámica que ayude al investigador a gestionar sus datos como parte de la ciencia enriquecida. Método: Se efectuó una revisión bibliográfica y de la propia experiencia en el campo de los datos de investigación. Se expone uno de los puntos clave que se están utilizando para alcanzar esta participación: el movimiento open data o datos abiertos. En Europa sus orígenes se sitúan en la Directiva 2003/98/CE del Parlamento y del Consejo Europeos sobre el acceso y la reutilización de la información del sector público. Se describen proyectos open data que facilitan el acceso a los datos de la administración de acuerdo con las recomendaciones del W3C. La estructura y formatos abiertos permiten que los datos puedan reutilizarse proporcionando nuevos servicios a ciudadanos y empresas.
