This collection of original essays takes a comprehensive look at Latin America's regional and global foreign policies. The book begins with an assessment of the current state of research in the field, followed by an overview of Latin American foreign policies and the political determinants of those policies. Next, an examination of the global policies of Brazil, Cuba, Mexico, and Peru demonstrates differing theoretical perspectives and provides information for cross national comparisons. The third section presents case studies of regional foreign policies in Argentina, Brazil, Chile, Bolivia, Venezuela, Mexico, Cuba, and the Anglophone Caribbean nations. In the concluding chapter, the editors review the recurring themes in the book and propose a theory for the analysis of Latin American foreign policy behavior.

Discussion opens with a brief historical overview of nongovernmental organization (NGO) refugee protection involvement. Attention then turns to detailing the current NGO activity & their place in the international refugee regime. Civil society development & increasing public financial support for emergencies are noted before distinguishing between international & indigenous NGOs. NGOs' growing reliance on government funding requires professionalism & accountability on their part; the relationship between the UNHCR & NGOs is touched on. Noting the crisis in international refugee protection, the context in which these NGOs operate is described, particularly in terms of contemporary warfare & NGO responses to emergencies in light of the UNHCR's inability to protect refugees in all situations. Their impact is seen in their assistance & presence in crisis situations, awareness raising, advocacy, & role in conflict resolution. UNHCR-NGO collaboration is developing around five areas, but strengthened NGO-NGO, NGO-UNHCR, & NGO-government partnerships remain a necessity. J. Zendejas

Western governments are increasingly seeing the issues of refugees and migrants in terms of national security. This article surveys the changing paradigms used to understand and respond to forced migration, including humanitarian/emergency approaches, foreign policy, human rights, development, and the emerging national security paradigm. The article explains some of the reasons for the emergence of this security paradigm and outlines the security concerns of host governments. The consequences of a focus on security are examined and the alternative of an approach based on common security is explored. The article concludes that an emphasis on common security and peace offers many advantages in dealing with both the causes and the consequences of forced migration.

The violence in Central America has produced an estimated two million refugees, about half of whom have sought refuge in other countries. This article summarizes some of the political consequences of the presence of refugees in the major host countries - the US, Mexico, Honduras, and Costa Rica. The refugees inevitably further involve the host governments in the Central American revolutions, create domestic economic and political problems, and make it more difficult for long-term solutions to be reached
