This book focuses on tropical coasts, which are highly vulnerable due to a multitude of stressors. Population growth is substantial, habitats are lost and biodiversity is reduced at an alarming rate, severely affecting many ecosystem services. This situation calls for sound coastal management and the effective engagement of all relevant stakeholders. About two decades ago the M.Sc. program ISATEC (International Studies in Aquatic Tropical Ecology) was created at Bremen University (Germany) to train young scientists for a professional engagement in the complex field of tropical coastal and resource management. This book provides a platform for those Alumni to report on their work experiences and findings in their home countries and covers all regions of the tropical belt. Part I of the book provides a short review of the state of the tropical ocean and its resources and of international attempts towards sustainable ocean management starting with the Rio Declaration on Environment and Development in 1992. Part II deals with country case studies, and part III focuses on an evaluation & synopsis of those contributions. Emerging key issues for management and conservation of the tropical coastal environments are presented and critical challenges on the path towards reaching the Sustainable Development Goals (SDGs) are discussed, as are the needs for enhancing research and capacity development.

In most coastal communities throughout the South Pacific customary rights to regulate access to vital and scarce resources evolved a long time ago. In many places, these systems have formed the basis of community-based marine management efforts. At the same time, national (fisheries and environmental) legislation regulates various aspects regarding the marine realm. The result is a legal pluralist situation – a circumstance that can affect the governability of coastal fisheries. This study draws on data from Fiji and Solomon Islands to examine how the national marine governance frameworks and customary/community-based marine resource management interact. Fiji has a centralized government and customary governance structures are fairly well defined. Various mechanisms exist that link the national and customary systems. In Solomon Islands customary systems and national governance authority are more dispersed and the latter is partly delegated to provincial governments. Here, partner organizations that engage in local marine management can play a vital role in bridging local and (sub-) national levels. The analysis of the two countries reveals that legal pluralist patterns can play out and be addressed differently. A deeper understanding of the interactions between national and customary marine governance systems can help to design procedures or legal mechanisms which optimize relations across levels and systems, and thus contribute to improving governance outcomes.

Coral reefs are threatened by numerous global and local stressors. In the face of predicted large-scale coral degradation over the coming decades, the importance of long-term monitoring of stress-induced ecosystem changes has been widely recognised. In areas where sustained funding is unavailable, citizen science monitoring has the potential to be a powerful alternative to conventional monitoring programmes. In this study we used data collected by volunteers in Southeast Sulawesi (Indonesia), to demonstrate the potential of marine citizen science programmes to provide scientifically sound information necessary for detecting ecosystem changes in areas where no alternative data are available. Data were collected annually between 2002 and 2012 and consisted of percent benthic biotic and abiotic cover and fish counts. Analyses revealed long-term coral reef ecosystem change. We observed a continuous decline of hard coral, which in turn had a significant effect on the associated fishes, at community, family and species levels. We provide evidence of the importance of marine citizen science programmes in detecting long-term ecosystem change as an effective way of delivering conservation data to local government and national agencies. This is particularly true for areas where funding for monitoring is unavailable, resulting in an absence of ecological data. For citizen science data to contribute to ecological monitoring and local decision-making, the data collection protocols need to adhere to sound scientific standards, and protocols for data evaluation need to be available to local stakeholders. Here, we describe the monitoring design, data treatment and statistical analyses to be used as potential guidelines in future marine citizen science projects.
