The topic of negotiations to end the war between Russia and Ukraine arose in the first days of the full-scale
invasion but ended shortly after, when substantial Russian war crimes became public. At present, Ukraine and
Russia see no room for negotiations to end the war, despite the prospect of a long war of attrition and growing
international discussions about and pressure for negotiations. However, paradoxically, the longer this war
lasts, the more difficult and problematic the possibility of negotiating its end appears. The following article
reflects on the problems and prospects of negotiations in the context of the ongoing Russo-Ukrainian war.

Argues that (1) the substitution of a majority electoral system with a mixed one in postcommunist Ukraine has enhanced the role of political parties in democratic development, though (2) the presidential-parliamentary form of government, as well as the accompanying constitutional process for the formation of the government & other executive bodies, limits the influence of political parties on executive authority. The Mar 1994 elections were the first in which political parties played a major role, with 46% of all People's Deputies elected to the Verkhovna Rada being members of political parties, a number that grew to 69% by the 1998 elections. Statistical data are presented to document ballot results for the major parties & changes in the structure of various factions across several elections. Additional data on the presidential elections of 1991, 1994, & 1999 are drawn on to explore the relationship between the strength of parties & the executive power. 7 Tables. K. Hyatt Stewart

A comment on Will Kymlicka's "Western Political Theory and Ethnic Relations in Eastern Europe" (2001) opens with a summation of Ukraine's multiethnic society, finding four of the five ethnocultural groups cited by Kymlicka. The case of Ukrainian-Russians is highlighted before delineating seven key components of Ukrainian nation building: (1) territorial-state organization; (2) Russian language status; (3) the status of Crimea & Crimean Tatars; (4) citizenship issues; (5) ethnic vs civic nationalism; (6) minority rights protection; & (7) illegal immigration. It is contended that while the liberal-pluralist perspective on minority rights issues will bear fruit, in the current political climate, it will not prevail until stereotypes related to multiethnicity are overcome.
