The aim of this article is to understand how the decision-making process in Brazil's foreign policy is structured, with an emphasis on the inter-bureaucratic dynamics during 20 years (1988-2007), marked out by the time restrictions of the research. Therefore, indicators were established, which allow investigation of the conclusions as to whether decision-making is centralized or horizontalized in its intra-bureaucratic structure, and whether it is insulated from or open to dialogue with other government agencies. Esse artigo tem como objetivo compreender como se estrutura o processo decisório em política externa no Brasil, com ênfase na dinâmica inter-burocrática. Para tanto, foi estabelecido dentro de um marco temporal de 20 anos (1988-2007) indicadores que permitam inquirir conclusões sobre o formato decisório seja centralizado ou horizontalizado em sua estrutura intra-burocrática, seja insulado ou permeável ao diálogo com outras agências governamentais.
O objetivo do artigo é observar a atuação da diplomacia brasileira em situações em que se apresenta o dilema entre a defesa da democracia em âmbito internacional e o respeito ao princípio da não-intervenção nos assuntos internos de outros Estados, com o olhar direcionado para a América Latina. Primeiramente o artigo apresenta a incorporação da cláusula democrática em diferentes arranjos cooperativos multilaterais além de um breve debate sobre o significado de democracia absorvido e defendido por essas instituições internacionais. Posteriormente, é analisado diferentes casos ocorridos de ruptura ou eminente ruptura da ordem democrática em países da região nas décadas de 1990/2000 e as diferenças de postura adotadas pelo Brasil neste período.
Abstract: This study conducts a systematic literature review on citizen participation in public budgeting, focusing on understanding the rationales of participatory initiatives and the barriers to promoting significant change in public policies. It scrutinizes the data with a mixed-methods approach that involves conducting bibliometric and content analyses and develops analytical propositions to support future studies. The two main rationales of participatory mechanisms - political-electoral and good governance - are highlighted, and the barriers to effective citizen participation are discussed. Our findings suggest that to develop participatory innovations it is necessary to consider not only citizens' capacities to understand public budgeting but also states' capacities to speak citizens' language and consider their voices. Future research may benefit from incorporating perspectives from the education field and from integrating technical and political views on public budgeting.

Abstract The formation of international co-operative arrangements with different scopes and structures has been growing in the international system. Brazil has frequently participated in these groups, forming a complex diplomatic framework where it coexists and interacts with regional blocs, international organisations, groups, and coalitions. Therefore, the purpose of this article is to investigate the commercial effects provoked by the international co-operative arrangements, observing in particular two cases from the Brazilian point of view: IBSA (India-Brazil-South Africa Group) and CPLP (Community of Portuguese Language Countries). The theoretical constructs of the New Institutional Economy formed the basis of the interpretation of the data, and the literature that explores new mechanisms of external insertion of emerging countries was highlighted through the diplomacy oriented towards the South-South axis. The methodology comprised the study of two cases, bringing together both quantitative and qualitative indicators based mainly on the official reports of the Brazilian government and sectoral analyses produced by trade associations. The intrabloc trade evolution was performed through a cluster analysis considering the exports and imports of each of the cases investigated in relation to Brazil. The results reached showed an increase in trade transactions between member states.
