Valuation of environmental damage arising from the construction of hydroelectric plants: the case of the UHE of Estreito
The construction of dams for the implementation of hydroelectric plants concern several environmental impacts. It's possible to measure economically? The main objective of this study is to estimate the monetary value of damage caused by the implementation of UHE of Estreito by the loss of natural beaches in the towns downstream from the dam - Babaçulândia – TO, Filadélfia – TO e Carolina – MA. For both, was adopting the contingent valuation method in the form of elicitation of the "bidding games". The methodological approach was the collection, compilation and analysis of data, being constituted a random sample of individuals who have shown their provisions receivable, amount that would offset the losses in their welfare due to the process of flooding. With the method we obtained a mean DAR of R$210,57/resident/year, reaching a total value of a value of R$ 108,47 milion/year by the loss of natural attractions. The value found, although not represent all the environmental impacts of hydroelectric development, but serves as a basis for discussing the parameters of calculation currently used by the Brazilian legislation relating to financial Compensation for the Use of Water Resources.
