Purpose: The aim of this paper is the use of the "drop of honey effect" to explain the spread of Covid-19. Approach/Methodology/Design: After Covid-19 appearance in Wuhan, in the Chinese province of Hubei, by December, 2019, it spread all over the world. The World Health Organization declared it as pandemic in March 11, 2020. The infection is highly contagious and made thousands of deaths around the world. Timely decisions are key for the control of the dissemination. The "drop of honey effect" results as an important framework to explain the Covid-19 spread. Findings: An opportune decision in a very initial moment could have made all the difference in the virus spread. Practical Implications: The study will contribute positively to the understanding of the importance of well-timed decisions for governments, world organizations, academia, companies and people, each one on a different dimension's level. Consequences in the public health, and in the social, economic and financial dimensions were tremendous worldwide. Originality/Value: This study presents the "drop of honey effect" as an original and very suitable framework to explain the way how the virus spread all over the world after the virus in Wuhan began to infect people. ; info:eu-repo/semantics/publishedVersion

The discussion on cooperation in the context of transition in developed countries, in times of crisis is very accurate at the present moment. World has changed and the relative positions have been profoundly modified motivated by the effective changes in the last two decades in the political and strategic measures adopted in international negotiations in the context of the World Order (Disorder!). Developed economies have believed that their abilities would remain for the long term. Qualifications and specialization in developed economies were not enough to guarantee that globalization and markets' opening would be successful in the long term. Governments have not understood that. In consequence, in many developed countries financial cash problems and an ambience of structural crisis have emerged. The problem may grow if right measures are not implemented correctly and timely. The very recent experience shows that many difficulties may keep a weak economic (and social) development for these countries. Global measures are needed and international cooperation must be effective in order to allow economic strategies to conduct many developed countries to the way of growth. However, the emergent countries will continue in the front line, despite what happens in the near future with structural strategies to be adopted by developed countries.

Local rental in such an important tourism destination - as it is Algarve region (Portugal) - is a very important economic activity in this region, involving a very large number of owners, intermediaries (many are foreign agencies) and users. Traditionally, a large part of this activity is not caught by the fiscal system. In this work, anti-commons framework is used to analyse the situation of bureaucracy for the segment of local rental in Algarve region in Portugal. This work analyses a specific situation in which government creates new rules for bringing to legality a set of houses and apartments that have been traditionally out of the tax system, usually rent in a short duration system to tourists. Many people are questioning now if this new position of the Portuguese Government to create new legislation is an overreaction to an illegal situation, by creating again an excess of rules and administrative procedures, in a bureaucratic muddle. However, although the final result is not clear, it seems, in a previous version of the legislation to be approved in the Portuguese National Parliament, that the new law brings some procedural simplification and less bureaucracy in a set of procedural processes, allowing to overcome a problem for this area that normally is chronic in Portugal. Yet there are specific rules necessary to guarantee quality standards. Will be them the strictly necessary or continue them to be excessive and even some more procedural diligences are introduced?

In the last decade, the United Nations took important steps for the creation of a new instrument for biodiversity protection in areas beyond national jurisdiction. This put under discussion the central issues of international commons management and of the governance model for the High Seas. The aim of this paper is to discuss and evaluate critically the political negotiations already made and yet to come, as well as their rationale. For this purpose, the paper applies game theory to fisheries management to get insights. This research aims to contribute toward more qualified and grounded decisions. Chaos theory resulted in great part from natural scientists' outcomes in non-linear dynamics area. The prominence of associated models has increased in the last decades, due the non-linear systems temporal evolution study. Consequently, chaos is one of the concepts that most quickly have been expanded in what research topics concerns. In case of unstable relationships in non-linear systems, chaos theory aims to understand and explain this kind of unpredictable aspects of nature, social life, the uncertainties, the nonlinearities, the disorders and confusions. Scientifically it represents a disarray connection, but basically it involves much more. The close association between change and time seems essential to understand what happens in the fundamentals of chaos theory. This theory got a central role in the explanation of a lot of phenomena. The relevance of these theories has been well recognized in the clarification of social phenomena and has permitted new advances in the study of social systems. Chaos theory has also been applied, particularly in the context of politics, in this area. This work goal is to make a reflection on chaos theory – and also on dynamical systems and theory of complexity – in terms of the understanding of political issues, considering some events in the political context and also considering the macro-strategic ideas of states positioning in the international stage. The present study evaluates the consequential economic and ethical problems which occur when bureaucracy is present in companies' projects evaluation by governmental agencies. The delay of projects approval generates loss of value once projects may not be implemented or are implemented after the suitable time. Theory of anti-commons is presented in the contextualization of the problem. As seen in this study, when an "anti-commons" emerges, resources may be prone to under-use. In an anti-commons situation there are too many entities deciding what may lead to the under-use of the resources. In Portugal, bureaucracy in projects approval contributes to such a situation of anti-commons. The present study analyses a project for the construction of an elderly nursing home,for which is necessary a permit to be obtained from the Portuguese government. This study is made according to the framework of the anti-commons theory.

The aim of this paper is to study the interdependence between higher education, on the one hand, and the competitiveness of the economy and sustainable development, on the other. The analysis is, primarily, based on the methodology of the Global Competitiveness Index 4.0 applied by the World Economic Forum (WEF). In order to examine the interedependence between higher education, and competitiveness of the economy and sustainable development, we used a sample from EU Member States and candidate countries. The research was conducted by using the correlation and the regression analysis. The results of the research show that there is a very strong correlation between higher education and the level of competitiveness of the economy and sustainable development. The obtained results of this research can serve as a "global benchmark" for future public policy in the field of higher education. ; info:eu-repo/semantics/publishedVersion
