This study examines whether incentives affect public employees' intention to share knowledge. Tested incentives satisfy needs for either achievement or appreciation. Both treatments were tested on implicit as well as explicit knowledge sharing. A 2 × 3 factorial survey experiment was designed to observe within-person and between-person effects. Data were collected from public employees in the core administration and healthcare sector ( n = 623) in 2018. The analysis indicates that both treatments positively affect knowledge-sharing intention if it is explicit knowledge that ought to be shared. However, no effects of either treatment can be found in either type of knowledge sharing. No negative effect of the tested incentives on knowledge sharing was observed. Hence, incentives might not harm knowledge sharing but also do not pay off in organizational practice. In contrast to these motivation-enhancing human resource practices, ability and opportunity-enhancing practices should be tested to foster knowledge sharing.

Le présent article examine l'influence de la socialisation parentale et de l'intérêt pour la politique sur l'entrée et le maintien dans la fonction publique. Nous intégrons deux explications connexes, mais couramment utilisées dans différents domaines de la littérature, pour expliquer la préférence pour un emploi dans le secteur public. Premièrement, sur la base de la théorie de l'apprentissage social, nous émettons l'hypothèse que les parents servent de modèles et influencent ainsi le choix de leurs enfants concernant le secteur. De plus, nous testons l'hypothèse selon laquelle la socialisation parentale conduit à une carrière plus longue dans le secteur public tout en supposant qu'elle protège contre la rotation du personnel. Deuxièmement, sur la base de la théorie du processus de motivation de service public, nous nous attendons à ce que « l'intérêt pour la politique » soit influencé par la socialisation parentale et que ce concept mène à une carrière dans le secteur public. Nous avons utilisé un ensemble représentatif de données longitudinales issues du panel suisse de ménages (1999-2014) pour analyser ces hypothèses (n = 2 933, N = 37 328). Les résultats indiquent que la socialisation parentale constitue un prédicteur plus fort de la préférence pour une carrière dans le secteur public que l'intérêt pour la politique. Il est donc conseillé aux responsables des ressources humaines qui souhaitent s'assurer d'une main-d'œuvre motivée par la fonction publique de se concentrer sur les activités de ressources humaines qui stimulent la motivation à l'égard de la fonction publique après l'entrée en fonction. Nous encourageons également une interaction étroite entre les universités et les organisations publiques afin que les étudiants développent une image réaliste de l'État en tant que futur employeur et ne subissent pas de « choc de la réalité » après leur entrée en fonction.

PurposeThis study aims to examine the impact of job-related knowledge sharing on information availability and job satisfaction for information-receiving employees in the public sector. Following self-determination theory, the study suggests that job satisfaction is only partly affected by knowledge sharing itself, but particularly through the availability of job-related information enabling the information receiver to work effectively.Design/methodology/approachThe hypotheses are tested with data from the US Federal Employee Viewpoint Survey from 2018. Additionally, results are replicated with earlier waves of the survey.FindingsResults show the positive impact of job-related knowledge sharing on job satisfaction, whereby the availability of job-relevant information mediates this relationship partially.Practical implicationsThis study confirms that managers should provide room for social interactions when introducing knowledge management practices.Originality/valueThe results emphasize that knowledge sharing is a highly social process in which support and relatedness play a significant role in success in addition to the diffusion of information itself.

This article examines the effect of parental socialization and interest in politics on entering and staying in public service careers. We incorporate two related explanations, yet commonly used in different fields of literature, to explain public sector choice. First, following social learning theory, we hypothesize that parents serve as role models and thereby affect their children's sector choice. Additionally, we test the hypothesis that parental socialization leads to a longer stay in public sector jobs while assuming that it serves as a buffer against turnover. Second, following public service motivation process theory, we expect that 'interest in politics' is influenced by parental socialization and that this concept, in turn, leads to a public sector career. A representative set of longitudinal data from the Swiss household panel (1999–2014) was used to analyse these hypotheses ( n = 2,933, N = 37,328). The results indicate that parental socialization serves as a stronger predictor of public sector choice than an interest in politics. Furthermore, people with parents working in the public sector tend to stay longer in their public sector jobs. Points for practitioners For practitioners, the results of this study are relevant as they highlight the limited usefulness of addressing job applicants' interest in politics in the recruitment process. Human resources managers who want to ensure a public-service-motivated workforce are therefore advised to focus on human resources activities that stimulate public service motivation after job entry. We also advise close interaction between universities and public organizations so that students develop a realistic picture of the government as a future employer and do not experience a 'reality shock' after job entry.

Public organizations have little tolerance when it comes to risks and errors. At the same time, environmental, technological, and demographic changes call for new ways of doing things to improve public sector performance. Achieving this may involve trial and error. Therefore, there is a need to effectively combine risk management and error management practices. However, the concepts tend to be intermingled and confused, which hinders public managers from deliberately exercising one or the other managerial behavior, or productively combining them. The purpose of this article is to theoretically disentangle risk management from error management. We argue that risk management is a prospective leadership behavior, while error management is a retrospective one. In our theoretical framework, we describe both concepts according to their temporal, behavioral, and normative characteristics. Testable propositions are developed regarding the theorized differences between the two concepts and their associated behaviors, and we discuss ways in which the two concepts can be applied in order to advance future research and, ultimately, improve the way public organizations respond to risks and errors.

The digitalization of public administration is increasingly moving forward. This systematic literature review analyzes empirical studies that explore the impacts of digitalization projects (n=93) in the public sector. Bibliometrically, only a few authors have published several times on this topic so far. Most studies focusing on impact come from the US or China, and are related to Computer Science. In terms of content, the majority of examined articles studies services to citizens, and therefore consider them when measuring impact. A classification of the investigated effects by dimensions of public value shows that the analysis of utilitarian-instrumental values, such as efficiency or performance, is prevalent. More interdisciplinary cooperation is needed to research the impact of digitalization in the public sector. The different dimensions of impact should be linked more closely. In addition, research should focus more on the effects of digitalization within administration.
