Reforms in the funding of political parties in GB have been under review for some years. Despite the growing need for solutions, Sir Hayden Phillips announced on 30 Oct 2007 that the interparty talks initiated following his report the previous Mar, had been suspended, leaving the "loans for peerages" episode of 2006 unresolved. In Nov 2007, however, evidence emerged that Labour had received over 600,000 pounds in donations via intermediaries -- a clear breach of the Political Parties, Elections & Referendums Act 2000. Labour's General Secretary resigned, & the matter was passed on to the police. The recommendations made in the Mar 2007 Phillips review include limitations on donations; measures to prevent breaches; reductions in election expenses; third party controls on expenditures; fair public funding of parties; greater democratic engagement in the process; public access to party income information; & a more powerful Electoral Commission. If these reforms are enacted, they would be a silver lining of the dark cloud of Nov 2007. S. Stanton
