Corporate versus Community Power: A Santa Barbara Story

Fifty years ago, a massive oil well blowout and subsequent oil spill triggered community resistance to oil company operations in Santa Barbara county and its surrounding waters. The county has had surprising success in regulating and reducing oil development. That success is due to the combined effectds of grassroots mobilization, longterm organization, and the availability of state agencies and laws that legitimize community participation in corporarte development approvals. Despite Santa Barbara's relative affluence, its ongoing battle with the oil industry may be useful for formulating a theory of community empowerment globally.

Seit 1962 von einigen amerikanischen Studenten und Jugendlichen in Port Huron ein Manifest zur Zukunft der "Studenten für eine demokratische Gesellschaft" (Students for a Democratic Society) verabschiedet wurde, das "Port Huron Statement", gilt dieses Jahr als Gründungsdatum der amerikanischen Neuen Linken (New Left). Aus der Perspektive einer der Teilnehmer der Konferenz und Mitverfasser des Manifests wird untersucht, was sich aus dem Port Huron Manifest über die "kognitive Praxis" der amerikanischen Neuen Linken und der "Students for a Democratic Society" aussagen läßt. Deren Vorläufer werden bis 1905 zurückverfolgt, wobei die frühen "sit-ins" der schwarzen Bürgerrechtsbewegung 1960 eine völlig neue Bewertung der historischen Rolle der Studenten an den Universitäten bewirkten. Der personelle und intellektuelle Hintergrund des Port Huron Manifests werden beleuchtet. Dazu zählen vor allem der Soziologe Mills und der Philosoph Dewey. Ungelöste Widersprüche waren das Verhältnis der Neuen Linken zur Demokratischen Partei und zum Erbe des "New Deal". Es wird nachgewiesen, daß die von der Neuen Linken formulierte partizipatorische Demokratie (participatory democracy) international überlebt hat. So werden eine Reihe von gültigen Regeln und Prinzipien kollektiven Protests aufgestellt, die ihren Ursprung in der Neuen Linken hatten. (prf).
Think Globally, Act Politically: Some Notes toward New Movement Strategy
Discusses social movement strategies in the post-1960s period of relatively universal political inclusion & citizenship, but continuing racial, social, & economic inequality. Projects such as the reforms of the Democratic Party & the rise of single-issue coalitions & a localist ideology are described as innovative, yet limited, strategies, that have been proven unsuccessful in protecting local communities from the incursions of globalized megacorporations. The result has been a political vacuum unfilled by either normal electoral politics or the cultural politics of identity. In this context, public discussions of movement strategy & program have largely been confined to leftist intellectual journals. Several imperatives for a new social movement strategy are outlined, including the need for a new internationalism, community empowerment, & a vision of participatory democracy. In the past, social movements arose in a time of crisis, but it is argued that, because normal politics have recently failed, social movements must create a capacity to take responsibility for the social future.
