This article describes the history of the Stockholm International Peace Research Institute's (SIPRI) arms producing and military services companies database (AIDB) as well as its purpose, its main strengths and deficiencies, and its data collection and implementation processes. It presents ideas to improve the AIDB discussed at an expert workshop held in Stockholm on 23–24 March 2018 and reports on concrete recommendations that SIPRI wishes to take forward to improve the database. The article's first section provides an overview of the database's history. The second section moves on to AIDB's weaknesses and strengths, its data collection approach, and the sources and methods used. Section three discusses deficiencies of the database. Section four details aspects of the expert workshop and the important takeaways from the two-day meeting. The final section offers possible solution approaches to problems with the database.

Cet article propose une critique de la notion de course aux armements en l'analysant au prisme des dépenses militaires et des contextes sécuritaires régionaux. La démarche adoptée consiste à aborder 1) les moteurs de croissance des dépenses militaires, 2) les conditions du leadership pérenne des États-Unis, 3) la poursuite des ambitions chinoises en Asie et en Océanie dans des contextes régionaux tendus, 4) la situation d'une Europe confrontée à des plaidoyers militaristes et marquée par une forme de psychose russe, 5) le contexte dans un Moyen-Orient parcouru de conflits, mais dominé par l'Arabie saoudite, 6) la prédominance des troubles internes et transfrontaliers en Afrique, et 7) les spécificités sud-américaines où, en l'absence de menaces militaires classiques, les enjeux se concentrent sur des troubles sociaux et des violences criminelles. Le propos illustre que la course aux armements est un discours fondé sur des clés de lecture qui ne sont au mieux que marginalement en lien avec les constats empiriques que l'on doit dresser des contextes sécuritaires régionaux. Le texte insiste également sur la nécessité de traiter avec méfiance les prescriptions explicites et implicites (le renforcement tous azimuts des moyens militaires des États) découlant d'une notion s'inscrivant dans une idéologique militariste porteuse de sa propre dangerosité.

Diese Analyse diskutiert zunächst die Parameter für die Aktivitäten der französischen Rüstungsunternehmen, insbesondere die politisch-strategischen Vorgaben des Staates. Außerdem bildet ein kurzer historischer Rückblick die Entwicklung von Rüstungs- und Verteidigungsprogrammen ab, die den nationalen Markt und damit auch die Investitionsbudgets der Unternehmen strukturieren. Anhand von Schlüsselentscheidungen der Unternehmen untersuchen die Autoren die jüngsten Entwicklungen in der französischen Rüstungs- und Verteidigungsindustrie. Schließlich geht es darum, die Auswirkungen der Dynamik in diesem speziellen Industriesektor darzustellen und wichtige Themen zu identifizieren, die in näherer Zukunft von Bedeutung sein werden.

The authors of this article offer perspectives on the symposium on the European arms industries published in volume 12, number 1 of The Economics of Peace and Security Journal. The symposium contributions cover the history, current situation, and likely future prospects of the European naval, land armaments, military helicopter, aerospace, and outer space industries. The perspectives then comment on the articles as a group and do so from a global vantage point inasmuch as the commentators constitute a group of prominent researchers and policy analysts drawn from around the world.
