The article describes the evolution of Brazilian multilateralism since the First Pan American Conference in 1889. The impact of the domestic and international spheres are examined to understand the continuities and changes in Brazil multilateral attitudes. In our days, the increasing influence of Brazil international presence, especially in multilateral forums, is evident. There is a reasonable consensus among historians that continuity is one of the characterizing trends of Brazilian foreign policy. In this way, this article analyses Brazilian foreign policy starting from an understanding of the concept of continuity, proceeding then with the presentation of some of the scenarios of Brazilian diplomatic action since the Republic, including South America, the United States of America, multilateralism, as well as relations with Europe and Africa. This article reflects on the so-called contemporary disorder, as it seeks to bring to the field of vision of international relations a concept often used in political science analysis: the question of democratic governance. It also describes in general terms the current order and the limits of the classical vision that has prevailed in international relations to understand said order. It is argued that democratic governance applied to the international scene means the strengthening of multilateral organizations, particularly the United Nations, as a way of injecting some degree of rationality into the progress of international order. ; En el presente artículo presenta una reflexión acerca del llamado desorden contemporáneo, buscando traer para el campo de visión de las relaciones internacionales un concepto caro a los análisis de ciencia política: la cuestión de la gobernabilidad democrática. Asimismo, describen en rasgos generales el orden actual y los límites de la visión clásica que ha predominado en las relaciones internacionales para entender dicho orden. Se sostiene que la gobernabilidad democrática aplicada a la escena internacional significa el fortalecimiento de las organizaciones multilaterales, particularmente las Naciones Unidas, como forma de inyectar algún grado de racionalidad a la marcha del orden internacional.
