Our analysis of the Territorial Poles of Economic Cooperation (PTCE) - approached as multi-partner territorialized collective actions and questioned with regard to the mode of sustainable development of which they are, or should be, carriers - is in line with the tradition of thought and action of the Social and Solidarity Economy (SSE), at the intersection of social and economic practice, ethical and political reflection, theoretical and applied research. By identifying the elements of convergence and divergence between the epistemological, theoretical and methodological frameworks of Amartya Sen (capability approach), Elinor Ostrom (common analysis) and the SSE tradition of thought, as well as by proposing enlargements, we are building a framework for analysing the institutional dynamics of the TCEPs from the perspective of a sustainable development goal. Following Sen's thinking, and considering that the capability approach is not operationalized in a metric but by the influence it can have on individual and collective action, we develop the concept of common capabilities by the "rhetorical" operationalization of the conceptual framework of the capability approach within the common analytical framework. The complex notion of social capital, central to Ostrom's analysis, then makes it possible to explain the comings and goings between the individual and collective levels, the driving force behind collective instituent actions. In the space of two generations and less than fifty years, the Languedoc's wine-based society has imploded. Under pressure from national measures since 1945 and European policy since 1 970, today low quality wine production has virtually disappeared. A historien 's viewpoint puts this change into a longer perspective than is often the case. From this angle, the article highlights the role of wine merchants in resisting a shift to quality production, in particular their practice of mixing local and Algerian wines. Changes in the practices of these merchants participated in the drive towards higher quality wine and thus to the sacrifice of less efficient producers out of step with the market's demands.. This shift brought an end not only to a form of production but to the way of life of an entire population.

Robert Laurent's contribution to the history of wine growers in Côte-d'Or.
Robert Laurent has written important books about the contemporary rural history of Burgundy. In his first work on the agriculture of Côte-d'Or in the nineteenth century (1931), he emphasized new economic and social approaches, which had just been developped by the Annales school in Strasbourg, where he studied. His thesis included as his major field the study of the wine growers of Côte-d'Or in the nineteenth century, while his minor bore on the Octroi de Dijon. He used methods from economic history, studying landownership, production, and prices, and also from social history, with analyses of structural factors, farming practices, and political behavior. This approach is applicable to other countries and other societies, while constituting an innovative view of French rural history.

Cet article montre comment les Pôles territoriaux de coopération économique (PTCE) peuvent constituer des communs sociaux, définis par les auteurs comme des communs associés à des ressources sociales telles que la santé, l'emploi, l'éducation ou encore la culture, avec une visée universaliste quant à leur accès. Si les pouvoirs publics centraux sont intervenus en 2014 au niveau méta-institutionnel en définissant un cadre institutionnel des PTCE qui n'est pas forcément propice à l'émergence de tels communs, les collectivités locales, elles, interviennent en tant que parties prenantes, au niveau intra-institutionnel, en participant à l'élaboration des règles du PTCE avec des postures plus ou moins facilitantes. Cet article étudie les modalités d'intervention des pouvoirs publics pour favoriser une évolution des PTCE vers de véritables communs sociaux.
