Résumé Pour les femmes des pays d'Europe centrale et orientale, les voies menant à un plein exercice de la citoyenneté politique se sont révélées escarpées tout au long des transformations qui les ont menées du socialisme d'État à l'entrée dans l'Union européenne. Cependant, les décrire comme autant de perdantes du passage à la démocratie ne convient plus, à l'heure de restituer la complexité des trajectoires des nouveaux États membres en matière d'accès des femmes au politique. Associées aux changements de régimes, puis en retrait – sinon tenues à l'écart – de l'établissement des « démocraties électorales », des femmes accèdent de nouveau à la sphère politique au sens large, à la faveur des possibilités offertes par l'adhésion à l'UE, mais également du désenchantement démocratique ayant frappé ces sociétés vis-à-vis des règles du jeu imposées par les partis.

Cet article envisage l'impact des différents mécanismes – législatifs, institutionnels, cognitifs – que recouvrent les processus d'européanisation, sous l'angle de l'évolution des politiques d'égalité dans les nouveaux Etats membres d'Europe centrale. Dans un premier temps, il rappelle le caractère « path-dependent » des politiques publiques du genre, qui s'illustre au travers des solutions institutionnelles différenciées privilégiées lors de l'adaptation au cadre communautaire. Puis il propose de déplacer le regard vers les pratiques des acteurs qui investissent la structure d'opportunité façonnée par le contexte de l'adhésion au niveau domestique. Se focalisant sur le rôle des organisations de femmes, il met en évidence une convergence dans les répertoires de l'action collective, ainsi que son inscription dans un contexte multi-niveaux.

Using largely unpublished empirical data covering twenty-nine European countries this book adopts a pluralistic perspective to explore the complex and often divergent gender and other equality policy outputs of Europeanization.
This article argues that a discursive–sociological approach to study Europeanization is particularly apt for understanding the dynamics of policy change in Europe. It oes so by bringing closer the agenda of discursive institutionalism (DI) and gender policy analysis, drawing upon the recent sociological and discursive turns in the study of the domestic impact of Europe, and the long-term interest of gender policy analysis for discursive framings, norm diffusion, actors' interactions and EU soft policy instruments. Challenging the limitations of Europeanization studies that only focus on convergence, the article explores the contribution that both Schmidt's DI and discursive gender approaches make to the understanding of policy change in Europe. While seeing the two approaches as complementary in the study of Europeanization, the article discusses the added value of gender approaches for improving our understanding of policy change in Europe.

Cet article analyse les trajectoires d'emploi de femmes à Bangalore, dans le Sud de l'Inde. Employées dans l'industrie de la confection, certaines en viennent à vendre leurs ovules et à se proposer comme mères porteuses, avant de revenir vers leur activité initiale. Notre propos est notamment de démontrer que si ces femmes sont bien exploitées par une industrie des corps, elles n'en tirent pas nécessairement un sentiment d'aliénation. De manière perverse, cette forme accentuée d'exploitation physique est vécue comme le moyen d'échapper au déclassement social. Ainsi, de nombreuses mères porteuses soulignent leur déclassement du fait du genre, qui explique leur position d'infériorisation dans la sphère privée, le fait qu'elles gagnent des salaires inférieurs à ceux de leurs époux, et le harcèlement sexuel qu'elles subissent dans l'industrie du vêtement. Dans ce contexte, leur accès à des revenus importants du fait de l'utilisation de leurs capacités reproductives constitue une forme de revanche, qui renforce leurs possibilités pour négocier des espaces d'autonomie au sein de leurs foyers au sens large, consolidant ainsi leurs positions sociales.
