While theories of local democracy mark political representation as highly important in determining the quality and perception of public services, little has been done to explore the empirical connection. This represents a lacuna in our understanding of how representation affects citizen wellbeing and how citizens determine their satisfaction with public services. We focus on descriptive and symbolic dimensions of representation to elucidate how representation influences citizens', and minority citizens' in particular, experience with public services. Utilizing a survey of residents of Haifa, Israel, our findings imply that beyond the descriptive makeup of municipal elected bodies, symbolic dimensions of representation might be even more important for understanding citizen satisfaction. Symbolic representation may impact satisfaction directly and through its contribution to other feelings about government. These findings expand understandings of the importance of diversity in political representation, determinants of satisfaction and how dynamics of good governance contribute to citizens' experiences.

AbstractThe topic of gender blindness is increasingly gaining the attention of researchers. Even in fields that do not commonly engage with gender, gender blindness has been recognized as a factor that has potential to limit the validity of research findings. This article explores the prevalence and implications of gender blindness in quantitative research for political science outcomes. We first reanalyze three articles recently published in the American Journal of Political Science (AJPS) to illustrate the impact of gender blindness on quantitative research. Next, we classify all articles with quantitative methodology published in the AJPS in 2018 and 2019 by the degree of gender blindness in the research design. Our findings demonstrate how gender blindness impacts outcomes and estimate its prevalence in political science. They show that accounting for gender yields more accurate results and facilitates a better understanding of political behavior and phenomena.

AbstractDo policies protecting women's rights correspond with norm change at the state level or the level of international institutions? We examine this question, comparing domestic and international institutional activity in correlation with reproductive health policy change, specifically, abortion access policy. At the domestic level, we examine female legislators and policies set to encourage gender equality, namely, electoral gender quotas. In the international arena, our theory distinguishes regional from international inter‐governmental bodies. Original data with measurement innovations introduced here—including the Comparative Abortion Policy Index (CAPI1 and CAPI2)—are analysed for over 150 countries for close to two decades. We find a heretofore‐overlooked relationship between international entities and reproductive health. Gender quotas, however, do not correspond with the general association between female representation and pro‐women policy. When researchers and policy‐makers consider gender quotas to promote women's rights, they may be advised to encourage female political participation through more organic means.
