The president of the European Parliament, Martin Schulz, has repeatedly pointed out that small and medium-sized enterprises (SMEs) in some southern European countries face major constraints to access to credit and that removing these constraints for SMEs could contribute to reducing unemployment. He promised to support special loans programs. According to press reports the European Central Bank is also considering low-cost loans for national banks if they provide credit for SMEs. In this article it is argued theoretically and empirically that the single-business investment support does not address the causes of high unemployment and could result, due to the difficulty in monitoring, in great inefficiencies. Studies that have focused on rural development measures to improve regional economic structures do not show that investment support is an efficient economic policy measure. There are more efficient measures available. An ex-ante evaluation, which is in accordance with EU regulations for the conception of new policies, projects and programs (EU Commission 2006), was conducted to test this recommendation. Any adoption of such policy, should be based on the results of economic analyses and - if available - empirical studies.

Eines der zentralen Ziele der gemeinschaftlichen Politik zur Entwicklung ländlicher Räume ist es, die Wettbewerbsfähigkeit der Land- und Forstwirtschaft zu verbessern. Mit Hilfe verschiedener Bewertungskriterien wird ermittelt, inwieweit die Fördermaßnahmen tatsächlich dazu beitragen, das gesetzte Ziel zu erreichen. Doch sind die gängigen Evaluationsverfahren aussagekräftig genug?
Viele landwirtschaftliche Unternehmen in Deutschland setzen sich aus mehreren rechtlich selbständigen Betrieben zusammen. Dabei sind die landwirtschaftlichen und landwirtschaftsnahen Betriebe oftmals auf mehrere Familienmitglieder aufgeteilt. Insbesondere durch Professionalisierung und Wachstum in landwirtschaftsnahen Diversifizierungsbereichen entstehen gewerbliche Betriebe neben dem landwirtschaftlichen Betrieb. Diese Entwicklung und deren statistische Erfassung können Schwierigkeiten bei Politikanalysen mit sich bringen. Aus diesem Grund wurde am Thünen-Institut ein Projekt zur Analyse der Betriebs- und Unternehmensstrukturen in der deutschen Landwirtschaft gestartet. Ziel des Projektes ist es festzustellen, wie verbreitet komplexe Strukturen sind und wie diese in der offiziellen Agrarstatistik erfasst und dargestellt werden. Im Rahmen des Projektes wurde bislang eine regionale empirische Studie auf Basis von Experteninterviews durchgeführt, um die Verbreitung komplexer Strukturen einzuschätzen. Ferner wurden die vorhandenen Daten zu Landwirtschaft- und landwirtschaftsnahen Bereichen sowie die angewandten Erhebungsmethoden mit Hilfe von Literatur- und Datenrecherchen sowie zahlreichen Experteninterviews sondiert. Im Rahmen des Projektworkshops wurden die Zwischenergebnisse des Forschungsvorhabens präsentiert und diskutiert. Die bisherigen Ergebnisse zeigen, dass die aktuelle Methodik der offiziellen Agrarstatistik nur einen Teil der für die Politikanalyse und -beratung relevanten Einheiten in Bezug auf Betriebs- und Unternehmensstrukturen abdecken kann. Ferner wurde festgestellt, dass die aktuell vorliegenden Informationsquellen zur Landwirtschaft und zum landwirtschaftsnahen Bereich keinen wesentlichen zusätzlichen Erkenntnisgewinn in Bezug auf Betriebs- und Unternehmensstrukturen liefern können, solange diese nicht kombiniert werden. Im weiteren Verlauf des Projektes ist es geplant, die Relevanz einzelner Betriebs- und Unternehmenseinheiten (z. B. Biogasanlagen) einzuschätzen und diese Einheiten mit den zugehörigen landwirtschaftlichen Betrieben zu verknüpfen. Die Ergebnisse sollen mit einer empirischen Studie vervollständigt und die Auswirkungen der Berücksichtigung komplexer Strukturen auf die Analyse der Einkommenslage der landwirtschaftlichen Haushalte abgeschätzt werden. Im Rahmen des Workshops wurden vier Impulsvorträge zu folgenden Themen gehalten: (1) Umgang mit komplexen Unternehmen im Statistischen Unternehmensregister; (2) Auswirkung fehlender Informationen zu komplexen Strukturen auf die Politikanalyse und -beratung; (3) Handhabung komplexer landwirtschaftlicher Betriebe in der offiziellen Agrarstatistik und (4) agrarstatistisches System in Österreich. ; Many of the farm enterprises in Germany comprise several legally independent farms. These enterprises in the agricultural and the agriculture-related sectors are often split between several members of one family. Especially due to professionalization and growth in agricultural diversification and production commercial farms emerge beside the original farm. This trend and the statistical coverage of such structures can cause difficulties for policy analyses. For this reason the Thünen-Institute started a research project on farm and enterprise structures in the German agriculture. The main goal of the project is to find out how prevalent are complex structures in German agriculture and how are these covered by the official agricultural statistics. Within the project there was a regional empirical study on the basis of expert interviews carried out so far in order to estimate the prevalence of complex farm structures. Moreover the available data sources about agriculture and agriculture-related sectors as well as applied survey methodologies were analyzed with the help of literature and data research and numerous expert interviews. As part of the project workshop, the preliminary results of the research project on the topic 'Farm and enterprise structures in German agriculture' were presented and discussed. The results so far show that the current methodology of official agricultural statistics in Germany can cover only a part of the units relevant to policy analysis and consulting in terms of company and company structures. Furthermore it was found out that neither of the currently available information sources on agriculture or the agriculture-related sector can provide further insights regarding complex farm and enterprise structures as far as these sources are not combined with each other. Therefore the next work steps are to estimate the overall extent of individual farm and enterprise 'unites' (for example, biogas plants). These results will be completed with an empirical study. After that the influence of complex structures on the income situation of agricultural households should be estimated. In the context of the workshop, four keynote presentations were held on the following topics: (1) dealing with complex companies in the German Statistical Business Register; (2) the consequence of missing information regarding complex structures in policy analysis; (3) managing complex farms in German official agricultural statistics; as well as (4) the agricultural statistics system in Austria.
Die deutsche Landwirtschaft unterliegt einem starken Strukturwandel, der sich vor allem in einer stark abnehmenden Anzahl der landwirtschaftlichen Unternehmen bei gleichzeitig steigender Größe der verbleibenden Unternehmen zeigt. Diese Veränderungen, die betriebliche und regionale Konzentrationstendenzen beinhalten, werden gesellschaftlich und politisch zunehmend diskutiert. Die infolge von Teilungen, Übernahmen und Neugründungen entstehenden komplexeren Unternehmensstrukturen sind aus den Offizialstatistiken nicht zu entnehmen. Gleichwohl ist deren Kenntnis eine wichtige Voraussetzung für Struktur- und Einkommensanalysen in der Landwirtschaft sowie für die sektorale Politikberatung und -gestaltung. Aus diesem Grund untersucht das Thünen-Institut in einem aktuellen Forschungsprojekt die Betriebs- und Unternehmensstrukturen in der deutschen Landwirtschaft und deren maßgebliche Einflussfaktoren. Zu diesem Zweck werden der verfügbare Datenbestand ausgewertet, Experten aus den Bereichen Agrarstatistik, Betriebs- und Steuerberatung, Finanzierung etc. befragt sowie anhand von regionalen Fallstudien eigene empirische Erhebungen durchgeführt. Nach ersten Arbeitsschritten im Projekt wurden im Oktober 2014 zahlreiche Experten zu einem Workshop in Braunschweig eingeladen, um erste Ergebnisse und offene Fragen zu diskutieren. Dabei wurde zunächst eine regionale Pilotstudie des Thünen-Instituts zu Betriebsstrukturen in der Landwirtschaft vorgestellt. Anschließend wurden weitere Beiträgen aus den Bereichen Agrarstatistik, Steuer- und Unternehmensberatung, sowie eine wissenschaftliche Analyse der Einkommenskombinationen in der Landwirtschaft präsentiert und diskutiert. In drei Arbeitsgruppen wurden dann die aktuelle Situation und die künftigen Möglichkeiten der Erfassung der Betriebs- und Unternehmensstrukturen in der deutschen Landwirtschaft erörtert und abschließend im Plenum zusammengefasst. These changes, which include farm and regional concentration trends, are being increasingly discussed on a social and political level. The consequences of divisions, mergers and start-ups are complex farm structures which cannot be seen in the official statistics. At the same time this information is a prerequisite for sound structural and income analyses in agriculture as well as for sectoral policy advice and policy formation. For this reason the Thuenen Institute is using a current research project to study the 'real' farm and enterprise structures in German agriculture and their main factors of influence. For this purpose the available statistics are evaluated, experts on agricultural statistics, farm consulting and accounting, financing, etc. are surveyed and empirical surveys are also carried out on the basis of regional case studies. After first working steps in the project, numerous experts were invited to a workshop in Braunschweig in October 2014 to gain initial results and discuss open questions. Im Mittelpunkt der Diskussionen über die Gesetzesvorschläge der Europäischen Kommission für die zukünftige Gemeinsame Agrarpolitik steht die Ausgestaltung der Direktzahlungen an Landwirte.
