Cet essai s'inscrit dans le cadre des réflexions portant sur l'innovation en matière militaire aux États-Unis. Il soulève spécifiquement quatre questions : Dans quelle mesure les Forces armées américaines ont-elles su se réinventer dans le contexte de l'après-guerre froide ? Quelles idées maîtresses les ont guidées ? Comment ont-elles été appliquées ? Et quelles leçons peut-on tirer de cette expérience après vingt ans ? Deux concepts, qui ont inspiré l'effort de réflexion et de réforme américain, retiennent notre attention : la révolution dans les affaires militaires (ram) et la « transformation ». C'est la mise en oeuvre de ces deux concepts qui est analysée, de l'administration Clinton à celle du président Obama.

This article contributes to the current debate on military innovation in the US context. It builds on the theorical work of key scholars in military innovation research, namely Barry Posen, Steve Rosen, Harvey Sapolsky and Theo Farrell. More specifically, we look at the way the United States Armed Forces reacted to the Revolution in Military Affairs in the 1990s and we assess the technical, doctrinal and organisational changes in the US military during the two decades following the Cold War. Our analysis examines the evolution of RMA-inspired reforms and the numerous impediments to these initiatives at the political or service level. Adapted from the source document.

L'avenir de la guerre a été probablement l'un des thèmes les plus débattus en relations internationales durant la dernière décennie. Le but du présent article est de proposer une vue d'ensemble de ce débat, une revue critique de la littérature qui puisse en faciliter la compréhension et l'analyse. L'article lui-même comporte deux parties. Dans la première, les prévisions de type systémique sont examinées ; dans la seconde, il est fait état des analyses sociopolitiques des conflits dans l'après-guerre froide (guerre, État et société). La conclusion de cet essai propose quelques réflexions sur l'avenir de la guerre, ainsi que sur l'avenir de la discipline des études polémologiques.

This article, which runs counter to traditional studies on non-proliferation, starts from the premise that it will be impossible to force the nuclear genie back into the lamp from whence he came. In the future, management of nuclear energy for military purposes will demand not a laisser-faire policy, as K. Waltz has stressed, but, at the very least, a constructive dialogue with the new candidates for membership in the nuclear club. It will be necessary, on this more cooperative basis, to redefine the rules of non-proliferation in favour of measures for regional stabilization and confidence-building. Only such a way forward will prevent the 21 st century from becoming the century of the nuclear mob.

For some time now, within the sub-discipline of studies on security, a passionate debate has been opposing the supporters of research on peace and the theoreticians of strategic studies. This often emotional and controversial debate interferes considerably with the emergence of a truly scientific approach to the study of conflicts. It is from such an angle that this article reviews this dissension in strategic studies. It aims to assess and to criticize those arguments which dispute the legitimacy of the strategic approach in international relations. It is suggested that the factitious conflict between "pacifists" and "strategists" can and must be overcome in order for this sub-discipline to be recognised at truly university level.
