Self-supply is a ubiquitous response by households to the public water supply inadequacies found worldwide. Self-supply is invested in and managed by an individual household, accessible on-premises and unregulated. Vulnerability to faecal contamination is a concern due to reliance on low-cost technologies and shallow groundwater. This review aims to evaluate the evidence base on the safety of groundwater self-supply in low- and middle income countries in relation to faecal contamination. Differences in microbial water quality between source types, settings, countries and ownership were investigated. A search of peer-reviewed studies in low- and middle income countries was conducted in online databases, including PubMed, Web of Science, ProQuest and Environmental Complete. Studies were included if they had sufficient detail about the water samples to be related to groundwater self-supply, contained extractable data on faecal indicator bacteria (FIB) including thermotolerant coliform or Escherichia coli and were published in English between 1990 and April 2020. A total of 30 studies were included, resulting in 100 datasets and 26,981 water samples across the studies. FIB were present in 36% self-supply samples. The odds of FIB being detected was significantly higher for unimproved sources (OR=8.19, 95% CI [4.04–16.59], p<0.001) and for sources in low income countries (OR=3.85, 95% CI [1.85–7.69], p<0.001). Self-supply was significantly more likely to be contaminated than piped supply (OR=3.45, 95% CI [1.52–7.82], p=0.003). However, water quality was highly heterogeneous (I2=90.9%). Egger's test found no evidence of small study publication bias for self-supply compared to public supply. No evidence of bias due to lack of randomization or season was found, but study design and quality could potentially bias the results. To achieve Sustainable Development Goal 6.1 on safe drinking water for all, more attention is needed from governments to engage with self-supply and formulate balanced policy responses.

Groundwater is widely acknowledged to be an important source of drinking water in low-income regions, and it, therefore, plays a critical role in the realization of the human right to water. However, the proportion of households using groundwater compared with other sources is rarely quantified, with national and global datasets more focused on facilities-rather than resources-used. This is a significant gap in knowledge, particularly in light of efforts to expand water services in line with the inclusive and integrated agenda of the Sustainable Development Goals. Understanding the prevalence of groundwater reliance for drinking is critical for those involved in water services planning and management, so they can better monitor and advocate for management of water resources that supports sustainable services for households. This paper contributes data that can be used to strengthen the integration of resource considerations within water service delivery and inform the work of development partners supporting this area. We approach this issue from two perspectives. Firstly, we collate data on the proportion of households using groundwater as their primary drinking water source for 10 Southeast Asian and Pacific nations, finding an average of 62% (range of 17-93% for individual countries) of households in urban areas and 60% (range of 22-95%) of households in rural areas rely on groundwater for drinking. Together, these constitute 79% of the total population across the case study countries. Secondly, we review current and emerging groundwater resource concerns within each country, using a systems thinking approach to assess how groundwater resource issues influence household water services. Findings support the case for governments and development agencies to strengthen engagement with groundwater resource management as foundational for achieving sustainable water services for all.

Abstract Vanuatu is a small island state ranked the most at-risk for natural hazards globally. Access to safe and secure water is limited, particularly for poor and rural residents. It is projected that climate change will increase temperatures, sea level, cyclone intensity, and extreme rainfall events in Vanuatu. As the impacts of climate change become clearer, it is becoming easier to predict the consequences of those changes on water infrastructure. The Government of Vanuatu, Department of Water Resources (DoWR) wants to support communities to enhance the resilience of community water supply infrastructure, despite the additional challenge of climate change. Since 2013, DoWR has adapted Water Safety Plans to the local context with Drinking Water Safety and Security Plans (DWSSPs). An analysis of actions taken after 199 DWSSPs, site visits and interviews, revealed an opportunity to integrate climate change more into existing community risk planning processes. The analysis also identified many potential problems with existing water infrastructure that increase their exposure to climate risks as well as possible improvements to decrease those risks. As a result, adjustments were made to the current water safety planning approach, so that communities review hazards associated with climate change and identify resilient infrastructure improvements.

The links between groundwater and welfare are highly contested, unclear and confounded by political, environmental and economic factors. The lack of understanding of these links has wider implication on policies and strategies aimed at accelerating the sustainable development goals of safely-managed drinking water services and eradicating poverty. This study provides empirical evidence of the existing links between groundwater and poverty using welfare metrics versus productive uses of water, groundwater table depth, drinking water services and groundwater dependency with data obtained from a household socio-economic survey (n = 3349), a water audit of water infrastructure (n = 570) and volumetric usage from water data transmitters (n = 300). Results show that the bottom welfare households are characterized by greater dependency on shallow groundwater, less acceptable drinking water services by taste, reliability, affordability or accessibility but not quantity. Productive use of groundwater for livestock accrues to the middle welfare quintiles with the bottom and top welfare quintiles by choice or exclusion having little engagement. Groundwater productive uses, services and characteristics explain at least 17% of the variation in a households' welfare with productive uses particularly benefiting female headed households. These findings suggest that ancillary investments to improve affordability and reliability of rural water services will be needed to enhance welfare of the poor who depend on groundwater systems. Further, such knowledge of the relationships between water and welfare can support the formulation of policies and strategies aimed at poverty reduction, inclusive growth and access to safe water for all.

Welfare transitions are weakly understood in sub-Saharan Africa due to limited panel data to analyze trajectories of household escaping from, falling into, or remaining out of deprivation. We model data from 3500 households in coastal Kenya in three panels from 2014 to 2016 to evaluate determinants of welfare by multidimensional and subjective measures. Findings indicate that more than half of the households are deprived, with female-headed households being the most vulnerable and making the least progress. The subjective welfare measure identified three times more chronically poor households than the multidimensional metric (27% vs. 9%); in contrast, the multidimensional metric estimated twice as many 'never poor' households than the subjective measure (39% vs. 16%). The 'churning poor' were broadly consistent for both measures at roughly half the sample. Four welfare priorities converged from modelling welfare transitions. Broadening access to secondary education and energy services, improving the reliability and proximity of drinking water services, and ending open defecation improve welfare outcomes. While the policy implications do not align neatly with Kenya's national and county government mandates, we argue that prioritising fewer but targeted sustainable development goals may improve accountability, feasibility, and responsibility in delivery if informed by local priorities and political salience.

The drinking water sector is off track to reach Sustainable Development Goal (SDG) 6.1 with over a quarter of the world's population lacking safe and reliable services. Policy approaches are shifting away from provision of access towards managing the multiple risks of water supply and quality. By considering how infrastructure, information, and institutional systems evolved in Bangladesh, this article identifies the unintentional consequences of reallocating management responsibility for rural water services away from government agencies towards individuals and households. Between 2012 and 2017, we estimate up to forty-five unregulated tubewells were installed privately for every publicly funded rural waterpoint. This growth rate more than doubled total national waterpoint infrastructure since 2006. The scale of growth is reflected in the declining ratio of households per tubewell from over fifty-seven in 1982 to less than two in 2017, potentially approaching market saturation. This scale of growth aligns to an observed decrease in the real price of private market shallow tubewells by seventy percent between 1982 and 2017. In 2018, we estimate households invested up to USD253 million in tubewells, nearly sixty-five percent of the total national water and sanitation sector's household-level finance. In effect, household investments became critical to achieve the Millennium Development Goal (MDG) target of improved infrastructure access, but now pose challenges for meeting targets of safely managed services. The scale of continued private investment provides an opportunity for policymakers to explore blended public finance models to meet emerging consumer preferences, while at the same time introducing regulatory and monitoring systems.
