This paper presents the challenges of increasing the energy efficiency investments in European Union (EU) residential buildings in the context of achieving climate neutrality by 2050. The paper presents the results of the PRIMES buildings model in key energy policy applications to support cost-effective and fair policy making in buildings across Europe. The model covers, in detail, the building sector for all the EU Member States (MS), segmenting the buildings into many categories. The approach proposed includes non-market barriers in conventional microeconomic modelling, which combined with idiosyncratic preferences can capture poor energy efficiency choices and still represent rational behaviours. The model includes a detailed portrayal of policies specific to the sector, comprising economic and regulatory policies as well as institutional measures. The results of the model show that the removal of non-market barriers is of great importance in reducing energy consumption and increasing both the pace and the depth of renovation investment. However, the institutional measures alone are not enough to induce energy efficiency improvement to the scale required to achieve the climate neutrality objectives. Economic (i.e., subsidies) or regulatory measures (i.e., energy performance standards) are also required to decrease emissions and energy consumption in buildings and the paper compares different configurations thereof. The optimum policy mix obviously derives from a compromise among various aims including the cost-effectiveness of the policy budget and the distributional impacts across building and consumer types.

AbstractAchieving the Paris Agreement's global temperature goal of keeping warming well below 2 °C and ideally 1.5 °C requires limiting fossil fuel production. In the United Nations climate change negotiations, this need is only beginning to be acknowledged. Nevertheless, as some countries have already adopted supply-side climate policies, initial cooperative activities have started, and calls grow for a fossil fuel treaty, questions arise about the prospects and possible effects of international cooperation on limiting fossil fuel supply. Combining qualitative insights on possible participants in a supply-side coalition with a quantitative analysis based on integrated assessment general equilibrium modelling, this article addresses these questions. Through k-means clustering based on fossil reserves per capita, fossil fuel rents and existing supply-side policies, we first identify which (groups of) countries are most likely to lead the formation of an international supply-side coalition, and which (groups of) countries are likely to follow. Drawing on these insights, we develop several scenarios for the evolution of international supply-side coalitions and compare these to a business-as-usual scenario. By doing so, we demonstrate the global and regional environmental, trade and macroeconomic effects of international cooperation on limiting fossil fuel supply and combining fossil supply restrictions with carbon pricing to meet the Paris goals. Our findings underscore the importance of pursuing supply-side and ambitious demand-side climate policies in parallel, and identify the scope and coverage, size of the coalition, and incentives for participation as key design elements for an international supply-side coalition.

Cost of capital is an important driver of investment decisions, including the large investments needed to execute the low-carbon energy transition. Most models, however, abstract from country or technology differences in cost of capital and use uniform assumptions. These might lead to biased results regarding the transition of certain countries towards renewables in the power mix and potentially to a sub-optimal use of public resources. In this paper, we differentiate the cost of capital per country and technology for European Union (EU) countries to more accurately reflect real-world market conditions. Using empirical data from the EU, we find significant differences in the cost of capital across countries and energy technologies. Implementing these differentiated costs of capital in an energy model, we show large implications for the technology mix, deployment, carbon emissions and electricity system costs. Cost-reducing effects stemming from financing experience are observed in all EU countries and their impact is larger in the presence of high carbon prices. In sum, we contribute to the development of energy system models with a method to differentiate the cost of capital for incumbent fossil fuel technologies as well as novel renewable technologies. The increasingly accurate projections of such models can help policymakers engineer a more effective and efficient energy transition.

In order to evaluate the effectiveness of climate policy, it is important to understand emission trends and policies at the national level. The 2015 Paris Agreement includes (Intended) Nationally Determined Contributions, so-called (I)NDCs, outlining the contribution of different Parties to the overall target of the agreement to limit global mean temperature increase to well below 2 °C. Here, we assess emission trajectories and the energy system transition of 11 major economies (in the remainder: countries) projected by integrated assessment models (IAMs) for baseline and cost-optimal 450 ppm CO2 eq mitigation scenarios and compare the results with the (I)NDCs. Limiting global temperature increase to below 2 °C implies a substantial reduction of the estimated available carbon budget for each country. The national carbon budgets between 2010 and 2100 showed reductions between the baseline and the 2 °C consistent mitigation scenario ranging from 52% in South Korea to 95% in Brazil. While in the baseline scenario, the share of low-carbon primary energy sources is projected to remain around 15% (with Brazil being a notable exception, reaching 30%); in the mitigation scenarios, the share of low-carbon energy is projected to increase to over 50% in 2050 in nearly all countries, with the EU, Japan and Canada reaching the largest shares. Comparison with the (I)NDCs shows that in Brazil, Canada, the EU, Mexico (conditional target), South Korea and the USA, the emission reduction targets of the NDCs are closer to the mitigation requirement of the 2 °C scenario; in other countries, however, there is still a large gap. The national detail of the indicators adds to the literature on low-carbon emission pathways, assists the assessment of the Paris Agreement and provides support to national policymakers to identify focus areas for climate policy in the coming years.

The purpose of this research was to analyse the rates of change taking place in the energy systems of each Member State of the European Union (EU), and the EU in aggregate, in the light of the EU's climate change mitigation objectives. Trends on indicators such as sectoral activity levels and composition, energy intensity, and carbon intensity of energy were compared with decadal benchmarks derived from deep decarbonisation scenarios. The methodology applied provides a useful and informative approach to tracking decarbonisation of energy systems. The results show that while the EU has made significant progress in decarbonising its energy system. On a number of indicators assessed the results show that a significant acceleration from historical levels is required in order to reach the rates of change seen on the future benchmarks for deep decarbonisation. The methodology applied provides an example of how the research community and international organisations could complement the transparency mechanism developed by the Paris Agreement on climate change, to improve understanding of progress toward low-carbon energy systems.

To achieve the Paris Agreement goals, countries need to submit, and periodically update, their Nationally Determined Contributions (NDCs). Recent studies show that NDCs and currently implemented national policies are not sufficient to cover the ambition level of the temperature limit agreed upon in the Paris Agreement, meaning that we need to collectively increase climate action to stabilize global warming at levels considered safe. This paper explores the generalization of previously adopted good practice policies (GPPs) to bridge the emissions gap between current policies, NDCs ambitions and a well below 2 °C world, facilitating the creation of a bridge trajectory in key major-emitting countries. These GPPs are implemented in eleven well-established national Integrated Assessment Models (IAMs) for Australia, Brazil, Canada, China, European Union (EU), India, Indonesia, Japan, Russia, South Korea, and the United States, that provide least-cost, low-carbon scenarios up to 2050. Results show that GPPs can play an important role in each region, with energy supply policies appearing as one of the biggest contributors to the reduction of carbon emissions. However, GPPs by themselves are not enough to close the emission gap, and as such more will be needed in these economies to collectively increase climate action to stabilize global warming at levels considered safe.
