Après la fermeture du site sidérurgique d'Athus en 1977, les autorités politiques de la province belge du Luxembourg mettent en oeuvre une stratégie active de diversification industrielle et de marketing régional afin de remplacer les emplois perdus. Entre 1980 et 1995, la Province enregistre une forte croissance de l'emploi et de sa population totale. Elle est caractérisée par un chômage relativement faible. Les déterminants internes et externes de cette réussite sont analysés. Les facteurs externes de réussite sont les activités de "lobbying" entreprises dès les années 70 pour rééquilibrer le soutien public en faveur des régions rurales et le développement de leurs infrastructures, la forte croissance économique du Grand Duché du Luxembourg pourvoyeur croissant d'emplois frontaliers, ainsi que la réforme de l'Etat qui a favorisé la réorganisation des services publics locaux et la concrétisation d'un certain consensus politique. Les facteurs internes sont le renouvellement de l'identité et de la solidarité provinciales autour du projet de réindustrialisation, la dimension nationale et européenne des leaders politiques locaux, et la construction d'une ingénierie locale performante et audacieuse pour capter les aides publiques, conduire les implantations industrielles et touristiques par la promotion des avantages comparatifs locaux, et maintenir une paix sociale favorable à la croissance de l'emploi.

This summary report is based on the outcome of a study carried out by the AGMEMOD Partnership under the management of the Agricultural Economics Research Institute (LEI, in the Netherlands), in cooperation with the Joint Research Centre – Institute for Prospective Technological Studies (JRC-IPTS) to generate projections for the main agricultural commodity markets for each year from 2005 until 2015. The report gives a general overview of the modelling approach, the description and implementation of the baseline, further CAP reform and exchange rate change scenarios. It outlines the main results for the aggregates EU-10, EU-15, EU-25 and EU-27, focusing in particular on the features implemented in this study, and addresses issues that need further attention. Detailed documentation on the AGMEMOD modelling approach, along with the outcome of the study, is published in five reports in the JRC-IPTS technical paper series under the heading "Impact analysis of Common Agricultural Policy reform on the main agricultural commodities".

For Bulgaria and Romania enlargement and non-enlargement scenarios are analysed.
